Upon receiving the message from the prime minister, Ambassador (Mrs.) Sopa Pimolkittikool would wear the brown coat with the foreign affairs symbol. Since she is already in the embassy in the capital, she pretends to arrive at the Banana port. She would approach the escort staff and greet them in Congolese. She has no weapon and only has her briefcase. She would follow the instruction of Congolese staff in a polite manner. She would admire the view and environment of Congo during her trip. She would praise how good Congo is to her and how the government wants to improve the relationship with Congo.

She will also smile as she talks to Chief Zakia Akinyemi. "Congo's environment is stunning. It is a bit hotter than my homeland. Good-looking tropical is what I am familiar with within Thailand. I can tell how disfavor my government is to the native people." She would chuckle a little. "I have all-time in my life for you today for the understanding of our two beloved nations. Your concern is no different from ours. One government that can't survive until the end of its term is because it doesn't have the majority approval from its people. We are the Republic government and trust in Liberalism in democracy. We utmost value the people's desire. And we admire that Congo cares about our citizens. So, let's open the negotiating table. “We reached out to the Monarchist rebels in your country after hearing in the news about their first engagement. We sent a man out into the country who made contact with them. From there, it was clear how many of the Thai people supported your former monarch, and how many were discontent with the current republic. Rumors were widespread that your government took power in a military coup, not a referendum, and our research into the area supports this claim. We began funding and cooperating with the rebels, culminating with our missile strike in response to the mass bombing of both military and civilian targets resulting in the loss of over 100 innocent lives. As for the current administration, we are heavily against your bonding campaigns. As well as this, while we did not have any direct complaints with the government, it was clear the monarch had popular support. It struck a nerve in our Emperor, who found the cause similar to his own, and ordered full support be provided. Our goal is not retribution or bloodshed, but a transfer of power to the rightful king. No one else would be harmed, and the bloodshed could stop.

Ambassador Pimolkittikool noted down in her mind the actual desire of Congo. She is getting excited about the current situation, but she has to keep her unshakable. "I can see that you concern our government legitimate. We are aware of how many people still support the monarch. The people have a bound history of majesty in our nation's history. Despite that, the generation is changing. During his reign, he had confronted with eight coups. And indeed, I grew up in his era. The dictator government taught us that politics is not our business. Most people like me, a hillbilly, didn't acknowledge the situation. I notice that you and your government have mentioned a coup a few times now. I understand that the politics in our country is not stable since no prime minister has ever finished their term. The last coup in our country happened in 1991. You said that your study supports this claim. What did you find?" She pauses for a second before continuing. "We have mourned to the victim of the bombing campaign in Pattani. Having a civilian casualty is a regret. We support victims' families more than defined in our Welfare State Act. I have to inform you that only 25 have died. The good news is that the hospital has scheduled to release 153 victims soon. It is the unique ability of medical personnel to persist in treating their patients even during times like this. Your action to launch the ballistic missile in our country has provoked our government to be serious about this crisis." She takes another pause. “From the interviews we conducted within the Monarchists, they provided us with solid enough evidence of the military coup having occurred. On another note, we consider any civilian casualties to be unacceptable, especially in the pursuit of squashing a popular rebellion. And in the case of this event escalating, I do believe that the Congo is in a fine place to maintain its involvement. While we are unpopular with some administrations, we are confident in our armed forces and defenses to keep us safe from potential opponents at home and abroad. Our economy is entirely self sufficient, meaning that no economic penalties would come of it, and our distance from Thailand prevents your government from effectively combatting us. Quite frankly, there is very little downside or risk to our involvement in the war, only benefits of supporting a fellow monarchy.”

She would giggle a bit. "I understand that you want to support the so-called rightful king and condemn the death of civilians. I also know that your forces are strong and ready to fight. Although we can expand our navy to perform an amphibious landing with 20,000 soldiers each month in a few months, you still show preparation to defend your country. It is what I admire those in military service. I won't talk about these things because it will be war, and I am here for peace. What will you say if our government is willing to let the former king live in Thailand as a public figure? He will live like an ordinary person but with the power of support from people. He can't be a king in this situation because his supporter is a minority. But it is still a few million. It's a win-win because he influences our country. Your government is a friend and can ask him to rally a protest to change our national policies. That's the liberalism government has to respond to the people's desire. And we don't need to send this generation to the war here. At last, we can have a friendly relationship with each other." She smiles again.

