The Foreign Ministry of the Socialist Republic of Thailand sends greetings to the revered governments of member countries of the Global Assembly and is privileged to extend the exclusive invitation to participate in the next General Election on February 24, 2007, throughout the Republic's confederate realm.
This election marks an important milestone in the further evolution and consolidation of Thailand's distinctive Socialist Participatory Democracy, founded on the 2003 Constitution's guarantee of popular sovereignty as directly expressed by our 75,086 Community Assemblies. So that the coordination of our confederal state continues in strict conformity with the expressed will of the Thai people, this electoral process is an integral part of Thailand's ongoing revolutionary process toward a communist society.
The Socialist Republic of Thailand is dedicated to the utmost transparency and integrity in its participatory democratic processes, underpinned by its foundation foreign policy pillars: Human Rights, Humanitarianism, and Humanism (3Hs); Democracy, Due Process, and Development (3Ds); and Justice, Liberty, Opportunity, Vision, and Equality (JLOVE). We are convinced that the open monitoring by the international community facilitates mutual understanding between nations and enhances an international exchange of ideas on alternative democratic systems of governance.
Widespread access will be provided to international observers to allow them to observe the complex workings of our electoral process. This comprises:
1. Election Coordination Observation: Possibilities for interacting and observing how the national Election Commission (ECT) and provincial and local electoral committees operate as a coordinating agency, learning about their role in our decentralized system.
2. Observing Participatory Mechanisms: Familiarizing oneself with the unique relationship between direct participatory democracy, which operates through our Community Assemblies, and representative electoral systems.
3. Digital Infrastructure Involvement: As a technologically woven country, we are evidenced through our secure and open adoption of our innovative digital government machinery, such as the Prachathipatai E-Government Superapp and the powerful People's Data Center Network (PDCN) infrastructure for secure voting operations, data sharing, and people's participation.
4. Voting Processes Access: Counting votes (electronic and any other physical means), polling processes, and electoral processes for resolving electoral disputes are all done in adherence to the provisions of accountability and fairness.
Having built a strong, equitable socialist economy that can withstand the upheavals other global systems see, the Socialist Republic of Thailand sees this election not as some ceremonial exercise; rather, it is a reaffirmation of our commitment to our loyalty to a socialist path guided by democratic participation and the good of all. To us, the phenomenon presents a healthy chance for comparative political inquiry, possibly to illuminate non-traditional routes to effective democratic articulation and regulation. It is a chance to witness a system based on the organized collective will of an open people determining their future directly, in distinction to market chaos or authoritarian caprice.
