Regarding Sweden v. Nationales Consortium Für Marineexport​

The Socialist Republic of Thailand stands in solidarity with the Kingdom of Sweden in pursuing a legitimate grievance against Nationales Consortium Für Marineexport in the new case brought before the International Court of Justice. The confederal government commends the Swedish government for bringing the dispute before the ICJ, acknowledging the formal and existing legal process. Thailand and Sweden share a deep strategic partnership, and it is in our mutual interests that international justice is upheld.

The principle of pacta sunt servanda, or agreements must be kept, is a cornerstone of the international rule of law. Adhering to contractual obligations is fundamental to global order and trust, especially in defense. Thailand unequivocally condemns Nationales Konsortium Fur Marineexport for breaching the Domestic Production Rights Agreement. It represents an impermissible affront to international legal norms, destabilizing confidence in global commercial and security agreements. Sweden has an inviolable right to defend its national security interests, and the illegal selling of high-capacity military platforms directly threatens such security.

Thailand expresses its full confidence in the ICJ Commercial Chamber’s ability to conduct a rigorous, impartial, and expeditious inspection of all evidence presented by Sweden. We are certain that a guilty verdict will be delivered. The ICJ must issue a firm and explicit statement against Nationales Konsortium Fur Marineexport to hold such a rogue organization fully accountable for its illegal actions. Article 46 of the ICJ Statute outlines “Orders for Compensation” and “Directions to States” to ensure the cessation of further unauthorized sales and strict adherence to the original contractual terms.​

Regarding the Incident at the Swedish Russian Border​

The Socialist Republic of Thailand reaffirms that the Kingdom of Sweden has the inviolable right to conduct military operations inside its borders as recognized by international laws. Our partner in Scandinavia is renowned for its professional military forces, and we commend the Swedish Air Force as it shows restraint toward an unprovoked aggression by its neighboring country. While aerial operations near borders might invoke legitimate worries, Thailand denounces any attempt at escalation without exhausting all diplomatic options.

As Thailand continues to promote peace and security globally, we recognize that our Swedish allies have legitimate concerns regarding its border with the Russian Federation. The Confederal Thai Government can confirm that past Russian administrations are notorious for aggressive military actions and subversive acts against international actors. We urge both sides to prioritize diplomatic dialogue based on transparency, mutual respect, and absolute pursuit of peace. Thailand does not doubt that its strategic partner would never conduct unprovoked military operations outside international laws.​

Thailand Reaches a Bilateral Agreement With Myanmar Regarding Past Violations of Sovereignty​

The Thai Ambassador to the Empire of Myanmar, Mr. Kongkiat Nantawat, met with Her Majesty Queen Me Minkhaung on 31 August 2006 to discuss Thailand’s past violations of the Burmese sovereignty. Both parties discussed the serious topic of international law and the non-interference principle based on transparent, constructive, and comprehensive approaches. The Empire of Myanmar expressed its deep reservations and disapproval of the Socialist Republic of Thailand’s past military incursion into its territory during its military dictatorship regime. The Ambassador conveyed the confederal government’s unequivocal acknowledgment of its past transgressions and pursued a preliminary bilateral agreement.

Thailand recognizes that its violations of Myanmar sovereignty, regardless of its initial intentions, constituted a blatant disregard of international laws. Furthermore, Myanmar justly demanded consequences for our actions, and the confederal government did not contest such a principled assessment. Both sides handled the dialogue professionally and honestly. As a result, Thailand and Myanmar have entered a new bilateral agreement that immediately addresses the concerns raised by Her Majesty and remedies proposed by the Ambassador. The confederal government emphasized the binding nature of such a treaty, and affected provincial federations have approved.

The confederal government, representing ten autonomous federations with territories bordering Myanmar, will ensure the agreement’s smooth and legal implementation. Both sides agreed to establish a ten-kilometer demilitarized zone on the Thai side and a border monitoring zone for Myanmar soldiers. Local authorities will cooperate fully with the Burmese security agencies. Myanmar has recognized the ten provinces’ constitutional rights to policing and will not interfere with the local armed law enforcement unless militarized. The Tatmadaw will fly its unmanned aerial vehicles inside the border monitoring zone and reserve the right to challenge any abuse of previously agreed terms.

The Socialist Republic of Thailand commends the Empire of Myanmar for its diplomatic and reasonable approach to our bilateral dialogue, which has yielded fruitful results. The Ministry of Foreign Affairs will continue engaging with its Burmese counterparts. Thailand recognizes Myanmar’s intention to present its past violations to the Global Assembly and will not obstruct the country’s efforts. Provincial federations will maintain territorial integrity, and the confederal government’s treaty with the Empire of Myanmar does not imply any cessation of their sovereign rights other than border cooperation with the Burmese government. Thailand celebrates the peaceful and mutually satisfactory resolution with Myanmar. The Joint Border Committee will serve as a point of coordination and dialogue.
