Dear Kevin Rudd,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand extends its warm regards to the Department of Foreign Affairs and Trade of the Commonwealth of Australia.

Since November 2008, the Socialist Republic of Thailand has adopted a new version of the Supreme Confederal Agreement, which constitutes a significant reorganization of our Confederation. We wish to address concerns regarding the security of foreign nationals, especially Australians, in Thailand.

According to Articles 1 and 23 of the Supreme Confederal Agreement, the Socialist Republic of Thailand, as a name for our Confederation, is a voluntarily associated political and economic union of all sovereign Self-Governing Communes, created legally as an externally facing sovereign nation-state representing the people of Thailand on the nation-state. In this regard, it is correct that the Confederal Government does not have domestic authority nor the monopoly on the legitimate use of physical violence that characterizes common national law enforcement.

However, Article 19 stipulates that the Provincial Law Enforcement is a decentralized, provincial/federal-level community police force tasked with enforcing laws, regulations, or decisions made by either the Community Assembly or the Provincial Assembly. Articles 21 and 22 furthermore declare that each Federation possesses the right to establish a unified and unique code of law and draft and adopt its own constitution or a binding federal treaty.

The Ministry of Foreign Affairs highlights that these three articles serve as a primary mechanism for law enforcement in Thailand. While the Socialist Republic of Thailand, as a confederal entity, might not possess law enforcement ability, our provincial law enforcement is competent.

We understand that the Australian Government might hesitate to advise its citizens to travel to our Confederation due to recent terrorist attacks. The Ministry of Foreign Affairs assures that the targets of the Golden Hand are only Thai citizens, and our security counter-terrorist apparatus is mobilizing efforts to subdue and apprehend perpetrators.
