Commissioning of Ten Similan-Class Replenishment Tankers​

The Ministry of Defense of the Republic of Thailand is proud to announce the successful commissioning of ten state-of-the-art Similan-class Replenishment Tankers. These vessels, designed and constructed domestically, signify a milestone in Thailand's naval capabilities. Inspired by the Chinese Type 908 Replenishment Ship, the Similan-class represents a blend of international design and local engineering prowess.

The official commissioning ceremony was held at the prestigious Ko Phra naval facility within the Sattahip Naval Base. This event marks a crowning achievement in our naval history, reflecting the commitment and expertise of our naval architects and engineers. The ceremony was a celebration of the successful culmination of extensive sea trials, which rigorously evaluated the operational efficiency and structural integrity of these ships. The fleet of newly commissioned vessels includes: HTMS Similan, HTMS Tachai, HTMS Bon, HTMS Ba-ngu, HTMS Pousar, HTMS Payu, HTMS Ha, HTMS Miang, HTMS Payan, and HTMS Payang.

These advanced Similan-class Replenishment Tankers are a symbol of Thailand's commitment to a self-reliant and sustainable defense industry. They were developed in collaboration with the Republic Ordnance Manufacturing Center (ROMC), showcasing our country's ability to produce complex naval vessels. As they join the Republic Thai Navy, these tankers enhance our strategic naval capabilities, ensuring that our nation possesses a fully operational Blue-water Navy.

The introduction of these tankers not only elevates our naval defense capabilities but also reinforces our commitment to maintaining regional stability and securing maritime interests. Their presence in our fleet underscores Thailand's role as a responsible and capable maritime nation, prepared to contribute to international peace and security.

Reclassification of Expected Military Posture from the United States​

Earlier this month, the Prime Minister of the Republic of Thailand, Thaksin Shinawatra, and the President of the United States, Al Gore, has engaged in a direct phone conversation through a secure line to discuss the relationship of the two countries. While the topics discussed are classified, the Ministry of Defense will be announcing changes in our classification of the Expected Military Posture (EMP) from the United States Armed Forces.

In accordance with the advise from Prime Minister Thaksin and the civilian-wing of the Republic Thai Armed Forces Headquarters, we are now upgrading the status of the American military’s EMP from Neutral to Friendly. This reclassification means that the Thailand would assume absolute friendly and well-intent posture from any movement from the American military. The privilege also includes the significant reduction in scrutinization from the Republic Thai Navy if the United States Navy passed through the water of Southeast Asia.

Furthermore, the Thai Armed Forces Middle East Command would be ready to provide any support to American fleet operating in the area where the Thai Navy regularly patrol. While it is very unlikely that the United States Navy would require assistance, we hope that this can be symbol of good-will from Thailand. The Republic Thai Navy Maritime Service would remain functional and operation within the Mediterranean. Please be aware that if you accidently find yourself in an unforeseeable situation in near the American fleet, we urge you to contact with the American fleet instead of the Thai Navy in the area. This is to ensure that both Thai and American Navies would not collide with one another.

Support of the American No-Fly Zone Over Italian Airspace​

The Ministry of Defense of Thailand acknowledged the recently established no-fly zone over the Italian airspace, which is enforced by the United States of America. The Thai Armed Forces and its nation fully recognize this legitimate presence of the American no-fly zone, and we voice our unmistakable support for this enforcement. We strongly affirm that the American nation is in the best position to protect the interests and safety of the Italian nation, ensuring that the sovereignty of the Italian people is not threatened. We urge all nations to recognize that the United States has a legitimate reason and allowance from the Italian nation, in which they trust the American nation to safeguard their people. The Thai Carrier Strike Group, Naval Expeditionary Group Five, would maintain a steady patrolling mission within its reach as normal. Any unidentified force that is deemed a threat to the Italian nation will be promptly reported to the American Navy by our comprehensive network across the Mediterranean Sea.​

2004 Republic Thai Armed Forces Restructure​

The Ministry of Defense of the Republic of Thailand announces a significant restructuring of the Republic's Armed Forces following a recent Supreme Court ruling. In compliance with the Court's decision, the Ministry has overseen the resignation of Chief of Defense Force, Supreme Commander Tampat Pongtanapat. Additionally, the Court's ruling prohibits current Commanders-in-Chief of the Army, Navy, and Air Force – Field Marshal Surayud Chulanont, Admiral of the Fleet Thira Hao-Charoen, and Marshal of the Air Force Thananit Niumtundhi, respectively – from participating in the next military election.

