To the Executive Council Members of the Provisional Executive Council of Zimbabwe



It is with great sadness that I view the situation in your nation regarding the ongoing events, as such I hope and wish good luck, in the most sincere way, that your council can bring rule of law, peace, justice and stability to your nation in these trying times. As such, the Kingdom of Spain wishes to aid you, your people and your nation in their struggle. Your nation doesn't have to go through these events without a helping pair of hands. If you agree, I would like to initiate a phone-call with your Executive Council, to establish and plan how the Kingdom of Spain can help, which can range from training your Security and Emergency Forces to better act on the field, providing governmental officials to help and advise you on certain issues your may encounter, sending humanitarian aid and rebuild connections between cities and towns to reintegrate your nation, and perhaps more interventionaly by deploy forces in your nation to help your own Armed Forces at scouting and defeating forces that wish nothing but destruction and the end of Democracy.

I wait your response and hope that the Kingdom of Spain can help you in all or some of these aspects.

Dear sir,

Your offer of assistance to our beleaguered nation is graciously accepted with open arms. We are in dire need of everything that creates the most basic of societies, let alone the more modern trappings, such as telecommunications and the internet. The only reason I am able to send this reply is due to the actions taken by The Argentinian Military, who have deployed 900 personnel to the country to secure the single operational and secure airport, Mugabe International, and provide us with satellite phones and a basic internet connection for essential communications.

At the present time, we have secured the assistance of France and Argentina, who currently have personnel active in Zimbabwe. While Canada and Ireland have offered support, and are endeavouring to prepare said support for the journey to Zimbabwe. Zaire has also offered support, and has permitted the passage of foreign aid through their ports and airports. Their permission to use the international airport of Lubumbashi is the sole link between Zimbabwe and the rest of the world.

I have supplied our satellite phone's number as an attachment for your use. We are working around the clock in the former parliament building of Zimbabwe to establish order in the capital, Harare, so we will always be available for discussions.

Regarding the email send by Mr. Hawkins, the Ministry of Foreign Affairs would instruct the Prime Minister of Spain, that it would be best to initiate a phone cal with the number provided by Mr. Hawkins, as a better means of communication than via email, considering the state of Zimbabwe.

Mr. Rafael Cortés would cal Mr. Hawkins via the number provided, the Spanish side would be private and encrypted. He would wait to be answered.

"Hello, Mr. Prime Minister. Thank you for taking the time to look at Zimbabwe's situation." Trevor replied gratefully. "It's getting worse by the day here."

Trevor suddenly sniffed loudly on the phone.

"Excuse me for just a moment."

The chairman put the phone down and walked over to the window so he could shut it. He then returned to the phone.

"Sorry about that, the smell was beginning to become unbearable. In regards to your suggestions, we'll take all of them. We need all the help we can get. Everything's collapsed, and there's no government, bar myself and my three colleagues, available to put anything together or keep anything together. The Zimbabwean people are in deadly danger, and I am powerless to save them. That's why I'm begging as many nations as I can for help."

The Prime Minister would be rendered speechless.

"I..I didn't know it was..so..so..bad. I'm truly sorry for your situation, it's a humanitarian crisis like no other. So its best we detail our involvement further, is it possible to gather any remainder of your Police force, at least in the capital? If you could at least muster a few hundred we would be able to provide Police officials to provide them with training in other to better secure the city. Regarding governmental officials, I believe it would be best that our Ambassador would be in constant contact with your Council to provide advisement and ideas to better work around your issues. We will also send via military means humanitarian aid to your Capital, like clothes, food, supplies, medicine, a few tons will be able to at least lessen the blow on your citizens, we will also send construction teams and machines to help rebuild some of your crucial infrastructure like electricity, sewage etc. Lastly how many men do you need to effectivly take control of your Capital? Spain can provide 1400 Soldiers, which would arrive in phases."

"The entire police force was crafted for the purpose of preserving the former regime." Trevor said. "They were integral parts of oppressing the people, a completely rotten organisation. They disintegrated in the aftermath of Mugabe's removal from power. Before everything else collapsed, we were able to send out a general message to the country before the electricity and so forth stopped saying that local leaders, mayors, tribal chieftains, and clergy were to try and keep people together and organise local militia under the label; 'Guard Force'. After the electricity stopped, we've lost all contact with the outside world. There's no real method to speak to the people enmasse anymore, and we have zero idea what's going on outside of the capital. We are, literally, rebuilding Zimbabwe from the ground up.

At the moment, Argentina has sent 900 soldiers, 200 are specialists in peacekeeping, 100 are administrative personnel, and the remaining 600 are tech and support personnel, such as engineers, mechanics, and the like. 70 of the peacekeepers are currently stationed here at the parliament building. It is, beyond the internationally controlled Mugabe International Airport, the only piece of officially secured land of Zimbabwe at the moment. I, and my colleagues on the PEC, have already begun laying down plans for what should be the first concerted joint effort to secure the capital and add the city's population of around 1.2 million people onto the list of people liberated from the hell around them, because Mugabe was the orchestrator of a regime that was actively draining Zimbabwe dry of everything."

"Hmm.. so the Police force was also rotten.. Perhaps it would be best to then send a contingency of emergency services such as police, firefighters and medical staff to your nation to maintain order as much as possible, and man hospitals, fire and police stations. Perhaps it would also be good to try and recruit from the local population, and train them to be morally good Policemen and Policewomen, at least the capital could return to a sense of normality as fast as possible.

My friend the one thing that men could not dry your nation of is the sources of energy everyone as access to and your faith... our construction forces could erect a simple but useful energy supply system using renewable energy sources such as wind and solar energy stations, or at least man already built stations in your nation. Would it be possible to receive a map of these near the capital? Or at least a big enough zone to start building a solar power station, that way electricity could flow again at least in your capital.

Regarding the sewage, this would require a lot of effort to kick start it, and we would need a full detail of all sewage and water supply pipes around the capital, and the main stations which they operate on to at least man these station and re-power them to the best of our ability.

This of course with no cost to you or your nation.. you have suffered enough. Consider it a loan of sorts, with no strings attached. When you are on your feet and stabilised, we will talk numbers, but until then, do not worry about the price. We will cover it.

It would also be best to create a communications center with all nations involved in your nation to better coordinate our efforts."

"With how bad the capital is getting, the council has considered abandoning the parliament building and establishing ourselves in Mugabe International. It's where all foreign aid must enter the country anyway, so we'll all be under one roof." Trevor explained. "The Argentinians have established a base and depot there for their own various needs and so forth, and there's plenty of open area surrounding the airport that other international partners could use in a similar manner. That should eliminate any issues with coordination between the nations providing aid to Zimbabwe."
