The Ministry of Foreign Affairs of the Republic of Thailand extends its warm greeting to the Ministry of Foreign Affairs of the Empire of France and the Kingdom of Poland.

We address you today regarding an issue of considerable concern that has emerged on the international stage, involving a mutual friend and partner, the Commonwealth of Australia. Despite the high regard in which we hold the principles of sovereignty and regional stability—a stance we recognize and respect as paramount in your ongoing efforts within Europe—recent developments necessitate our bringing to your attention a matter potentially impacting our shared commitment to the freedom of the press.

It has come to our attention through widely circulating reports on platforms including Twitter that a symbolic disagreement has arisen between Thailand and Australia. We wish to clarify that the Government of Thailand is not privy to the origins of this dispute nor bears responsibility for its escalation. However, we are deeply concerned by actions taken by the Australian Government that seemingly undermine the foundational values of a free press, values which our nations uphold unequivocally.

Before proceeding further into this sensitive dialogue, it is pertinent to underscore the operational integrity of Thailand's National Intelligence Agency (NIA). As mandated by our Constitution, the NIA operates independently under the auspices of the Office of the Prime Minister, striving to uphold the tenets of democracy, peace, stability, and security. While the Prime Minister acts as the de facto leader of this body, his role is primarily advisory, guided by the Director of the NIA.

We urge your esteemed ministries to regard this context with the utmost seriousness as it relates directly to the current issues at hand and our collective endeavors to safeguard the principles we so dearly cherish.

The document attached herewith constitutes a confidential diplomatic communication exchanged between the Commonwealth of Australia and the Republic of Thailand in the aftermath of recent tensions manifested on various social media platforms. While Thailand acknowledges and respects the Australian commitment to safeguarding its sovereignty—an ethos we regard with the utmost seriousness—the discourse adopted by Australia has regrettably taken on a tone that is both emotive and condescending, particularly in relation to the alleged breaches of diplomatic protocol by Thailand.

It is pertinent to note that both France and Poland have maintained a robust pattern of intelligence sharing with Thailand, which has significantly enhanced our mutual understanding and cooperation. We value the transparency with which the French and Polish Governments conduct their affairs, and this ethos has informed our approach to evaluating the intelligence gathered by the NIA. Specifically, this intelligence pertains to allegations concerning the precarious state of the Australian economy—a matter of substantial accusation.

Further to a careful examination of the facts, combined with insights into Australia's transparent military procurement practices, we have ascertained that without the identification of new revenue streams or a reconsideration of current procurement strategies, the Australian Government may be steering towards an economic downturn of significant proportions. While our priority remains the maintenance of civil discourse, particularly concerning the essential role of a free press in any functional society, the potential emergence of a "failed state" within our region demands our immediate attention and action.

In light of these concerns, Thailand proposes the establishment of a temporary intelligence sharing framework between our countries to address the conduct of the Australian Government. We recognize the current complexities in the relationship between Poland, France, and the broader European context. However, we wish to reaffirm that both France and Poland share a commitment to mutual goals with Thailand, underscoring the importance of collaboration in this matter.

Should this issue concerning Australia's actions merit attention from your governments, we kindly request that you contact our Embassy or directly communicate with the Ministry of Foreign Affairs of Thailand. Moreover, Thailand views this situation not only as a challenge but also as a valuable opportunity to strengthen and expand our multilateral ties.
