To the Ministry of Foreign Affairs of Poland,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand conveys its warmest greetings to the esteemed Ministry of Foreign Affairs of the Kingdom of Poland. We are deeply honored to communicate our profound aspiration to cultivate an even closer and more robust partnership between our two nations.

The enduring bond between the Socialist Republic of Thailand and the Kingdom of Poland has been evident since the establishment of our modern nations. Our shared history, with the parallel formation of our respective societies, further strengthens this connection. We have consistently engaged in open, transparent, and constructive dialogues on matters of mutual interest, a practice that has fostered strong and vibrant people-to-people relationships over the years.

The Ministry of Foreign Affairs of Thailand views the Kingdom of Poland, a recognized leader in Eastern Europe, as a steadfast and valued partner. While recent global developments may have temporarily curtailed the frequency of our formal diplomatic exchanges, the bedrock of our relationship remains undeniably strong and resilient. This shared fortitude, grounded in mutual respect and understanding, positions both Thailand and Poland as exemplary nations within our respective regions, admired for their stability and progress.

Therefore, the Government of Thailand respectfully proposes the commencement of a renewed dialogue with the Government of Poland, at a high level. The Thai Ambassador to Poland would be honored to receive an opportunity for a face-to-face meeting with a distinguished Polish official, to explore avenues for advancing our bilateral relations and to further discuss topics of shared concern. We are confident that an affirmative response to this proposal will serve as a compelling testament to the capacity of our nations to maintain a positive and collaborative spirit, regardless of the challenges that may arise.

Yours in Diplomacy,

Surakiart Sathirathai

Security: Secured and Encrypted Secret by POSP
Minister Sathirathai,

Thank you for reaching out to the Polish Ministry of Foreign Affairs regarding attempts to enhance bilateral dialogue between our two nations. At the present time Jerzy Kolenda, the Polish Ambassador to Thailand, is awaiting the reconstruction of the Polish Embassy within Thailand following the terrorist attack that took the lives of several attaches, aides, and diplomats working within the building at the time of the explosion. While we await the reconstruction of the Embassy, we would be more than willing to host an official meeting between Pongsapat Patanakosol, your ambassador to Poland, and a diplomat from our Asia-Pacific Department in order to facilitate these talks.

At the current time, we have a slot for a meeting within that department on the 8th of January, 2006. If you would like to arrive at 10 A.M. on that day we can be sure to get you in a secure conference room to begin these discussions.
Regards,

Czesława Olszewska

Following the Thai Foreign Ministry’s confirmation, Ambassador Pongsapat Patanakosol’s agreement to the meeting’s terms was telegraphed to the Polish authorities. He decided on the public metro, a choice he silently acknowledged as a small personal statement—his own Bangkok had learned to breathe through the pulse of its trains. He wore the dark blue suit of his office; a common sight yet an intimate reminder of his role. The morning sun caught the gold of his lapel, the intricate sickle and hammer a quiet rebellion, each glint whispering of the freedom, equality, and solidarity he carried in his heart from the very streets he walked away from, to the foreign ministry he was to visit.

His phone vibrated insistently, a digital deluge washing over him. He pulled it out; images of his wife, released from her Bangkok office after her workday, flickered across the screen, along with loving texts. A tender smile softened his features as he typed replies. The brief exchange, warm as the Thai sun, threw the sterile routine of Europe into sharp relief. Here, where work seemed to stretch without end, a joyless grind measured in long hours, a stark contrast to the sun-drenched rhythm of home, where life was measured in six-hour days, and freedom found itself in each day. He suddenly found himself before the imposing Polish Foreign Ministry, the cool metal of his daughter’s tablet, a gift from another world, warm against his palm.

Should a security officer request credentials, Pongsapat would present his diplomatic passport, a mark of Thai sovereignty, issued by his Ministry. He stepped inside, the polished expanse a cold heart of Polish diplomacy, each hall and doorway echoing with unseen power. He would soon reach the reception, where, in an act of bureaucratic theatre, he would register his presence, the Thai seal on his documents, a small defiance amidst the grey. From there, an attendant would likely direct him to the Department of Asia-Pacific, a journey through this foreign labyrinth.

The glass doors of the Foreign Ministry building reflected the cold winter sunlight as Ambassador Pongsapat Patanakosol stepped into the warmth of the building. Inside, the building was quiet, with the sound of the marble flooring amplifying the sound of his footsteps throughout the quiet of the entry. While the air was formal, it was certainly kept warm from the outside freezing temperatures, fitting for the heart of Polish diplomacy.

At the security checkpoint, an uniformed officer would give the Ambassador a quick profession glance. His eyes would briefly flick over the gold insignia on Pongsapat's lapel before focusing on the diplomatic passport in his hand.

