Bonny would lead the admiral into a black dressed up Humvee with two more in the front and back and motorcycles on the side.

"This is a big deal, Admiral. We hope to learn from your force deployed here, obviously. But we also hope our arrangement could also influence Roxonsport to sell us weapon systems that greater increase our defensive capabilities. Our ground forces are sound and well-trained.

But we must expand our naval and air capabilities."

The next morning after breakfast the generals and officers are met again by the Nigerian delegation and taken to a secured off conference room. A projector screen is pulled down. A title card reads:

Nigerian Navy: 2000
I. Amphibious Capabilities - Current Marines undergo one year of training. Will graduate over 3500 marines this cycle. Would like 2 Brigades, 1 based out of Port Harcourt the other out of Lagos. By 2001 could have 4 brigades with 2 at homeports and 2 abroad.

II. Looking for an assault ship that can be used for both military and humanitarian purposes. Need for helicopters, both troop carry and assault.

III. Patrol ships. We are looking for at least 10-12.

IV. Future Purchases - What do you propose Nigeria purchases? Continue with the
Frigate and submarine purchases, or do you have another track in mind?

V. Joint Exercises - What do you regard as our greatest threat?
