To whom it may concern,

I represent the Secretary of the Navy (Mexico). I am reaching out today to discuss a Naval Defense Package for Mexico. I understand that everything requested in this message may not be paid for yet and as such will not be produced until funds are transferred. The purpose of this message is to request a number of vessels as well equipment for maintaining said vessels. President Fox has instructed the Department of the Navy to seek out contracting from the United States to assist in producing a "Blue-Water Navy". As of right now I have not been issued a budget on this procurement. So, for now I'll place a request as if it is a blank check. Please note that not all requested vessels may not be purchased in the final draft. This is also an attempt to get a rough estimate on a price and for which vessels are available for procurement. Again, this is the initial list of items that Mexico is interested in. If some of these items are out of the question, we completely understand. What I do request however is if there is an alternative piece of equipment that is similar to what we request that we may be able to obtain, then if it could be brought to our attention with a price tag added. This would be very much appreciated. After our dealings with the procurement of equipment, I would very much like to arrange a meeting either in person or via phone. I wish to discuss further interactions between our Navies. Thank you for your time and patience.

Secretary Casaubón,

Secretary of Defense John Glass forwarded me the message from the Staff Officer of The Secretary of the Mexican Navy, Alejando Guetierrez. Secretary Glass is not permitted to negotiate arms agreements, especially not on this scale. In fact, the proposed arms-trade appears to be the largest that the Gore Administration has ever been sent. I will be straightforward and tell you that there are items on that list that the White House will not permit to be sold to Mexico (or any other country). However, there are plenty of other items on that list which we can discuss.

The largest complicating factor at the moment is that Mexico is not a member of the Global Assembly. However, the White House and the State Department did take note of President Fox's remarks and, if your government still intends to join the Global Assembly, I would be happy to calling the powers-at-be to ensure that Mexico's application is handled more swiftly.

With all of that being said, the size of this request is too big to ignore. The White House has instructed me to request a meeting between myself, the American Ambassador to Mexico, and the highest civilian official in Mexico, be it President Fox, yourself, or someone else who is legally permitted to negotiate on behalf of your government. The purpose of the meeting would be to discuss, in depth, Mexico's military and foreign policy ambitions and how the equipment requested will help your government achieve those goals. We can also look into where our foreign policy objectives align, and do not align, so that our governments can get a better understanding of where they currently stand. Finally, assuming we are able to come to some agreements, we can discuss which items we would be willing to sell to your government and what the price will be. If you would rather come to the United States instead, we would be more than willing to host a Mexican delegation in Washington as well.

Maintaining a productive relationship is one of the top priorities of the State Department and the Gore Administration. We value our North American partners and we want to work together to help each other and the rest of the world. I look forward to meeting soon.​

Secretary Fitzgerald,

Thank you for your swift reply. My apologies for such a late reply on my behalf. I was not aware of this chain of emails. I have Cc'd Undersecretary of Government Aburto to this email as he has authorization for such talks and agreements. When I spoke to him, he was quite surprised the prior email was sent out. He has requested that I make arrangements for him, to begin talks in Washington with the Ambassador to be there as well. He can be available at your earliest convenience. I have also received notice that President Fox wishes to make a trip to Washington as well to have talks with President Gore at his earliest convenience.

On the topic of the Global Assembly, I am most definitely able to speak on Mexico's behalf. Mexico has been very outspoken on the topic of being strictly against the Global Assembly. Although as they say, new administration, new policy. Mexico was attempting in the past to join as an observer state to the Global Assembly, whereas we would be able to sit in on meetings and weigh our opinions but not be able to vote. Mexico is now seeking full membership into the Global Assembly. This has put a strain on our foreign policy with other nations that are strictly against joining. This is something that President Fox feels we can overcome, however.

I would be more than happy to come to Mexico and meet you in person. However, what I wish to discuss with you is the future of the relationship between the United States of America and Mexico, as well as how Mexico sees its role in the geopolitics of the Western Hemisphere and the world. These topics are of course critical for determining what items we can, and cannot, sell to your military at this time. With that being said, if these are topics that President Fox would like to discuss with President Gore in person, it may be better for us to forgo my visit to Mexico and instead plan a formal state visit so that all of these issues can be discussed at once. Would this be acceptable to your government?​

Secretary Fitzgerald,

President Fox has stressed his plans to meet in Washington directly after his summit with the Thai Diplomats that are currently in Mexico City. I'm sure that Mexico will be able to broker a deal. I will accompany the President on his travels to Washington as I have all the necessary documents pertaining to our meeting. I look forward to these negotiations and I will send you a detailed itinerary when our travel plans are prepped. President Fox will be accompanied by his fighter wing escort of 2 Dassault Rafale C F1-R along with his Boeing 737 Presidential Aircraft.