"Place all loose items into the container," he said holding a plastic tub towards the Ambassador, "before we can go through the scanner."

The officer would await for the items to be placed in the tub before it was ran through an X-ray machine. Once the tub had passed through the machine, Pongsapat would be waved to come through the scanner that was erected just next to the guard station. Once to the other side, a sensitive wand would be passed over the Ambassador's body while a police dog sat nearby, ready to alert on any drugs, explosives, or gunpowder on the Ambassador's person. Should the Ambassador be cleared of any contraband, he would be allowed past the security checkpoint while the guards turned their attention to the next person in line. They would receive the same treatment.

As the Ambassador walked through the Ministry's halls, following the well marks signs in Polish and English towards his destination, the polished surfaces and official portraits would serve as a reminder to Pongsapat of Poland's deep history and its evolving role in international affairs. Under King Grabowski, the Kingdom of Poland had become quite confident in its diplomatic presence.

At the reception, one of the present clerks took the Ambassador's documents and registered his arrival on the computer that sat on the desk before her. The Thai seal on his paperwork would catch her eye for the briefest of moments before she returned to her routine.

"Ambassador Patanakosol," she said sweetly, "the Department of Asia-Pacific Affairs is expecting you. Please follow me."

She would lead the Ambassador into the locked hallway hosting conference rooms and diplomatic affairs offices. The hallways, though formal and reserved, reflected a country that had learned how to navigate the complex world of modern diplomacy. Several pictures taken at times of the signing of different treaties throughout the Asia-Pacific dotted the hallway, including a few taken of the Thai-Polish relations. While the environment may have a distinct lack of warmth of Bangkok, there was certainly a clear purpose and energy within the Ministry's halls, ready to shape the discussions ahead.

The Ambassador would be lead to the simple wooden door bearing the plaque that read Zachariasz Kowalski before the clerk knocked and entered the room, shutting the door behind her and leaving the Ambassador in the hallway by his lonesome for a few seconds before she stepped back out.

"Deputy Minister Kowalski will see you now, Ambassador."

The clerk would turn and leave back down the hallway they came from, leaving the Ambassador standing in front of the open door leading to a well kept office and a middle-aged balding man sipping something hot and steaming from a mug.

Ambassador Pongsapat offered his hand, the clasp warm and firm, a working hand, a diplomat's hand. "Deputy Minister Kowalski," he greeted, a smile breaking across his face, genuine and devoid of any diplomatic artifice, "a true pleasure." He waited for the offer to sit, his gaze taking in the Ministry office, not with superficial praise, but with a thoughtful consideration. “This Ministry,” he began, his voice measured, “it breathes history, Deputy Minister. One can sense the weight of decisions made within these walls, the quiet intensity of shaping nations.” He allowed a small, appreciative chuckle. “Perhaps that shared sense of purpose, of building something lasting, is why Thailand sees such promise in our partnership with Poland. We are both nations who understand the enduring power of culture.”

From his inner pocket, he withdrew a photograph, a moment captured and preserved. It was a portrait of the King of Poland during his state visit to Thailand. He held it gently. “This,” he murmured, “is more than just an image, Deputy Minister. It is a reminder of respect, of the bridges built between our peoples. It sits on my desk in Warsaw, a daily testament to the traditions Poland holds dear, even amidst your remarkable progress.” He returned the photo to his pocket, the gesture deliberate, respectful. “Thailand believes deeply in the bedrock of our foreign policies, in principles that resonate universally. We reject the notion that differing ideologies must negate connection. Effective diplomacy, as we see it, is about transcending such divides.”

He paused, a beat of emphasis. “Thailand is committed to building strong, constructive partnerships across the globe. And we are here, keen to explore the depths of what we can achieve with Poland. Imagine – deeper people-to-people connections, visas that ease the flow of understanding, joint ventures sparking new technologies, collaborative paths towards sustainable growth. These are not just possibilities, Deputy Minister, but tangible aspirations that Thailand brings to this table. We are here to discover if Poland shares this vision, this commitment to nurturing a truly vibrant relationship." His smile returned, calm and expectant, a quiet invitation hanging in the air.

Deputy Minister Kowalski would stand up and shake the offered hand of the Thai ambassador before inviting the man to sit down opposite of him before taking his own seat.

"I appreciate you saying that, Ambassador. These halls certainly have their share of history, as much as I imagine your own does."

The Deputy Minister looked thoughtfully at the photo before turning his attention back to the face of the Thai ambassador. He felt the photograph was a little over the top as well as the explanation but one can never truly understand the way the Thai people operate. He could have been genuine but he certainly felt as if he was attempting to soften him up for further discussions.

