Your Excellency,

The National Intelligence Organization (MİT) of the Republic of Türkiye presents its compliments to the Bureau of Special Investigation (BSI) of the Empire of Myanmar and extends its highest regards.

In the spirit of mutual respect and constructive engagement, MİT would like to express its sincere interest in establishing a framework for closer cooperation and coordination between our respective intelligence services. We believe that fostering dialogue and collaboration in intelligence matters will contribute positively to the security and stability of both our nations and the broader region.

As a concrete step toward enhancing our bilateral cooperation, MİT proposes to assign two official intelligence officers to the Embassy of the Republic of Türkiye in Nay Pyi Taw. These officers would serve as liaisons to facilitate direct communication and operational coordination between our agencies. In this regard, we would be pleased to reciprocate and host two officers from SPI at the Embassy of the Empire of Myanmar in Ankara, should your esteemed agency wish to do so.

Furthermore, we would appreciate the designation of a point of contact within SPI with whom our stationed liaison officers may engage on matters of mutual interest. This would ensure the efficiency and continuity of our cooperation.

Your Excellency,

The Bureau of Special Investigation of the Republic of the Union of Myanmar acknowledges receipt of your communication dated regarding the proposed intelligence cooperation framework between the National Intelligence Organization of the Republic of Türkiye and our respective agencies.

After careful consideration by the relevant authorities within the Myanmar intelligence community and consultation with the Ministry of Foreign Affairs, we are pleased to inform you that the proposed assignment of two Turkish intelligence officers to your Embassy in Naypyidaw has been APPROVED in principle.

The visa applications MY-V301002 (Lt. Col. Seckin Yakin) and MY-V301827 (Lt. Col. Buse Ergin) will be processed through expedited channels and issued within five (5) working days. However, we must establish the following operational parameters for this cooperation:

MOVEMENT RESTRICTIONS: All Turkish intelligence personnel stationed in Myanmar shall operate under RESTRICTED MOVEMENT PROTOCOLS. No Turkish intelligence officer shall depart Naypyidaw or travel beyond the designated diplomatic zone without explicit written authorization from the Bureau of Special Investigation, countersigned by the Ministry of Home Affairs. This includes temporary travel to other regions within Myanmar or departure from Myanmar territory.

Violation of the above will lead to an immediate deportation.

RECIPROCAL ARRANGEMENT: We accept your invitation to station two BSI liaison officers at the Myanmar Embassy in Ankara. Details of our personnel will be forwarded through secure diplomatic channels upon the completion of their training.

POINT OF CONTACT: Director Thant Zin Oo, BSI Foreign Intelligence Coordination Division, has been designated as the primary liaison. Secure communication protocols will be established separately.

On behalf of the National Intelligence Organization of the Republic of Türkiye, I extend our appreciation for your government’s willingness to approve the assignment of Lieutenant Colonel Seçkin Yakın and Lieutenant Colonel Buse Ergin to the Embassy of the Republic of Türkiye in Naypyidaw.

We likewise welcome the reciprocal deployment of two Bureau of Special Investigation liaison officers to the Republic of Türkiye, and our relevant departments will work to ensure their smooth integration into our operational environment in Ankara.

We have carefully reviewed the operational parameters outlined in your correspondence. While we fully respect the sovereign right of the Empire of Myanmar to regulate the presence and activities of foreign personnel on its soil, there are two provisions that, in their current form, pose significant operational challenges to the mission’s viability.

1. Movement Within Naypyidaw

While MİT accepts Myanmar’s prerogative to restrict domestic travel outside Naypyidaw without prior authorization, the limitation confining our officers solely to the “designated diplomatic zone” is impractical. Our officers may reside outside the immediate embassy compound, and such a restriction would impede their ability to commute to work, attend official functions, and participate in social engagements with the same latitude as any other accredited Turkish diplomat. Given that these officers’ identities and roles are being formally disclosed to the Bureau of Special Investigation, we respectfully request that they be accorded freedom of movement within the Naypyidaw municipality.

2. Regional Travel Restrictions
The complete prohibition on regional travel or operational activity outside Naypyidaw is incompatible with the scope of the cooperation framework under discussion. The MİT’s mandate in Myanmar includes liaison activities that may require travel beyond the capital, always with the understanding that operational security and host nation sovereignty will be respected. We therefore request the removal of this absolute restriction, or alternatively, a revised protocol that allows the MİT’s diplomatically accredited officials to travel freely from Naypyidaw airport to other destinations.

In the spirit of mutual cooperation, the MİT urges the BSI to reevaluate these provisions and, should there be specific security or political concerns underlying them, to communicate these to us directly. We are prepared to propose tailored mitigation measures that address any legitimate sensitivities while preserving the operational effectiveness of our liaison presence.

We remain committed to building a durable and mutually beneficial intelligence partnership, and look forward to resolving these matters in a manner satisfactory to both sides.
