Mr. Josh Bourne,

I write to you on behalf of the Ukrainian government. We are interested in contracting you to construct a new, aquatic training facility. We would like to know more about your policies regarding military installations, as well as your confidentiality policies. This facility will be constructed near either Odesa or Yalta. Environmental safety is a concern--we can explain this more in depth once we have a non-disclosure agreement in place.

Lone Star is capable of constructing an aquatic training facility. We would of course need more details but that is something within our perimeter. We are able to build a facility for any nation not at war with the United States, or a declared enemy of America. However, per our company policy, we will not construct facilities that will be used to test, house, or construct weapons of mass destruction (including nuclear, biological, and chemical weapons). However, the stability of the Ukrainian government and your country is a concern. I am not sure if we could commit to constructing your facility until the political situation in your country is resolved.

Mr. Bourne,

I assue you, Ukraine has never been safer! We are disappointed to hear this repetition of Russian propaganda.

The proposed facility will not be used to produce weapons of mass distruction, nor will we house, test, or train with such weapons at the pruposed facility. Ukraine does not poses such weapons. Our military goals are strictly defense oriented, unlike our neighbors to the East.

Ukraine is not an enemy of the United States, nor do we ever plan to go to war with your country. Quite contrarily, we have been persuing closer relations with the West since Ukraine gained its independence.

For these reasons I do not see why our request would be denied.

Please provide specific details on this aquatic training facility. Such as its size, what the purpose is for, what level of security it will need to accommodate, if it will be training humans or animals, where it should be located, if it should be underground or not, if it should have independent utilities in order to survive off the grid, and other specific details such as this. Because of security concerns in Ukraine, we will require an upfront deposit to cover our profit margins and security pay, as well as an upfront deposit to cover construction costs. Once we have more details, as well as how well you would like this facility constructed, we can give you a cost estimate. Please beware, however, that this facility will be more expensive considering Ukraine's national condition.
