Dear Minister of Foreign Affairs,

The Ministry of Foreign Affairs of the Russian Federation presents its compliments to the Ministry of Foreign Affairs of the Republic of Korea and wishes to convey the interest of the Russian Government following recent reports regarding the launch and construction of the planned Northern Prosperity Corridors Initiative.

Minister Sergey Lavrov has been briefed on the broad contours of this ambitious project, which envisions the creation of Special Economic Zones across key regions of the former Democratic People’s Republic of Korea, with the stated aim of fostering industrial growth, foreign direct investment, and enhanced regional connectivity.

From the Russian perspective, the initiative represents a significant and timely step toward deepening economic normalization and integration on the Korean Peninsula. The stated objectives, ranging from infrastructure development and port modernization to labor integration and the introduction of market mechanisms are of strategic interest to regional stakeholders, including the Russian Federation.

Particularly noteworthy is the initiative’s emphasis on logistical and economic corridors that intersect with Russia’s Far Eastern region, including proposed enhancements to the Rason port and the associated rail links connecting to the Russian border. These elements suggest meaningful opportunities for cooperation, not only in trade and transportation, but in broader economic engagement involving Russian enterprises, financial institutions, and technical expertise.

In this context, the Russian Ministry of Foreign Affairs respectfully requests the opportunity to receive a detailed briefing from the Korean Empire on the scope, timelines, governance structure, and partnership modalities of the Northern Prosperity Corridors Initiative. Furthermore, we express interest in exploring potential avenues for Russian participation in relevant sectors and in identifying mutually beneficial mechanisms for long-term collaboration.

The Russian Federation remains committed to peace, development, and multilateral cooperation in Northeast Asia, and views economic engagement as a key pillar of durable regional stability.
