"So we would like to purchase Basic ToT of Su-27, 10x Klub-K Container Coastal Missile System, 2x Voronzeh Radar, 2x Container radar and 2 Tu-160 Bomber. The total we will transfer which $ 1,505,000,000. We would like to pay 4 installments if possible. We will let you know if we need help with future defense project. We are amazed to hear that Russia can help with our project which is great. I love the idea about the jointly maritime patrolling because trades are vital assets and needs to protected. What do you have in mind?"

"Due to the economic crisis and the needs of the government to rebuild literally every state institution from scratch following the collapse of the Neo-Soviet Union, Rosobonexport requires $605,000,000 in upfront payments for the proposed arms deal. The remaining $900,000,000 can be paid off through 3 monthly installments of $300,000,000 to Rosobonexport. I hope this arrangement is acceptable to our Taiwanese partners?

Assuming that it is, have your armed forces selected locations within the Republic of Taiwan where they'd like the 2x Voronzeh Phased Array Early-Warning Radar and 2x Container Over-the-Horizon Radar to be constructed? If the locations have been designated already, construction will begin at the four sites as soon as the first installment of $605,000,000 has been received.

The various technical firms of the Russian Federations are encouraged by our administration to provide various forms of support to their colleagues within nations that are aligned with the Russian Federation. So the Russian Federation stands ready to provide civil or military support to the Republic of Taiwan, should your nation and its firms desire Russian technical support.

When it comes to jointly patrolling the trade routes our merchant vessels utilize to export products to our respective nations, the Russian Navy recommends that the Pacific Fleet of the Russian Navy maintain permanent patrols areas PM-PN and their colleagues maintain permenent patrols within the Republic of Taiwan Navy area PL. How does this proposal sound?".

"We just transferred the full amount. Because transferring full amount is great because we don't want to forget the price and deals. Let me know if you have received it. Also for the Voronzeh Radar we chose Taipei & Taitung and for Container Radar we chose Miaoli and Hualien because geographically those locations are better and serves best interest to Taiwan. Also for patroling around the Coast of Taiwan and Taiwan Strait to protect trade and shipping, I agree with this proposal. Pacific Fleet of Russia can maintain PM<PN areas while our navy will monitor PL area and if you choose to patrol area, that's fine too. Maritime protection is great because we can prevent piracy around the pacific. Do you have any agreement regarding to Maritime Patrol?"

"The funds have been secured by the Central Bank of the Russian Federation. This has allowed construction to go forward and I am proud to report that work on the Voronezh Early-Warning Radars at Taipei & Taitung should now be complete, with the radar fully operational. While the two Container Over-the-Horizon Radar at Miaoli and Hualien should now also be complete as well and fully operational my friend.

It is my hope that this is the start of completed projects and a VERY lucrative friendship between the Russian Federation and the Republic of Taiwan, be that cooperation exist in aerospace, defense, infrastructure, trade, etc, the Russian Federation is hopeful that our two nations can continue down our current path and build a most fruitful bilateral relationship.

I believe a gentleman's agreement shall do for now, regarding the safety of our nations merchant vessels. How about you? Our respective navies commit to regularly patrolling PM-PN and PL by both air and sea. While should any vessels flagged to either Taiwan or Russia run afoul within the waters that we have been designated to patrol and no matter the cause, our two nations promise to coordinate with and work together to being the matter to a swift bring the situation to as safe and speedy a close as possible. What do you say my friend? Do you wish to add more?".

"Taiwanese military is proud and will be ever grateful to Russian Federation. Plus our airforce is happy to receive Su-27 Domestic production. It will be our backbone of our air force. I have brought here the Free Trade Agreement. This will allow us to do trade freely and effectively. For the protection of maritime boundaries and merchant vessels, our navies can monitor the waters to prevent unnecessary incident. On the free trade agreement, we put a provision that we are committed to work with you to prevent piracies around the Taiwan Straits and Sea of Okhotsk and Bering Sea around these areas. Plus, I am thinking if our military can do joint exercise. What do you say my friend?"

Minister Lavrov shook his head and said "Trust me when I say this, it is the Russian Federation that is grateful, as your nation was the first to sign an arms deal and comprehensive trade deal with our new administration. As you well know, the Russian Federation has faced a serious climatological, economic, governmental, institutional, and social crisis following the collapse of the Neo-Soviet Union and your nation offered the Russian Federation a lifeline in a desperate hour. Now countries as varied as Vietnam, France, Argentina, Romania, and several others have signed, or are close to signing arms deals totaling well over a hundred billion dollars, while also agreeing to a range of other trade deals with the Russian Federation. These deals will allow for our nation to recover from the collapse of the Neo-Soviet Union and we shall NEVER forget that it was the Republic of Taiwan that was the first nation to make a deal with the Russian Federation, which we feel paved the way for other nations to feel comfortable doing business with the Russian Federation. So for that we will forever be grateful to the Republic of Taiwan.

Wonderful! Should the Taiwanese Air Force ever wish to modify the Sukhoi Su-27 Multirole Fighter to specific requirements that they may have, know that United Aircraft Corporation and Sukhoi will provide whatever assistance is needed for the Taiwanese Air Force and AIDC to modify the Sukhoi Su-27 to their specific needs and requirements.

100% the Russian Federation approves of the draft FTA that you've presented and the Russian Federation formally agrees to sign this FTA. I'm confident that this agreement will not only increase the amount of trade between our two nations, but will also foster a significant growth in joint ventures between companies within our respective nations. This is something that the Russian Federation fully embraces and shall promote to the hilt.

Both the Russian Navy and the Coast Guard of the Border Service of FSB fully support the provision within the FTA, which states that they will work together with their Taiwanese colleagues to combat piracy and secure the trade routes within the Taiwan Straits, Sea of Okhotsk, and Bering Sea.

I think a joint exercise between our respective armed forces is an excellent idea. Obviously the Russian Armed Forces are rebuilding from the collapse of the Neo-Soviet Union, however I'm confident that in a months time the Russian Armed Forces will be sufficiently capable of partaking in a joint military exercise with their Taiwanese colleagues. How does that sound to you my friend?".

"What kind of joint exercise do you have in mind? I am thinking of joint naval exercise and aerial exercise. These two types of exercises will make us both nation capable when it comes to war. Also for our air force, we would like to acquire 20 of MiG-29 Basic Variant, 10 of MiG-29 SMT, 50 of MiG-35 Basic Variant and For our naval aviation we would like to acquire 10 of MiG-29K. For patrolling, we would like to dispatch Frigates to monitor the activities on Taiwan Strait so that there is no issue with piracy and other accident. I hope Russian Navy and Coast Guard will do the same. What are your thoughts on that?
