Dear Minister Alparslan Bayraktar,
The Government of the Russian Federation sends our best wishes to the Ministry of Energy and Natural Resources of the Republic of Türkiye and has the honor to recall the recent exchange between His Excellency President Vladimir Putin and His Excellency President Abdullah Gül, during which both leaders emphasized the strategic importance of deepening bilateral energy cooperation.
In light of this high-level understanding, the Russian Federation wishes to formally propose the initiation of a joint strategic infrastructure project of which the construction of a direct gas pipeline linking the Russian Federation and the Republic of Türkiye.
The proposed project, as discussed by our Presidents, would.
- Secure a reliable and long-term supply of natural gas to Türkiye while strengthening Russia’s role as a trusted energy partner.
- Enhance regional integration, positioning our two countries as pivotal contributors to Eurasian stability and economic growth.
- Generate shared opportunities for investment, technology exchange, and job creation across both nations.
- Stand as a visible testament to the shared vision for prosperity and cooperation expressed at the highest level.
The Russian Federation is prepared to convene a joint working group of experts under the guidance of our respective energy ministries to define the technical, financial, and regulatory parameters of the project. We would welcome the Ministry’s attendance in Moscow to discuss the parameters of such a project.