The Supreme Court's ruling permanently bars former Supreme Commander Tampat Pongtanapat from military and political activities due to his involvement in the Laos and Cambodia invasions, and a plot to overthrow Myanmar's military government in early 2003. Field Marshal Surayud Chulanont is barred from further military service due to actions in the Middle East that disrespected Thailand's ally, the Kingdom of Poland. Admiral of the Fleet Thira Hao-Charoen will be reassigned to an advisory role within the General Chief of Staff for violating the government's non-interference policy in the Western Hemisphere. Marshal of the Air Force Thananit Niumtundhi is sentenced to life imprisonment for his unconstitutional mass bombing campaign during the Fourth Indochina War, which exceeded the bombing tonnage of the Vietnam War and disregarded the Thai Declaration of Human Rights.​

Thailand's Commitment to Global Humanitarian Efforts and Regional Stability​

The Ministry of Defense of the Republic of Thailand reiterates the unwavering commitment of the Republic Thai Armed Forces to uphold the principles of responsible and humanitarian military conduct both regionally and globally. In response to the escalating humanitarian crises, predominantly occurring in Asia over the past year, Thailand is deploying a neutral task force to international waters throughout the region.

The Republic Thai Navy has officially initiated Operation Blue Canvas. Under this operation, a segment of our naval fleet will serve as a neutral humanitarian force, adhering to strict rules of engagement and dedicated to the betterment of humanity. The operation will be transparent, with the positions of the task forces—comprising two light aircraft carriers, eight multi-role guided-missile frigates, and four replenishment tankers—being disclosed with an accuracy of 20 kilometers and updated every six hours. These forces are equipped to provide immediate humanitarian aid and security support, demonstrating Thailand’s commitment to peace and stability in the region.

The Ministry of Defense of Thailand acknowledges the concerns regarding the historical perception of the Republic Thai Armed Forces as potentially destabilizing, both regionally and internationally. We are committed to addressing these perceptions with utmost transparency and accountability. Since the disbandment of the military junta in 2001-2002, which unfortunately precipitated the Fourth Indochina War and an unauthorized incursion by a Thai company across the Myanmar border, significant reforms have been implemented within the Thai military.

We are pleased to report that these changes have fundamentally reshaped our armed forces, guiding them towards a role that emphasizes humanitarian and just applications of military power. The Ministry of Defense stands ready to engage openly with all nations, organizations, and individuals. We invite and welcome any concerns or opinions regarding our military operations to ensure that our actions remain aligned with our commitment to global peace and humanitarian principles.

Furthermore, Thailand is keenly aware of the importance that European nations place on affirming their regional sovereignty in light of their security concerns. The Ministry of Defense recognizes that our military deployments, though motivated by neutral and humanitarian objectives, may be perceived by some as coercive or hegemonic. Nevertheless, Thailand reaffirms its commitment to fostering a truly united global community—one where borders are transcended, and where all ethnicities are respected and valued as fundamental aspects of humanity.

Thailand believes that proactively contributing to the collective defense and well-being of our global human community—regardless of an explicit request to do so—represents a significant stride toward nurturing a more inclusive and balanced world order. This initiative underscores our dedication to international cooperation and the promotion of lasting peace and stability.​

Republic Army Receives 1,500 New Multi-Purpose Trucks from the Polish Defense Exports​

August 28, 2004 —The Polish Defense Exports, a leading Polish holding company, has successfully delivered an arms procurement package valued at $54 million to the Republic Thai Army at Laem Chabang Port. This comprehensive package comprises 1,500 multi-purpose trucks from the Star production line of a prominent Polish arms manufacturer—500 units each of the Star 944, Star 266, and Star 1446 models. This delivery marks a significant milestone in the ongoing strategic partnership between Thailand and Poland, aimed at bolstering mutual defense capabilities.

These multi-purpose trucks will primarily bolster the logistical capabilities of each Infantry Division’s Service Support Regiment and enhance the operational efficiency of the Army’s Command Units. Maintenance services will be overseen by trained Thai personnel, certified by relevant authorities, ensuring compliance with intellectual property rights agreements between both nations. Furthermore, collaboration with the Polish Government will facilitate the licensing of production rights for maintenance parts, aligning with Thailand’s broader goals for domestic defense industry development.

This bilateral arms trade underscores the deepening strategic ties between Thailand and Poland, showcasing Polish Defense Exports' pivotal role in augmenting Thailand’s military capabilities.
