The unencrypted message by Strohet Auktioner would be intercepted by the Algemene Inlichtingen- en Veiligheidsdienst (General Intelligence & Security Service) and would be classed as classified and passed on privately to the Direction générale de la sécurité extérieure (General Directorate for External Security) of France.

With no active Dutch or French operation in progress to actively identify outgoing emails from Storhet Auktioner servers, devices and/or terminals - the email would simply be numerous packets of data flying through the internet amongst millions of other private, personal and government data packets which would be next to impossible to infercept without significant procedures and operations in place - directly targeting the networks and servers used by Storhet Auktioner.

The email continues to send undetected.

[OOC]: MN Forum Ruleset, Section General, Article 6: "As per To Encrypt or make Private Communication and Actions requires one of the following — PRIVATE, ENCRYPTED or SECRET
Scenarios that do not contain any one of these terms, are Public Knowledge. Topic Titles and descriptions aren't valid." With the message not being stated as private, encrypted or secret it would be public knowledge and therefore susceptible to interception.

[OOC:] the email is unencrypted, I’m not debating the encryption level, my response was a counter to your interception. Data within emails are transferred in packets, as every type of data on the internet is, and as a result it would be next to impossible to identify a specific email amongst the billions of data packets moving through data centres without an explicit intelligence agency operation using keyword searches or compromising Storhet Auktioner servers.

Direction générale de la sécurité extérieure would receive the message and would thank the Dutch General Intelligence & Security Service.

The Iranian email remains undetected due to lack of specific operation to identify emails sent by Storhet Auktioner - the interception would be a needle in a haystack scenario.

[OOC:] After review, this is the conclusion that I have come to:

Judgement 1
Post #2 by @Dutchy is void because it does not meet the minimum word count that is required in posts in Diplomatic Proceedings. This post is only 45 words long, and should be at least 71.
Post #3 by @Connor is void because it is now in response to a post which is no longer considered legitimate.
Post #6 by @Ellie is void because it is now in response to a post which is no longer considered legitimate.
Post #7 by @Connor is void because it is now in response to a post which is no longer considered legitimate.

Rules Reference:

GENERAL RULESET:
2. Responses under "The Global Assembly, Worldwide Journalism, Diplomatic Proceedings, International Events and Personal Development" are to exceed 70 words.
This word count is not applicable to National Productions, Commercial Business, Confirmations, Phone calls or arrivals / departures in Diplomatic Proceedings.

Judgement 2
I will clarify the rules so that this problem doesn't pop up again in 5 minutes. Because Dutchy and Ellie's posts are now void, this message has not been intercepted. However, any player can intercept the initial email in Post #1 because it has not been made private, encrypted, or secret.

GENERAL RULESET:
6. To Encrypt or make Private Communication and Actions requires one of the following — PRIVATE, ENCRYPTED or SECRET Scenarios that do not contain any one of these terms, are Public Knowledge. Topic Titles and descriptions aren't valid.

FURTHER NOTICE: If you have an issue, please submit a support ticket. Please do not make any further [OOC:] comments in this thread.

The Algemene Inlichtingen- en Veiligheidsdienst (General Intelligence & Security Service), would privately intercept the unencrypted message, would flag it for analysis. The intelligence service, having been made aware of the dispute between First Choice International and Strohet Auktioner from the Ministry of Economic Affairs & Climate, would analyse the message. Having also received information from the French Ministry of Justice, regarding a hostile phone call between Strohet Auktioner and the French Government would flag the intercepted message for further analysis. The Algemene Inlichtingen- en Veiligheidsdienst would continue monitoring for further communications.

The analysis team would expedite the research as it involved Iran, a nation responsible for the ICBM attack on Rotterdam. After further analysis the message would both be privately forwarded to the Ministry of Justice & Security as well as the French Direction générale de la sécurité extérieure (General Directorate for External Security).

Although the email is unencrypted, the Dutch would have no knowledge of an email having been sent from the Storhet Auktioner SMTP server without direct monitoring of a specific server in use with the organisation or in particular hostile monitoring of a data centre, commonly owned by Internet Service Providers or other private organisations. Without prior operation or specific targeting or Storhet Auktioner, the data packets would be absorbed into billions upon billions of packets from billions of worldwide internet users. Without specific targeting of infrastructure, it would be impossible to identify an email...

A data packet is a unit of data made into a single package that travels along a given network path. Data packets are used in Internet Protocol (IP) transmissions for data that navigates the Web, and in other kinds of networks. It is similar to an envelope carrying a message, you'd be unable to know when someone the other side of Europe places an envelope in a mailbox.

Aside from this, the French do not have an established General Directorate for External Security - the organisation employs zero staff at present. The French remain unaware.

The message would be received and sent onto the Iranian Ministry of Defence. After some consideration, a reply was sent back:

To: Bea Sundström

We thank you for your offer to purchase from Storhet Auktioner. After careful consideration, we have decided that we shall be not purchasing from you at this time.

Yours Sincerely,

Muhammed Hetriaz
Minister of Defence

While the French General Directorate for External Security, in fact, had no current staff to occupy the direction, it was not without leadership. The director of the General Directorate, Director Bernard Emié, would be the one to receive the forwarded message from The Netherlands on the subject of the email sent from Storhet Auktioner to the country of Iran. The Director would then send the message to his better, Minister Florence Parly. The French were, in fact, aware.

[OOC:] Your message has been intercepted by the Dutch Intelligence Service. I understand your argument from a real-world stance, however ModernNations is a political simulation and is made to represent the real world as best we can. For that reason, any non-physical message can be intercepted in this way as per the rules (assuming it is not properly marked).

In regards to what you've said about the French, you are right that she currently has her intelligence service marked as having 0 employees. However, the Dutch have sent the message to France's intelligence service. The only way she can receive the message is if someone in her government or military can gain/already has access to messages sent to them from abroad. That's up to @Ellie to decide. Therefor, post #11 is voided.

@Connor

EDIT: Seeing as Ellie does have a way of reading the message, those specified members of the French government are aware.

Storhet Auktioner would very quickly identify the emails interception and immediately forward IP address, ping destinations and time/date stamps onto the police, in hard-copy format, for cyber-crime analysis, this done in a secure and encrypted manner. Once in the hands of the police a basic analysis of the data, IP addresses and other data provided by Storhet Auktioner however unable to identify a source location or even country. Although unable to find the origin of the interception (due to it being done in a private/encrypted manner), keyword searches and identification processes would immediately flag an email having been forwarded to Minister Florence Parly from Director Bernard Emié with no encryption levels which is privately and securely downloaded - allowing the Swedish to view the email chain and communications.

Local police forward this onto the Ministry of Defence promptly and privately, in hard-copy format, for intelligence purposes and advise Storhet Auktioner to operate under 'CONFIDENTIAL - ENCRYPTED' security classification and encryption status from now on.

ROLEPLAY DISPUTE

Howdy @Connor,

Storhet Auktioner is unable to identify the interception of the email because @Dutchy clearly stated that his intelligence service "would privately intercept the unencrypted message" (Post #10).

The reference to the rules that enforces this is as follows:

GENERAL RULESET:
"6. To Encrypt or make Private Communication and Actions requires one of the following — PRIVATE, ENCRYPTED or SECRET
Scenarios that do not contain any one of these terms, are Public Knowledge. Topic Titles and descriptions aren't valid.
"

Because of this rule, the very action of Dutchy intercepting your email was done in a way that cannot be detected unless you have built and RPed an extensive Intelligence infrastructure and personnel who are capable of conducting such a counter-intelligence operation.

Therefor, Post #15 by Connor has been invalidated.