Both of our governments will have a place in supervising the process, holding each other accountable to ensure no voting fraud takes place. If you can agree for this as well as regardless paying the king a pension, we could potentially agree to this.”

"I believe that you will have enough satisfy for Rama IX to return his home. That action will discredit our country to allow other countries to control the referendum. So, I offer you the amity treaty that will ensure our support of your government. Our country will have a cordial relationship with each other. It will enhance the cooperation between our country."

The Premier of the Republic of Thailand and His Majesty the Emperor of Congo, inspired by a desire to develop peaceful and amicable ties between the two nations, have agreed to sign an amity treaty, for which they have designated the following individuals as their Representatives:

His Majesty the Emperor of Congo
Zakia Akinyemi, Chief of Navy of the Imperial State of Congo

who, after exchanging credentials that were proven to be in working order, have agreed towards the following:

Article one: Both Contracting Parties agree to maintain peaceful and amicable relations and mutual respect for one another's territorial integrity and inviolability.
Article two: If one of the Contracting Parties is the target of hostilities by one or more third powers, the other Contracting Party will give political and military assistance where necessary
Article three: Both Contracting Parties are convinced that any settlement of differences or disputes between the Contracting Parties should be discussed at the diplomatic level, governed by rational, effective, and suitably flexible procedures, and should avoid unfavorable attitudes that could endanger both Contracting Parties.
Article four: Both Contracting Parties want to provide a stable platform for collaborative action to boost international cooperation between the two High Contracting Parties.
Article five: Both Contracting Parties acknowledge that their nations share primary responsibility for regional stability and peaceful and progressive national development and they are committed to maintaining such stability.
Article six: Both Contracting Parties confirm that any interference in the other party's national politics or policies must be done through careful consideration and without causing damage to their relationship.
Article seven: The current treaty becomes effective when both Contracting Parties ratify it, and it is active until one side terminates it.
Article eight: The current Pact has to be ratified as quickly as feasible. The ratification instruments will be exchanged in Kinshasa as soon as feasible.

In testimony whereof, the above-named Representatives have signed and affixed their seals to the present Pact in two copies, written up in Thai and Congolese languages.

“You see, that alone we cannot allow. We demand that a referendum take place, and that the Congo has a part in the supervision of said referendum. We believe in a fair democratic vote, and do not have faith your government will hold up to that. If you allow us to help in aiding your government in supervising the vote, ensuring you do not stuff ballots, we are willing to take this proposal. It is not an insult to your government, just a precaution. We can end the unnecessary bloodshed here and now.”

With a broad grin, Akinyemi scrawled out his signature and was presented by an aid with a stamp for his states office and a wax pad. He stamped the hot wax on the paper, forever marking it as an official record. By his side, an aid was in the phone with the Emperor from his villa in Istanbul. He had just confirmed his approval of the deal. The fact that the Thai were willing to cooperate after such a gruesome showing gave the Emperor faith that the Thai people would have their way, and proper relations restored.

A camera crew would be ushered in for the exchange of documents, it being broadcasted on the Congo Ledger’s Special Broadcast Branch. Following the exchange of papers, the Chief of Navy would bring out a bottle of champagne.

“To you, our newly cooperative Thai friends, to Rama IX, king of Thailand, To the Emperor, and To God! We are glad our campaigns have brought you to your senses. Cheers!”

Ambassador Pimolkittikool talked to the Congolese Navy Chief before returning to the embassy. "I am happy that you cooperate with us. We will inform you about the referendum date soon! We will let your staff stay in Thailand a few days of a week before its start." She smiles at him and walks outside. Embassy staff would have waited for her. She would return to the embassy by a black car. She would chat with her colleagues. Her counselor, (Mr.) Noppadon Plainukool would talk to her. "How was it? Anything I guessed wrong?" She laughs and immediate answers. "The Chief of Navy and others seems confident in the Monarchist supporters. You guessed the referendum call as the ministry told me." In Thailand, the government is preparing for the upcoming referendum. The Foreign Ministry is happy to succeed in the negotiations by what they planned. The Defence Ministry and Armed Forces are disappointed to pause their invasion preparation.
