To the Department of State of Portugal,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand presents its highest regards to the Department of State of the Portuguese Republic and has the honor to convey Thailand's intention to further enhance the profound bilateral ties uniting our nations.

Recognizing the enduring friendship and value-driven nature of our relations, the Ministry affirms its unwavering confidence that under the leadership of President Pedro da Gama, Portugal will continue to foster closer connections with Thailand. Both nations have demonstrated a mutual commitment to equitable labor practices and workforce welfare—principles reaffirmed during the recent conversation between Prime Minister Thaksin Shinawatra and President da Gama following his election. This shared dedication reflects our common aspiration for just and sustainable socio-economic progress.

In pursuit of a more just and equitable global community, the Ministry proposes an official visit by Her Excellency Panthipha Iamsuttha Ekarohit, Director-General of European Affairs, to Portugal. This visit aims to reaffirm the strong, enduring ties between our nations and to explore new avenues for deepened cooperation. Thailand and Portugal share a steadfast belief in democratic ideals, exemplified by our nations' commitment to liberty, justice, and equity. Portugal, as one of Europe’s most vibrant democracies, stands as a beacon of resilience, embodying values that resonate deeply with Thailand's dedication to human rights and humanitarianism.

The Ministry profoundly hopes that the Department of State of Portugal shares our vision for a world that prioritizes human dignity and collective advancement over the growing tide of authoritarianism. Together, Thailand and Portugal can forge a path on the right side of history, championing values that uplift humanity. We eagerly anticipate your favorable response.

Sincerely,

Panthipha Iamsuttha Ekarohit
Director-General

Subject: RE: Deepening Bilateral Cooperation Between Thailand and Portugal

The Department of State of the Portuguese Republic acknowledges receipt of the Ministry of Foreign Affairs of the Socialist Republic of Thailand’s communication and extends its regards. Portugal appreciates the outreach and the intent to foster bilateral engagement.

At this time, however, due to pressing domestic obligations, the Secretary of State is unable to host an in-person visit from Her Excellency Panthipha Iamsuttha Ekarohit. While regrettable, we remain committed to constructive dialogue and propose conducting the discussion through a virtual or telephonic meeting. This alternative would allow us to address key matters of mutual interest without delay.

The Portuguese Republic does recognize the historical significance of its relationship with Thailand. However, the new administration is currently reassessing its foreign policy priorities to ensure alignment with partners who share a broad commitment to democratic governance, international stability, and transparency. We are keen to ensure that our partnerships reflect not only shared values but also practical avenues for collaboration that prioritize global security and sustainable progress.

In this context, we welcome a candid discussion to identify areas of mutual alignment and cooperation. We also encourage a frank exchange on how our nations can jointly contribute to a stable international order while navigating evolving geopolitical dynamics.

Please let us know if this alternative format is agreeable. Portugal remains open to dialogue and is committed to fostering relations that serve the interests of our people and promote lasting stability.

Secretary of State of the Portuguese Republic,
Luis Amado,
