Foreign Minister,

The Ministry of Foreign Affairs of the Republic of Thailand extends its cordial greetings to the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan. We are pleased to initiate an official line of communication between our two governments to discuss the establishment of the Republic of Thailand Embassy in Kabul.

In a rapidly changing world, Thailand believes it is crucial for the international community to maintain cordial and equal partnerships between nation-states. We wish to establish a comprehensive bilateral relationship with Afghanistan to ensure the free movement of goods and services across our borders while maximizing international cooperation within our respective countries and regions.

Should our proposal for the establishment of the Republic of Thailand Embassy be accepted, we intend to dispatch Mrs. Nisa Sukanansarn as the Thai Ambassador to Afghanistan. The Ministry of Foreign Affairs fully endorses and certifies her capacity as a capable diplomat who understands the nuances of your country’s traditions, culture, and governmental and economic structures.

On behalf of the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan, I extend our heartfelt gratitude to you and the Republic of Thailand for your warm greetings and for initiating this vital line of communication. We sincerely appreciate Thailand's desire to establish an embassy in Kabul and foster a comprehensive bilateral relationship with Afghanistan. Your commitment to maintaining partnerships in a rapidly changing world is commendable, and we welcome the opportunity to enhance cooperation between our nations.

However, we must inform you that we are experiencing significant internal conflict. Various militant factions are engaged in violent struggles to seize control of our nation, which presents substantial risks. These challenges must be carefully discussed and planned for before any official decisions regarding establishing an embassy can be made.

We recognize and value Mrs. Nisa Sukanansarn's nomination as the Thai Ambassador to Afghanistan. I am sure that they can undoubtedly strengthen our bilateral ties.

Foreign Minister,

The Ministry of Foreign Affairs of the Republic of Thailand acknowledges receipt of the communication from the Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan. We express deep concern over the ongoing conflict between your government and the alleged militants within Kabul. Thailand fears that this escalation may adversely impact regional stability, security, and peace.

The Government of Thailand urgently calls on the Government of Afghanistan to cease hostilities immediately and engage in constructive and diplomatic dialogue with the militants' leaders. The Ministry of Foreign Affairs of Thailand stands ready to act as a mediator between the two parties, should the Afghan Government agree and commit to pursuing a peaceful resolution. In such a scenario, the Government of Thailand will fully support you against any non-reciprocal actions from the militants. Additionally, we request access to information and intelligence regarding the situation within Afghanistan and about the militants.

Dear Surakiart Sathirathai,

We acknowledge and appreciate your Government's concerns about the ongoing conflict in Kabul. We share your desire for regional stability, security, and peace for our people; however, the situation on the ground is far more complex. The Militia forces are aggressively pushing to take control of critical areas within the city, demonstrating a relentless commitment. This aggressive stance is making it exceedingly difficult for the Afghan Government to cease hostilities and engage in negotiations.

While we value your Government's offer to mediate, we must stress that any dialogue with the Militia must be approached with caution and realism. The Militia’s actions indicate they are unwilling to lay down arms or engage in genuine discussions for peace. In the meantime, we request your understanding and support as we navigate these challenging circumstances.

In the meantime, I would like to propose the establishment of an Embassy in Thailand, followed by an Embassy in Kabul once the fighting concludes. This can serve as a diplomatic channel to strengthen our bilateral relations and ensure communication to coordinate our response to the unfolding situation within our borders. Establishing this Embassy will also symbolize our commitment to maintaining international ties despite our internal challenges.

We are pleased to agree to the initial establishment of the Afghan Embassy in Bangkok, with the Republic Embassy in Kabul to follow once stability in Afghanistan is restored.

Thailand stands firmly with your administration against any unlawful attempts to overthrow the government by non-state actors (NSAs). We recognize the aggressive nature of the militias attempting to seize control in Afghanistan, but we firmly believe in prioritizing peaceful resolutions through diplomacy. No NSA has the right to resort to violence instead of seeking compromise and negotiation. Peace, stability, and security in Afghanistan are of direct interest to Thailand, and we oppose any change to the status quo that isn't achieved through peaceful and diplomatic means.

The Republic Armed Forces are ready to assist the Afghan Armed Forces if external support is needed. With access to an airport in Afghanistan, the Republic Air Force can conduct missions to support your government against NSA aggression. However, this offer of intervention is contingent on your government's consent and willingness to use such assistance as a deterrent to ensure peaceful and diplomatic discussions.

We propose the creation of a Thai-Afghan joint task force to address immediate humanitarian needs, with a focus on healthcare, education, and food security. Additionally, we offer to share our expertise in governance and public administration through training programs for Afghan officials, both in Thailand and through remote learning platforms.

We believe this multifaceted approach will not only address the immediate challenges but also lay the groundwork for long-term stability and prosperity in Afghanistan. Our support reflects Thailand’s commitment as a key stakeholder in Asian affairs to actively shaping the future of our region.

We look forward to working closely with you to implement these initiatives. The establishment of our respective embassies will significantly enhance this cooperation.
