Dear President Fatma Ali Mwinchumu,

On behalf of the Russian Federation, I wish to extend my sincere and warmest congratulations to Your Excellency on your historic election as the first female President of the United Republic of Tanzania. This momentous achievement reflects the strength, progress, and aspirations of the Tanzanian people and stands as an inspiration across Africa and the world.

The Russian Federation looks forward to building upon the longstanding friendship between our two nations, with renewed commitment to cooperation in the fields of trade, energy, education, and defense. Our partnership is founded on mutual respect, non-interference, and shared prosperity.

In this regard, the Russian Federation wishes to assure Your Excellency that we are closely observing developments in the region, including the Swedish occupation of South Africa. Russia has no intention of contributing to any sense of unease and fully respects Tanzania’s sovereign right to determine its own security priorities free from external pressure or coercion.

We have also taken note of Tanzania’s State of the Nation Review and, should Your Excellency’s government identify a need for the strengthening of the Tanzanian Armed Forces, the Russian Federation is prepared to offer high-quality defense hardware at favorable and affordable terms to support Tanzania’s sovereign defense capabilities.

Furthermore, I wish to respectfully extend an invitation for the Ambassador of the Russian Federation to meet with Your Excellency at your earliest convenience. Such a meeting would allow for a direct and open dialogue on how best to enhance Russian-Tanzanian relations for the mutual benefit of our nations.

Tanzania holds in high regard the longstanding and principled friendship between our two nations—one rooted in mutual respect, solidarity, and a shared vision for a more just and multipolar world. We remain committed to further strengthening this relationship across key sectors, particularly in trade, energy cooperation, technical education, and defence.

Your message rightly notes the shifting dynamics in our region. We continue to pursue a foreign policy of peace and regional stability. We are nonetheless vigilant in the face of emerging security challenges and are committed to protecting our sovereignty and national interests. We welcome the Russian Federation’s assurances of non-interference and its recognition of our sovereign right to determine our own security posture.

The Government of Tanzania has taken careful note of your generous offer regarding defence cooperation. In light of our ongoing strategic review, we are open to exploring opportunities to modernise our armed forces.

We also welcome the proposal for a meeting between myself and the Ambassador of the Russian Federation. It would be my pleasure to meet your Ambassador at their earliest convenience to discuss the future of Russian-Tanzanian cooperation.