"Poland stands in agreement with the statement that differing ideologies must negate a connection. They can certainly hamper connections but that does not eliminate them entirely. Effective diplomacy would typically be described as such I believe."

The Deputy Minister would visibly think about the veiled proposal from the Ambassador as he typed something into the computer that sat angled away from the Ambassador. A few clicks and a stoic face was all the Ambassador could see for a moment before the Minister's attention was returned to the Ambassador.

"I do believe we were invited some time ago to your Scientific cooperative and an economic cooperative but we declined that invitation. Poland certainly shares the vision of a closer international community and ease of travel. It's why we were one of the first in the modern world to offer Memorandum of Understandings regarding Education with several key nations. South Korea, Russia, Congo, France, Germany, and Israel to name a few. However, we do not believe in the recent expansion of socialism or communism as we have seen as to date. I am sure you can understand as to why we are not remotely fans of this form of government given our history with the Soviet Union and the systemic persecution of our citizens. Not say it is the only form we do not like. We are not particularly fond of Fascism either. It is the policy of the Ministry of Foreign Affairs and the whole of the Government to prevent other innocent civilians from being persecuted under the guise of social liberalism. Despite that, Poland is willing to negotiate with the Thai government on some things. Out of respect for the friendship shared by your Prime Minister and our own King."

Ambassador Pongsapat smiled warmly, contrasting with the Polish Deputy Minister’s guarded demeanor. "'One of the first modern nations' is an understatement, Deputy Minister. Poland is a pioneer in student exchange programs in the diplomatic halls of Thailand. Your nation's influence far exceeds our large student exchange program with the United Kingdom. As you put it, Poland’s dedication to a world brought closer by cooperation and eased travel is evident." He changed the subject with a friendly smile that deepened his sincerity.

"As for Socialism and Communism, Thailand's stance remains the same as during the previous meeting between Prime Minister Thaksin Shinawatra and His Majesty the King of Poland. Thai Socialism, officially designated as Socialist Participatory Democracy, is an ideology that is starkly different from that of the Soviet-style Communism that had cast such a dark shadow and inflicted such deep wounds on the Eastern Europeans.” He paused with a calm gaze.

“Please, I don’t want to be seen as lecturing, however, to equate our ideology that is heavily inspired by Trotskyism, Neo-Marxism, and Democratic Confederalism is a deliberative mischaracterization of the aspiration of our people. It would be a terrible injustice to the numerous members of the Left Opposition who died specifically for speaking out against the Soviet Union's descent into authoritarianism." He explained his tone was even and level, yet with a steel of conviction. "Thailand greatly admires the Eastern Europeans who had struggled for their freedom against Soviet domination. Rest assured that our communist history also bears the wounds of red tyranny, of massacres perpetrated against those who challenged the revisionist trend of Stalinism and the subsequent bureaucratic degeneration. The Soviet Union rightfully collapsed because it betrayed its original promise of workers’ empowerment. Deputy Minister, We also view the Soviet Union with profound and unshakable contempt.”

He allowed a silence to drop, then returned to an open, hospitable rhythm, his smile rebounding strongly. "Is there something more you still doubt about our commitment to the theoretically right practice of communism? Thailand believes that we must iron out any inconsistencies before we can engage in a true and sincere negotiation." He gave one final expectant smile, a long bridge.

"I apologize if my words seem harsh, dear Ambassador, but to be frank with you 'Seeing is Believing'. As you can attest, Thailand's socialist reform is still quite in its infancy and has yet to be truly tested by the international stage and domestically. Not saying you have not faced your own internal struggles with the bombing of embassies, including the Polish one, as well as the attempted assassination of Prime Minister Thaksin. But your newly hatched socialist utopia hasn't faced the challenges of natural disasters, trade wars, war itself, or even mass protests. As time goes on and Thailand proves its point of avoiding the trappings of communism and other far-left extremism that has plagued other socialist and communist nations in the past, Poland and Thailand will become close once more. We do not have a problem with the theoretical right practice as you put it but we do have an earned pessimism from a historical context. I do not want you to take it that way. But I am sure you did not come to debate whether Thailand's way is the best way but rather you had some other form of business to conduct with me."

"Would you care for something to drink while we talk? Tea perhaps? Something stronger even?"

“I am certainly not here for an ideological debate, Deputy Minister, however, your ‘earned pessimism’ is akin to missing the forest for the trees. It is as if you equate monarchism with fascism. I can’t grasp how someone who has suffered from the inhumane and totalitarian wrath of Marxism-Leninism would see Thai Socialism as something infinitely close to such a system, Deputy Minister. Had I must remind you that Thailand was born out of a revolution in 1998 when we stormed the Grand Palace and put the former King under the law before finally bringing justice to the people? If you study our system closer, you will immediately understand that the foundation of it is completely on a different side of the political spectrum as the Warsaw Pact. I imagine that you will also have to defend your country, the same if I say that your system is akin to anarcho-capitalism. That is the extent of your misunderstanding.” He paused before moving forward.

