Dear Félix Tshisekedi,

I write to you on behalf of the Kingdom of Sweden, namely the Department of Foreign Affairs, and as such wish to extend the handshake of friendship to a distant nation.

I am Alexandra and I am responsible for the Bureau for African Affairs; as such I am your best point of contact to the Swedish government.

Our government, to our dismay, has neglected to congratulate you on your recent election into the cabinet of your incumbent government and we would very much like to take this opportunity to begin a strong and lasting friendship between both Sweden and the Congo. I would love the chance to fly to Africa in order to meet your government, the communities you serve and gain a stronger understanding of your nation - is this something you would be happy to consider? As part of my visit I would love to discuss options for future collaboration and in which ways our nations could assist your current development, we would be keen to see and play a part in your growth.

Assistant Secretary, I thank you for your congratulations. Having lived through the despotic Zaire, and neared exile, I am more than pleased to have been selected to represent the Third Republic abroad. Too long have the Congolese been subjugated and left to starve, or left to fight. Rebellions remain in Kivu, rebellions little more than senseless murder and pillage for a people too poor to do anything else. Survival is a struggle and that struggle is a violent one. We wish to change that, and already progress has been made. Vice President Jean-Pierre Bemba, who you may know, sought peace with our transitional government early when he saw the path was changing. He has made many great strides in pacifying those who would see us dead. The Congo, in merely a year, is a much better place on God's Earth, and I do not intend to fall short of my own aid in this progress. While Zaire allowed companies to exploit us, I intend to allow governments to aid us, grow our economy, but not subject us to neo-colonialism or modern imperialism. Sweden has proven itself a progressive and populist nation with ideals of equity and peace, yet protection and national pride. I cannot help but feel excited beyond words to one day see this nation's children grow old in a country even resembling your own. I have already passed your request to Vice President Bemba, who wishes to speak with you upon your arrival on potential educational initiatives and the mutual benefits of trade and the construction of industries to connect our distant countries. You are welcome to visit Kinshasa International next week, where you will be taken to Palais de la Nation for a discussion, if this sounds satisfactory to you. With the extended invitation to the Swedish cabinet member she immediately arranges and boards a Swedish Air Force Airbus A330-300, specifically purchased and retained for VIP travel abroad, this aircraft is crewed by two pilots of the Swedish Air Force and a small number of reception staff serving as air hosts and hostesses throughout the flight. Assistant Secretary Alexandra Pettersson takes advantage of the on-board office in order to inform the Democratic Republic of the Congo of the aircrafts information and departure time to allow for flight tracking and local preparedness. The Airbus is fully fuelled and will make appropriate fuel stops along the route if deemed necessary.

To accompany Alexandra Pettersson six armed Swedish Security and Intelligence Service close protection officers will escort her throughout the flight and her visit in the Congo. Again, the government are made aware of this and reassured that firearms will not be on display throughout the visit and are happy for serial numbers, ammunition and training certificates to be analysed prior to passing security checkpoints.

One all crew, security personnel and the Assistant Secretary are onboard the aircraft would taxi to the runway and depart without undue delay destined for Africa.
