In the wake of the successful First Iberian Summit and the signing of the landmark Trilateral Trade Agreement between the United Kingdom, the Portuguese Republic, and the Kingdom of Spain, it is with great honour that I extend a formal invitation to you to attend the Second Iberian Summit which will be held in Madrid.
This forthcoming summit is designed to deepen and strategically advance the trilateral partnership forged between our nations, not only in the economic and cultural domains but, with increasing urgency, in the field of international security and collective strategic resilience. The Second Iberian Summit will place international and regional security cooperation at its core, addressing the rapidly evolving geopolitical landscape and the imperative for close coordination among allied European and transatlantic partners. Key objectives of the summit will include:
- Enhancing trilateral collaboration on hybrid threats and cyber defence.
- Strengthening maritime security across the Atlantic and Mediterranean corridors, including joint naval exercises and intelligence sharing.
- Supporting collective action within multilateral frameworks, ensuring interoperability and readiness;
- Discussing joint mechanisms to counter terrorism, transnational organized crime, and emerging threats from cyber technologies and autonomous warfare systems;
- Exploring avenues for joint training, defence innovation, and policy alignment on defence procurement and supply chain integrity.
A Strategic Opportunity
This summit represents a vital opportunity to not only reaffirm our shared democratic values and mutual defence commitments but also to design concrete instruments for proactive engagement in a world where cooperation among like-minded nations is no longer optional, but essential. Spain deeply values its enduring relationships with both the United Kingdom and Portugal, historic allies and modern partners, and is committed to working toward an integrated trilateral approach to the challenges and responsibilities we collectively face.
