Dear President Yulia Tymoshenko,

The Russian Federation extends its respectful greetings and reaffirms its commitment to continued cooperation and partnership between our nations.

In the spirit of strengthening bilateral relations and enhancing regional stability, the Russian Federation respectfully proposes the deployment of select Russian Armed Forces assets to the Crimean Peninsula. This deployment is intended to support joint strategic objectives, improve operational coordination, and contribute to shared security interests.

To ensure the effectiveness and mutual benefit of this initiative, Russia is prepared to fully finance and support a comprehensive upgrade of infrastructure at Sevastopol Naval Base as well as select key military sites. This would include improvements to naval bases, runways, maintenance facilities, logistics systems, and other critical aviation and naval support capabilities, with the goal of leaving a lasting enhancement to Ukraine’s military aviation infrastructure.

We believe this cooperation would represent a significant step forward in our strategic partnership and serve the broader interests of regional stability and security.

The Russian Federation remains open to discussions at your convenience and looks forward to your consideration of this proposal.

Dear Minister Shoigu,


I appreciate your message and the hopes for future cooperation between our two nations. I am currently in Turkiye attending the Olympic games and felt that your email deserved a prompt response. Ukraine values its relationship with the Russian Federation. Our shared history keeps both of our nations together almost as cousins. While we might not always agree, we recognize the importance of maintaining stability here in Eastern Europe and the Black sea Region.

We acknowledge your willingness to support the modernization of infrastructure in Crimea. We ourselves have hopes of new enhancements in the near future including but not limited to naval, aviation, and logistical facilities. Such investments, if they were to come from The Russian Federation and when structured appropriately, could contribute meaningfully to regional security and long-term economic development. This could be the basis of a more mutually beneficial relationship between our nations.

However, Ukraine must approach these matters which concern the possible presence of a foreign military on her soil with the utmost care and transparency. That being said, any initiatives undertaken in Crimea must fully respect Ukraine’s sovereignty. A full legal framework will need to be presented ensuring the national command of any military personnel stationed there stays within Ukraine's Military structure.

As this might prove difficult for both of our respective nations to agree on, might I suggest exploring alternative avenues of cooperation that achieve our shared objectives.

  • A Joint infrastructure development program financed in cooperation with the Russian Federation, under Ukrainian ownership and under operational control.
  • Bilateral or multilateral training exercises conducted on a temporary and clearly defined basis.
  • Technical cooperation in naval maintenance, logistics modernization, and aviation support systems.
  • Structured dialogue on Black Sea security coordination mechanisms to plan for future Joint Black seas operations.
I believe such an approach would allow both our nations to strengthen initial cooperation while preserving the stability and clarity necessary for a potential long-term partnership.

Ukraine remains open to further discussions at your convenience and would welcome the opportunity for our respective diplomatic teams to engage in more detailed consultations going forward in Kyiv or Moscow.
