To the Ministry of Foreign Affairs and International Cooperation of Botswana,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand extends its cordial greetings to the Ministry of Foreign Affairs and International Cooperation of the Republic of Botswana and has the honor to convey Thailand’s aspiration to cultivate a close and productive partnership with Botswana.

The African continent has endured a history marked by inequitable practices stemming from imperial and neocolonial ambitions, with such systemic challenges persisting in various forms today. These exploitative practices historically caused profound harm, with many lives lost to the unsustainable extraction of resources by external powers. South of Botswana lies the territory governed by Sweden, a steadfast ally of Thailand. Sweden assumed administration of South Africa following a lawful and widely supported referendum, succeeding a regime that had committed egregious human rights violations against its majority population. While this transition is rooted in the will of the South African people, Thailand recognizes the enduring importance of Africa’s decolonization legacy and the historical struggle for autonomy and justice across the continent.

Thailand believes that true equality among nations must transcend formalities and become a substantive reality. Botswana, with its remarkable capabilities, holds immense potential to achieve a standing of equity and dignity on the global stage, unhindered by the hegemonic practices of certain world powers. Regrettably, these powers—led by the United States—have long perpetuated an exploitative international order that undermines global justice and equity.

Thailand envisions an international framework that affirms Botswana’s sovereignty and fosters justice, equity, and shared opportunity. In this spirit, Thailand proposes a high-level delegation led by Foreign Minister Surakiart Sathirathai to engage in comprehensive dialogue aimed at strengthening bilateral relations and shaping an equitable global order. Together, we can champion a future defined by justice, liberty, and mutual respect for all nations.

Warmest greetings,

We are extremely glad that you have reached out to us, with the turbulence of many regimes of the Southern African states and many African states as a whole we hope to be a bastion of stability and offer a template for many African states to follow to hopefully lead to a more stable Africa. This relative stability of course could not have been done without the International Community and would be glad to replicate stable and positive relations between our two states.

We would also like to state that we in the BDP party do not take issue with Swedish South Africa. We would even like to seek out positive relations with the Swedish. We in the BDP recognize the Swedish referendum over South Africa as a necessary measure to ensure the continued stability of our region. The former South African administration was a disgraceful and Vile administration that we are glad can be left in the past. Despite our stance on the issue, many within Botswana do not agree with the Swedish control over the region.

Despite seeing the potential in a formal International Framework to ensure the stability of nations in similar situations like ours many are harmed via the institutions that the Americans hold up. We currently cannot risk harming relations with said Western powers as America does provide Botswana with several packages of financial/humanitarian aid from the PEPFAR Program (President’s Emergency Plan for AIDS Relief) And in many other aspects. Yet we would be very much interested in establishing formal and proper relations with the Thai Republic and would be willing to allow for a permanent diplomat to stay in Gaborone to have continued talks with Bangkok. We would also like to send our diplomat to Bangkok as well.

The Republic of Thailand reaffirms its unwavering respect for Botswana’s sovereignty and autonomy, recognizing these as inviolable rights inherent to your esteemed nation. Thailand fully respects and upholds Botswana's right to independently shape its foreign policy and internal political landscape without external influence. In this spirit, we welcome the opportunity to deepen our bilateral ties through constructive engagement, particularly through the establishment of permanent diplomatic missions, which our government is prepared to authorize immediately.

Thailand commends Botswana's dedication to fostering stability and applauds its thoughtful alignment with principles of democratic governance in the Southern African region. This includes Botswana’s recognition of the Swedish administration's constructive role in South Africa, underscoring our shared commitment to promoting democracy and regional development.

In light of Botswana’s consideration of the PEPFAR Program, Thailand stands ready to collaborate on initiatives aimed at enhancing the welfare of the Botswana people. Should your government find it agreeable, we propose providing up to $450 million annually in humanitarian and development assistance through the Thailand Development Assistance Program (TDAP), a model of sustainable development that has notably contributed to post-war recovery in South Africa. We believe this partnership would exemplify a shared commitment to eradicating poverty and advancing inclusive progress.

Thailand extends its sincere gratitude for Botswana's engagement through this diplomatic channel and remains open to hosting a high-level delegation or dispatching a representative to further discuss avenues of cooperation. Our government views these dialogues as vital opportunities to reinforce a partnership rooted in mutual respect, shared values, and a collective vision for prosperity.
