Official Defense Procurement

The Kingdom of Spain is looking to buy and possibly license a good and dedicated fixed wing aircraft for the role of Strike, Ground Support and Attack Missions. The Aircraft needs to meet the following criteria. However if the aircraft is proven to be of good quality some of the criteria can be wavered.

Combat Range: +500 km
Double Seat: Pilot & Weapons Officer
Speed: +Mach 2
Service ceiling: +40,000 ft

NOT AIR TO AIR COMBAT

Swedish Defence Materiel Administration would make the following recommendation, also willing to slash the cost per unit significantly as a gesture of good will, should a bulk order be placed.
It should be noted that this aircraft is single seat, rather than the preferred dual seat in the aforementioned specifications.

A special 'one-time-only' price has been applied in pursuit of a strong SWE-ESP relationship.

Good Evening,

I hope you are well.

I am emailing you in regards to the recent announcement from the Spanish Government in relation to a
procurement package for a dedicated fix wing aircraft.
Nexus Defence currently has one of the worlds leading air-to-ground airframes which we believe meets
your requirements.

The Panavia Tornado GR4 meets all specified characteristics:

Combat Range: +500 km
Double Seat: Pilot & Weapons Officer
Speed: +Mach 2
Service ceiling: +40,000 ft

The price is ranged at 67,500,000.00 per aircraft, however, we will apply a 20% discount to the first
three orders of the airframe you make with Nexus.
Additionally, a licence will be offered free of charge for maintenance of the product.

Please let me know if you have any questions.

Kind Regards,
Amy Templeton,

The Spanish Ministry of Defense would take note of all participant aircraft and will evaluate the best matches for its needs, all sellers will be informed of the first decision process and which aircraft will be going into Phase 2 of 3

The Following aircraft would have made it to phase 2 of the Procurement, the following providers would have been sent a couple of questions from the Ministry of Defense, to be answered. Unfortunatlly the Brazilian Aircraft was not able to continue to phase 2, but the Ministry of Defense thanks the offer and may contact Brazil in the future regarding it. These Messages would be private and encrypted.

For its quality-price ratio, it seems that this aircraft performs over expectations, how many is the Kingdom of Sweden willing to produce for the Kingdom of Spain?

The Representatives from the French Government and Dassault would submit their answers to the questions.

This is Possible, yes.

Regarding its Ground Attack capabilities, what is its success rate?
It is believed to have a success rate approaching 100%.

Can its avionics detect hostile aircraft beyond visual and engagement range?
The Antilope 5 Radar's air-to-air mode does not have BVR capabilities, however we can offer a multirole variant of the Mirage 2000 (Mirage 2000-5) that carries the RDY2 Multi-target radar which does provide these capabilities alongside stike capabilities.

Does this Aircraft have ECM or Surveillance Capabilities?
the Mirage-2000D has an integrated countermeasures system, the ICMS2, which includes jamming capabilities, RWRs, and countermeasure release. Surveillance wise it is capable of using the ATLIS II and PDLCT/PDLCT-S targeting pods, though by 2004 we should be able to outfit them with a new DAMOCLES targeting pod with enhanced reconnaissance capabilities

Can the aircraft preform alone or does it need a dedicated escort?
While we would suggest a small escort if entering highly contested airspace where it is likely to meet dedicated air superiority platforms, in most situations the self-defense capabilities of the Mirage 2000D should prove themselves to be an adequate defense.

Against Counter-Insurgency how does this Aircraft fair?
The Mirage 2000D is excellent in both the ground attack and counter-insurgency roles.

How does it compare with other aircraft such as the British Panavia Tornado GR4 and the Swedish Saab 37 Viggen

the Mirage 2000D provides superior top speed to the Saab 37 Viggen and roughly equivalent top speed to the GR4, while having a superior range and thrust/weight ratio to both. It also has a smaller wing loading than both of them, providing higher maneuverability and shorter takeoff and landing distances.

In the ground attack roles, it is slightly better than the Panavia Tornado with a larger repertoire of tools available, while both have far more advanced capabilities than the Viggen. In Air to Air it suffers due to its primary mission as a tactica/strategic bomber but still provides a strong defensive capability for plan built specifically for the strike capability.

Good Evening,

I hope you are well.

Thank you for getting back to us in relation to the Tornado GR4.

Is it possible to sign a contact to buy 24, in batches of 4, being payed regularly? This due to its price,

We will be happy to accomodate a finance package for you to procure 24, in batches of 4.
This would be done on a monthly basis.

In relation to your other questions, I have attached the full specification for your information.

With no Answer from the Swedish Phase 2 would end and phase 3 would commence with only the British Tornado and the French Mirage being choose to continue to the next phase.
Phase 3 objective would be the evaluation of both aircraft capabilities, their prices, maintenance. In the coming hours both parties will know which aircraft will be picked.

The announcement would come towards both products owners, due to the quality of the British Product, and its role in the Spanish Air Force, it would be the product to be picked for the Kingdom of Spain. Every participant would be thanked for participating and offering their products, however for its quality-price the Tornado would be the best pick.

Privately the Ministry of Defense would inform Nexus that it will open the order in statements, hopefully reaching the agreement to buy 75 Tornado GR4 for the total of $4 050 000 000 with the discount already included, being payed for 4 parts of $1 012 500 000 every month (tax week), with the agreement to seal the rest of the payment early if the Spanish Budget allows. Would this be an acceptable agreement for Nexus?

Nexus Group has responded to the Kingdom of Spain on a private line, confirming the discounted value and finance agreement and have requested they submit the order form via the defence catalogue and mark it as 'On Finance'.
