Your Excellency, the Secretary General

I hope this letter finds you in good health and high spirits. On behalf of the Government of the Republic of Türkiye, we write to formally address the severe and growing refugee crisis that has resulted from the ongoing conflict in Syria. As a country that has borne the burden of hosting millions of refugees for over a decade, Türkiye is facing an increasingly difficult situation in managing the associated social, economic, and security challenges.

The Syrian Civil War has displaced millions, and Türkiye, due to its proximity and its commitment to humanitarian principles, has become the primary refuge for many of those fleeing violence and instability. As of today, upwards of 2 million refugees, many of whom are women and children, reside within our borders. Despite our best efforts, the scale of this crisis continues to overwhelm our national resources and public services, creating urgent needs in areas ranging from housing to healthcare, education, food security, and social integration.

In light of this, we respectfully request the Global Assembly's assistance in addressing these dire circumstances. Türkiye seeks the Assembly’s support in raising funds to support its continued efforts to manage and integrate this large population of refugees. Specifically, we are seeking the commitment of 5 billion USD in financial aid, which will be allocated to the following critical areas:

  1. 1.2 Billion USD for Local Governments: This amount will support local governments that are on the front lines of managing refugee populations, providing essential services, and addressing the strain on public infrastructure. These funds will help ease the burden of the increased cost of living and ensure that both the refugee and host communities have access to essential services such as healthcare, education, and social welfare.
  2. 800 Million USD for Enhanced Security Fencing: Türkiye is committed to ensuring the safety and security of both its citizens and refugees. These funds will be allocated to strengthen border security through the construction of enhanced security fencing, ensuring that refugees are managed in a controlled and humane manner while preventing illegal trafficking and other security concerns.
  3. 2.1 Billion USD for Housing and Infrastructure: Adequate shelter and infrastructure are essential for the well-being of refugees. These funds will be directed toward the construction of housing facilities and the development of other critical infrastructure such as water supply systems, schools, and medical centers, enabling refugees to live with dignity and access essential services.
  4. 550 Million USD for Food and Supplies: Meeting the basic nutritional needs of refugees is a priority. These funds will be used to purchase food, medical supplies, and other essential resources to ensure the survival and well-being of this vulnerable population.
  5. 350 Million USD for Welfare and Transitional Assistance: A portion of the funds will be used to provide direct welfare benefits and transitional assistance to refugees as they integrate into Turkish society. This will include vocational training, language courses, and financial support during their resettlement process.
Türkiye will establish a special fund within its central bank to manage and deposit the requested financial assistance. This fund will be subject to international oversight to ensure transparency, accountability, and effective use of the resources. Türkiye is committed to making the best use of these funds to ensure that the financial support is channeled directly to the areas of greatest need.

Given the scale of this crisis, we strongly urge the Global Assembly to not only approve this funding request but also to encourage its member states to contribute their fair share to alleviate the burden on Türkiye. The refugee crisis is a global challenge that requires a coordinated and collective response. As the international community, we must stand together in solidarity to provide immediate relief and long-term solutions to those affected.

We sincerely appreciate the Global Assembly’s attention to this matter and trust that you will give this request your full consideration. Türkiye remains committed to providing safe haven to those in need and will continue its efforts to assist refugees in every way possible. However, we cannot do this alone.

We thank you for your continued support and look forward to working together in addressing this urgent global challenge.
