Operation Order
January 2008

Situation Report
The activation of the Guardian Alert Posture Condition is with the view to provide Sweden with a clear, modern and authoritative system for managing air defence readiness in an increasingly complex and fast-moving security environment. It establishes a structured framework that allows national leadership and military commanders to align fighter readiness, command authority and response timelines with the assessed level of threat to Swedish airspace. GAPCON ensures that Sweden can maintain continuous control of its airspace, respond proportionately and decisively to emerging threats and operative seamlessly with allied air forces within the Transatlantic Security Arrangement, while preserving sovereign decision-making and modernising national sir defence practices.

[CLASSIFICATION: SECRET]
[GUARDIAN ALERT POSTURE]

The Guardian Alert Posture represents a comprehensive modernisation of Sweden's national air readiness and defence framework. It was brought in to replace fragmented legacy alert arrangements into a single, clearly defined system governing rapid sovereign airspace protection, readiness levels and command integration across the Swedish Royal Air Force, the Strategic Defence Network and the wider Armed Forces. Within this framework, the Guardian Alert Posture Condition (GAPCON) define the graduated readiness levels under which the system operates.

The former Swedish rapid alert system proved consistently effective, delivering a high operational capability with a strong record of successful outcomes. Over its period of operation the Swedish Royal Air Force conducted several confirmed interceptions and escort missions. The system demonstrated not only reliability, but depth, a clear ability to sustain readiness. With the global complex environment, the Swedish Royal Air Force has established itself as one of the most capable and credible military forces, combining advanced aerospace technology with highly trained and experienced personnel to provide an overwhelming capacity. Its ability to detect, intercept and control air activity across vast and challenging operating areas has consistently outpaced regional peers which has only reinforced Sweden's reputation as a nation whose airspace is neither permissive nor vulnerable and whose military capabilities extend well beyond what is publicly acknowledged.

GAPCON exists to ensure that readiness is scalable and predictable. The system allows for readiness to be adjusted in response to intelligence indicators, airspace activity, the broader security environment and dynamic events. Each level ensures constant aircraft readiness and armament, aircrew availability and response times, ground crew and support capability, command and control levels and integration intensity with the wider Armed Forces. At higher GAPCON levels, Rapid Reaction Squadrons operating the Saab JAS 39F Gripen are maintained at immediate launch readiness, supported by continuous radar coverage and direct tasking from national air operations centres. This ensures that emerging threats can be identified or intercepted without delay; whether that be in mainland Sweden or in the wider realm such as South Africa, Swedish-controlled Norwegian territory, Antarctica or sub-Antarctic territory.

The purpose of the system is so be dynamic rather than exceptional. Transitions between conditions are routine, allowing Sweden to demonstrate preparedness and deterrence without unnecessary escalation. Through GAP and its associated GAPCON structure, Sweden maintains a modern, credible and proportionate air defence posture.
