To the Department of State of the United States,

The Ministry of Foreign Affairs of the Republic of Thailand presents its highest considerations to the Department of State of the United States of America and has the honor to convey Thailand's formal acknowledgment of the United States' democratic processes and the legitimacy of the new administration, as manifested through the sovereign will of the American people.

The exemplary demonstration of constitutional continuity in the United States' Federal Government stands as a testament to the profound democratic values shared between our nations. The steadfast dedication to democratic principles, as evidenced through this transition, reflects our mutual commitment to the fundamental tenets of governance: popular sovereignty, political pluralism, constitutional order, and the protection of fundamental human rights and liberties. These shared principles continue to guide our nations in fostering transparent, accountable, and just societies.

In this era of evolving global dynamics, where nations increasingly recognize their interdependent roles in shaping a more equitable world order, Thailand and the United States stand uniquely positioned to advance our shared vision of inclusive development and technological progress. Our nations, alongside other forward-looking democracies, bear a distinctive responsibility to ensure that the benefits of advancement are accessible to all members of the international community. This commitment to shared prosperity and collaborative progress remains central to our bilateral relationship and our broader engagement with the global community.

The Ministry of Foreign Affairs of the Republic of Thailand, acknowledging the profound commitment both our nations share to universal humanitarian principles and democratic values, presents its proposal for the establishment of comprehensive educational and cultural exchange programs between Thailand and the United States of America. This initiative reflects our mutual dedication to fostering enlightened international cooperation and advancing human development through meaningful cross-cultural engagement.

In this spirit of shared commitment to human dignity and democratic progress, the Ministry extends its renewed congratulations to the President of the United States of America on his inauguration. We look forward with optimism to the advancement of our bilateral relationship during his administration, guided by our common vision for a more equitable and interconnected world. The Ministry anticipates a favorable response from the Department of State regarding this proposal for enhanced cultural and educational cooperation.

OFFICE OF
THE SECRETARY OF STATE

ENCRYPTED MESSAGE

TO: Phinsuda Chainam, Director General of The Department of America Affairs of The Republic of Thailand ( Bossza007 )
FROM: Luke Adams, Secretary of State of the United States of America

Director-General,

President Sinclair offers his sincere thanks for your congratulations on his inauguration. American presidential elections are often one of the most exhausting processes that the candidate (winner or loser) ever goes through. However, with what I know about President Sinclair, he has been through significantly more painful hardships in his life. I have no doubt that he will perform excellently in the office of President of the United States, which is why I agreed to leave the Global Assembly and agree to run the State Department.

Unfortunately, a cultural exchange to the tune that you are describing is not something that is possible between our two countries at this time. The Federal Government, including the State Department, cannot agree to that kind of cooperation when our governments do not even share embassies or have formal diplomatic relations. The geopolitical relationship between the United States and Thailand remain exceedingly strained, and Thailand's actions in the last two years of the Gore Administration do not make it clear that your government truly wants to be a part of the Free World which the United States has built since the end of the Second World War. If I am misinterpreting the actions and misunderstanding the intentions of your government, then I trust that you will clarify such misunderstandings on my part.

Best regards,

Luke Adams
Secretary of State

To the Department of State of the United States,

The Ministry of Foreign Affairs of the Republic of Thailand acknowledges the communication from the Department of State of the United States of America regarding the current circumstances affecting our bilateral engagement in pursuit of global peace, stability, and security.

The Republic of Thailand, founded upon democratic principles and the sovereign will of its people, maintains an unwavering commitment to participatory governance, social equity, and human development. While we acknowledge the Federal Government's concerns regarding our national trajectory, we wish to emphasize that Thailand's fundamental objectives remain aligned with the universal principles of human dignity, individual liberty, and societal progress. Our nation's governance framework has evolved to embrace comprehensive democratic reforms that ensure unprecedented levels of civic participation and social advancement.

The Ministry notes with particular interest the Federal Government's interpretation of the "Free World" concept. In this regard, we wish to highlight Thailand's demonstrable achievements in fostering an environment where personal, economic, and political freedoms flourish within a framework of rule of law and social responsibility. Our nation's commitment to these principles has established new benchmarks in human development and civil liberties, both in traditional and digital spheres.

Regarding the matter of diplomatic presence, the Ministry emphasizes that Thailand maintains optimal conditions for diplomatic operations, as evidenced by the continued functioning of numerous diplomatic missions, including our own embassy in Washington. The Republic of Thailand has established itself as a secure and stable partner in international relations, providing comprehensive protection to both citizens and foreign nationals. Therefore, the Department of American Affairs respectfully suggests that the Department of State consider a reassessment of its current diplomatic posture toward Thailand, with a view toward strengthening our historical partnership in pursuit of our shared global objectives.

Phinsuda Chainam
