[Russia]: Message for Iran

Dear Minister Vendistè Yima,

The Russian Federation extends its respectful greetings and reaffirms its commitment to continued cooperation and partnership between our nations.

In the spirit of strengthening bilateral relations and enhancing regional stability, the Russian Federation respectfully proposes the permanent deployment of select Russian Air Force assets to Hamadan Air Force Base. This deployment is intended to support joint strategic objectives, improve operational coordination, and contribute to shared security interests.

To ensure the effectiveness and mutual benefit of this initiative, Russia is prepared to fully finance and support a comprehensive upgrade of infrastructure at Hamadan Air Force Base and lease the base on a permanent basis. This would include improvements to runways, maintenance facilities, logistics systems, and other critical aviation support capabilities, with the goal of leaving a lasting enhancement to Iran’s military aviation infrastructure.

We believe this cooperation would represent a significant step forward in our strategic partnership and serve the broader interests of regional stability and security.

Honorable Minister Shoigu,

I thank you for your concerns and offers regarding both the regional stability of Iran and the ongoing bilateral relations between our countries. As the Kingdom of Èran has expressed through past diplomatic notions, we are honored by the shown responds and generosity of the Russian Federation.

Therefore I would be glad to discuss the proposed opening of a Joint Airbase and modernization of it for Russian and Iranian Air force in Hamadan.
The Kingdom is committed to contribute both in its own safety and diplomatic relations, and would like to share any expenses financially, and where possibly also in technology and responsibility, for such attempts of modernization and enhancing of capability’s.

I want to use this matter, to openly state that, as you may know, the Iranian air force heavy relies on Ex-soviet systems. As we are already by past governments and times in possession of Ex-Soviet equipment and capability’s to produce some of them, or the partners to acquire such, we would still like to explore possibility for official Russian license or acceptance for the future production of those assets. Of course my ministry would be willing to discuss exact products, versions and conditions for such.
We believe that such agreements would deeply help our government to ensure our own and regional safety, and could go alongside your honorable governments contribution, as on proposed Hamadan airbase.
