Dear ambassadors,
The Ministry of Foreign Affairs of Thailand wants to express its concern about the current conflict or war between Thailand and Laos to its allies due to the existing circumstance that makes us unable to continue the peace effort and stuck in the process. We had received the assassination attempt from the Lao General Secretary and his delegate to our Prime Minister, Thaksin Shinawatra, by the explosive device contained inside the so-called condition briefcase that killed two innocent guards and resulted in a fight with death, two injuries. We have captured the Lao General Secretary, currently at our government house with local enforcement agencies there to control the situation. We have reviewed the case and found that Khamtai Siphandon, General Secretary of the Lao People's Revolutionary Party, has offended 12 sectors across four chapters of our criminal law. The Thai government does not intend to continue the war between the two countries, but we have received the assassination attempt on our Prime Minister, and we do not comprehend what we should do next. We are thinking about enforcing the Laos General Secretary to surrender and sign a peace treaty to keep the status quo. We also deem to establish a new government for Laos through the election because the Laos General Secretary cannot stay in his country without serving his guilt in our country. We are afraid that we might receive a threat from China as they used to threaten that Laos is under the protection policy. We do not consider that they will push any intervention into the region, but their recent termination of the Neutrality pact between Thailand and China is worrying.
The Republic of Thailand government expresses its intention to establish a democratic regime in Laos and terminate any military occupation of Laos from ourselves. We need support from our allies to support our current effort to eliminate what we started, as we do not intend the war to affect or grow into this much tension since the start.
