Thailand had hoped that the United States would pursue a course rectifying past tendencies toward unilateral influence. Unfortunately, this policy seems to employ reassuring language to mask a sustained preference for military hegemony—an approach that has, in the past, come at a great humanitarian cost, as witnessed throughout the Cold War era.

In the wake of the United Nations’ dissolution and the broader decline of multilateral frameworks in 1994, the international landscape remains defined by the absence of cooperative partnerships. As a nation with notable influence, the United States had the potential to play a pivotal role in reinvigorating multilateralism; instead, it sought to assert dominance amid a perceived power vacuum. Fortunately, these attempts at achieving singular authority were met with limited success, contributing to the emergence of a more balanced, multipolar world. However, the United States’ reliance on traditional hard power over soft power has hindered constructive engagement. While often credited with promoting stability, this approach has at times functioned as a mechanism for asserting influence rather than fostering genuine cooperation.

The Republic Government and the National Assembly express concern that the United States, under President Sinclair, may seek to rekindle an outdated Cold-War mindset, thereby undermining collective progress and human advancement. While Thailand acknowledges the contributions of capitalist models, especially in contexts like those of the United States and France, our nation observes through a historical materialist lens that such systems may increasingly struggle to serve human welfare comprehensively. Pragmatically, Thailand anticipates the coming years will bring intensified ideological divides between proponents of the established world order and nations advocating for a new, cooperative global framework. From Thailand’s perspective, there can be no rationalization for a stance that might compromise global human dignity, impede multilateral cooperation, or detract from peaceful coexistence.

The Republic of Thailand extends its profound gratitude to the Empire of France for granting permission for the Principal Maritime Group One (PMG1) to undertake a cordial and official visit to the prestigious French Naval Academy, École Navale. The Republic Navy is equally honored to welcome the distinguished participation of both the GAN1 Jeanne d'Arc and the GAN2 Charles de Gaulle during their journey to Thailand's homeport. This collaboration presents a valuable opportunity to deepen the interoperability of our naval forces, fostering closer ties between our nations through cooperative escort operations.

In line with this shared commitment, we propose that GAN1 Jeanne d'Arc rendezvous with PMG1 in the Andaman Sea within Thailand’s sovereign waters, enabling both fleets to engage in logistical resupply and operational coordination as they conclude their journey from the Pacific. Recognizing the strategic importance of this operation, we recommend the initial resupply take place at the Phang Nga Naval Base, given its greater capacity to accommodate such maneuvers. Although the Phuket Naval Base remains an alternative, ongoing domestic democratic deliberations affecting port operations may introduce complexities better avoided for seamless coordination.

Currently, PMG1 has exited the Strait of Malacca following its departure from the Sattahip Naval Base two days prior. The Republic Navy will redirect the fleet to Phang Nga for replenishment and additional maintenance while awaiting the arrival of GAN1 Jeanne d'Arc. Thailand anticipates this engagement will further solidify the bonds of trust and partnership between our nations.

As you have correctly stated the French history in the then Syrian Mandate leaves the French nation with a profound sense of responsibility for the Syrian people. Even after decades of independence. The French government has received the news with extreme concern and we are currently seeking to ascertain the situation.

Her Imperial Majesty has authorized a plan of action by the Ministry of Europe and Foreign Affairs to establish contact with the warring parties and come to a negotiated peace that meets the concern of all interested parties. However to add strength to these efforts the Empress has also authorized the Ministry of the Armed Forces to prepare for a limited intervention including air and naval strikes combined with a ground deployment to secure vital sites and facilities. Only if negotiations prove fruitless will the Empress decide on whether or not to deploy these forces and bring whatever side is most favourable to the interests of all Syrian peoples to victory.

Our analysis indicates that the revolutionary currents in Ukraine are rooted in a form of Christian-anarchism, a perspective that is entirely distinct from Thailand’s official state ideology of Socialist Participatory Democracy. The DOER’s findings suggest that this movement has emerged organically, primarily driven by groups of radicalized workers in Ukraine’s industrial centers. While the precise mechanisms behind its rapid spread remain unclear, we are committed to understanding and monitoring its evolution with the utmost diligence.

In keeping with our commitment to non-interference in the internal affairs of sovereign nations, Thailand will provide ideological support without engaging directly with the revolutionary movement. The Ministry will, however, continue to monitor the situation closely, particularly as neighboring states such as Russia and Poland endeavor to assert their regional influence—specifically through reactions that extend beyond the measured tone of our official statements. The recent deplorable act of aggression perpetrated at our border demarcation, which tragically resulted in the loss of fifty-seven lives, represents a lamentable incident within a broader pattern of actions aimed at undermining our socialist order. This somber event has prompted a period of profound national reflection. As a component of this introspective process, the Ministry of Digital Economy and Society is contemplating the allocation of resources, equivalent to $4.5 billion in conventional liquidity, to invigorate our cooperative sector. These allocations would be provisioned under the stipulation that beneficiary worker cooperatives directly channel these resources towards the cultivation of a robust and self-sustaining domestic technological ecosystem. This ecosystem is envisioned to be capable of pioneering and maintaining comprehensive applications and software solutions exclusively for the benefit of Thai citizenry.

Acknowledging the esteemed regard in which the people of Thailand hold the French populace, subjects of Her Imperial Majesty, and recognizing the enduring amity between our nations as our closest ally, we are exploring the mutually beneficial prospect of extending the availability of these applications and software solutions to France and its citizenry. Such a collaborative development would serve to fortify the technological autonomy of both our nations and further synergize the cooperative frameworks underpinning our respective economies. To facilitate secure user verification, ensuring access is appropriately provisioned to citizens of Thailand and France, we would respectfully propose the provision of access to France’s citizen database API. Furthermore, should Her Imperial Majesty’s Government express an affirmative disposition, we are prepared to facilitate the establishment of a joint venture, dedicated to the co-development of an optimal technological ecosystem, serving the mutual interests of both Thailand and France.
