As a matter of urgency a telephone call is made from the Ambassador for Sweden to France, Håkan Ákesson, calling directly to the French Minister of Foreign Affairs.

This telephone call is made in line with the Swedish Document Classification and Security Act 1995, which also covers telephonic communication, causing a 'SECURE' encryption level to be appended. As standard procedure the call would not be actively monitored by a third party however is recorded by the National Security Office and stored securely. This call is being made from the Ambassador's private office behind closed doors to ensure the call cannot be overhead.

On an Air France flight to Corsica, Herve picked up the phone.

"Hello, Ambassador Ákesson. How can I help you?"

"Minister, thank you for taking my call and I am sure it has come as no surprise to you that we need to have a conversation in respect to the developing situation in Paris. I have just left a remote crisis meeting with the cabinet in Stockholm who remain invested in ensuring our diplomatic missions remain open and functioning - we have began providing services to friends, allies and partners on this basis. It is absolutely fundamental that we remain committed to obligations under the Global Assembly Vienna Convention and as such we have upgraded our embassy to a 'G1L-OS' site under the National Security Office, Operation Scimitar which governs our security response.

I suppose the purpose of my call is to have confirmation that you will permit the deployment of additional security services to serve our diplomatic mission predominantly in Paris at this stage? This task force will be armed and the convention requires me to make formal notification."

"Of course. Due to the situation in the diplomatic area of Paris, we are working to clear it for security officers from all countries to get to their embassies. We will also try to bring back French police to embassies as soon as possible. Arrangements can be made for your officers to arrive at any airport in Paris, and the safest route to take will be given to your staff by the police."

"Thank you Minister, your willing has not gone unnoticed. It has long been a commitment in our foreign policy that the closure of diplomatic missions, particularly an embassy, should be a last resort as it essentially removes a vital point of access by those travelling abroad. We will have an initial deployed a uniformed armed task force of approximately fifteen personnel deployed imminently - with your permission we would also be keen for the aircraft delivering this deployment to remain at an airport in Paris in the event we need to evacuate diplomatic staff?"

"Yes, Orly Airport is being used as a hub for international missions in Paris. We have therefore put some 100 National Police officers guarding the airport, but its security is not guaranteed as we have no soldiers there, and the route into the centre of Paris is heavily contested between protestors and police. We would advise you to helicopter your staff in the event of an evacuation, as the roads are blocked."

"I will pass the provision onto the National Security Office who will work closely with the Swedish Royal Air Force to identify the most appropriate contingency. Meanwhile I have been informed that the French Embassy in Stockholm has been upgraded to a G3L-OS site, prompting the deployment of uniformed officers to mitigate any protests occurring outside - my understanding is that the Department of Home Affairs are drafting emergency policing powers in Sweden to assist.

Is there anything else we can support you with at this time?"

"Unfortunately not. Our embassies worldwide are lacking in security facilities due to officers being sent back home, so we appreciate your help. We also appreciate your help in processing non-French citizens to leave the country. We will support you as far as possible to assist you in this endeavour. Thank you."