“Before I will engage in a substantive discussion, what does Poland think of the current economic collapse in Russia and India? I have to admit, we are experiencing massive instability from the domino effect, the living standard is dropping.”

"I apologize for being stuck on the ideological debate, Ambassador but I feel it is necessary to respond to your statements to insure we remain on the same basis for the future talks between our nations. While I understand your nation's own history with your former king and the revolution to oust him, I must remind you that our King was installed by the people following mass protests and peaceful demonstrations. We consider ourselves a hybridization of a monarchy and a democracy. Not quite a constitutional monarchy even though there is indeed a constitution. By comparing monarchism to fascism does not even begin to equate. There are several key differences between the two. Such as the core differences. Monarchism often lauds tradition, stability, and legitimacy through bloodlines, or by the people for Poland's sake. Fascism is often characterized as a ultranationalist, totalitarian ideology that lauds militarism, suppression of dissent, and state-controlled nationalism."

Deputy Minister Kowalski's demeanor remained calm throughout the conversation. Political ideological debate was a favorite past time that led him to the Ministry of Foreign Affairs in the first place.

"As for the similarities between Trotskyism and Marxist-Leninism, they are not so far from one another. Both are born from Karl Marx's ideology. Except one proposes to secure the state under a central party, much like fascism, and the other seeks to insure socialism survives by seeding revolution world wide. Ambassador, would you not have concerns if a nation whos ideology has direct relation to one that killed millions of your people over a sixty year period and whos purpose is to spread Socialism through revolution worldwide to insure its survival? Permanent revolution is the core philosophy for Trotskyism and the denial of that would be a fabrication of the truth.

As for the Russian and Indian economic situation, we will stand by our sister nation of Russia, as we do with our sister nation of Ukraine. We have had some business dealings with the Indians but have not engaged in any significant diplomatic dealings for their economic condition to bring in hazards our way. As for Poland's survivability of the economic depression, we are safe from harm I believe. We host a significant number of trade agreements with different nations, including Russia, and our own domestic production should see us through this depression. Our citizens safety and security will always be chief among our priorities."

“I don’t think you understand what I am saying, Deputy Minister. I am not saying that I am equating your unique Polish system with fascism. I am saying that the fact that you believe Thai Socialism and in any conceivable way similar to Marxist-Leninism is akin to equating Monarchism with Fascism. And as you have said it, it doesn’t make any sense. I am talking about your misunderstanding here.

I also don’t think you utterly understand what the differences are between Marxism-Leninism and Trotskyism, Deputy Minister. I am a Marxist theorist, and you are not, that is for sure. Your assertion that these two ideologies are not far from one another is a significant oversimplification and fundamentally misunderstands the deep chasm that separates these two ideological currents. Marxist-Leninism does not seek to put the state under a central party, Deputy Minister. The correct term, Stalinism, aims to put a single person at the top of all decision-making. It is unlike Fascism because there is no market mechanism and the fascist champions entrepreneurship.

Again, your misunderstanding of esteemed comrade Trotsky’s concept of the Permanent Revolution is deeply concerning. In no way is the foundation of such a theory about world revolution, which is a different concept shared by classical Marxists. Permanent Revolution is, inherently, a fundamental theory about the continuous process of the revolution that must keep happening and in no way implies immediate global revolutions. If you truly understand Trotskyist theories, you would understand that the world has been in the period aligning with the Permanent Revolution since 1998. Since that year, not a single day does not include the continuous process of the Permanent Revolution. You can’t simply pretend to know about Marxism without reading any theoretical pieces, Deputy Minister.

Moreover, in the spirit of transparency and open dialogue, I must admit that you are very ill-informed about Marxist theories. The fact that you think Trotskyism and Marxist-Leninism are close is unambiguous evidence. The former is about democracy and the latter is about explicit dictatorship. For Trotsky’s sake, Deputy Minister, when did all far-left thinkers accept that the Soviet Union or even every country in the Warsaw Pact is a communist nation? Never, Deputy Minister. During the Cold War, you lived in a deformed workers’ state ruled by the degenerated workers’ state.”

The Thai ambassador moved on to the more pressing issue.

“I agree, Deputy Minister. The current situation in Russia and India is a huge concern and it is affecting nations across the globe. I am glad that Poland is not being affected much. This speaks volumes about your national resilience. If possible, Thailand would like to engage in a student exchange program with Poland given your country expertise in it. Our young minds would be very eager to learn about your culture and what makes Poland’s rise to a significant global position so successful.”
