Foreign Minister,

The Ministry of Foreign Affairs of the Republic of Thailand extends its warmest regards to the Department of Foreign Affairs of the Commonwealth of Australia. We write to draw your urgent attention to the critical humanitarian crisis currently unfolding in New Caledonia, particularly in the capital, Nouméa, where immediate action is required to address the severe humanitarian situation.

As previously communicated, our esteemed ally, the Kingdom of Poland, has effectively neutralized the immediate threats posed by the Kanak Independence Movement (KIM) to the territorial integrity of the French Empire, a treaty ally of Thailand. Consequently, the Humanitarian Aid Forces to New Caledonia (HAFNC) have withdrawn from the region, resulting in a significant void in essential aid distribution to the local population. Our intelligence indicates that approximately half of Nouméa’s infrastructure has collapsed.

In response, the Republic Navy Auxiliary Fleet is deploying 15 Landing Platform Docks and 6 Replenishment Tankers to New Caledonia to facilitate the evacuation of refugees from Nouméa, currently estimated at 42,500 individuals. Thailand plans to transport 8,500 evacuees per trip on five separate occasions to Australia, covering the immediate transportation costs via our domestic civilian airlines to be flew to Bangkok. The Ministry of Foreign Affairs respectfully requests the Commonwealth Government to permit the entry of New Caledonian refugees and a limited number of Thai civilian aircraft into Australian territory.

We sincerely hope that Australia, as a leading member of the international community, will collaborate with Thailand to ensure the safety and well-being of the New Caledonian people, who, like all of us, are entitled to equal rights and protection.

Dear Sudarat Boonthep,

Your request is denied. Our relationship with Thailand is non-existent and therefore such close cooperation is not going to exist at this time. That is a choice that your government has made as a result of poor policy decsions. Maybe this will help you reflect on your current attitudes towards Thailand-Australia relations. The first step would be to reinstate your Ambassador to Australia.

There also shouldn't be a need for such a large amount of refugees if the security situation has stabilised. The attention should be on making sure aid flows to New Caledonia ASAP, which is something you are meant to provide per the agreement you have with the sovereign state, France. That will help people remain on the island. Don't let economic opportunity seekers fool you into believing they are genuine refugees.

Ultimately, the French Government needs to get its act together, but your government agreed to pick up the pieces for their shortcomings and so the onus is now on you.

The Ministry of Foreign Affairs of the Republic of Thailand acknowledges the receipt of communication from the Ministry of Foreign Affairs of the Commonwealth of Australia.

As a leader in global humanitarian efforts since 1998, Thailand is committed to advancing human welfare and hopes to collaborate with Australia in this vital mission. The Embassy of the Republic of Thailand in Canberra reiterates that our foremost priority is addressing the humanitarian crisis in New Caledonia. We have always held Australia, a prominent humanitarian and responsible actor in Oceania and the South Pacific, as a beacon of support for those in dire need. Thailand respectfully requests the right to facilitate the transit of refugees from Australia to Thailand via our domestic airlines, not as an economic opportunity but as a crucial humanitarian measure. Our focus remains steadfast on genuine humanitarian concerns, a commitment we have demonstrated over the past two years.

The Republic Embassy extends an invitation to the Australian Foreign Department to engage in dialogue with our Chargée d’Affaires in a respectful and constructive manner. We encourage a focus on collaborative solutions rather than resorting to inflammatory language, which undermines our shared diplomatic standards and traditions. Given the current challenges facing the Australian economy, as reported by the Global Assembly, Thailand is prepared to offer economic concessions to facilitate market access, thereby assisting the Australian government in meeting its international obligations under the Charter of the Global Assembly to promote human welfare.

Thailand reaffirms the strength of its alliances with the Kingdom of Poland and the French Empire, underscoring our collective commitment to regional stability. The situation in New Caledonia, marked by economic, political, and infrastructural difficulties, requires a unified international effort to alleviate human suffering. As a nation that upholds the rule of law, Thailand is committed to supporting refugee rights and humanitarian assistance, in line with our shared values and responsibilities. Australia, as a key regional player, has the opportunity to make a significant impact on the lives of many vulnerable individuals and should act decisively to address their suffering.

The Republic Navy stands ready to provide security assurances for humanitarian operations and the transport of aid. A Thai carrier strike group, currently operating in the Coral Sea, along with the American presence, as identified by our intelligence, plays a crucial role in maintaining regional stability and deterring any destabilizing forces that may seek to exploit the crisis in New Caledonia.

Therefore, the Republic of Thailand earnestly request the Australian Government to reconsider its stance.

With the Polish Office of State Protections continued monitoring of Thai communications channels, the previous communications would have been securely intercepted, categorized by nature of communication, and then filed within secured servers within the headquarters of the OSP for further analysis. Analysts would then carefully comb through any such communications for actionable intelligence before they would be escalated up the chain of command where leadership would look over the results. From there they would determine if the intelligence contained was immediately actionable. Actionable intelligence would be passed along to the Ministry of National Defense and the Council of Ministers where they would decide on the national stance for the information.
