Prime Minister Sánchez,

The plight of the Spanish people, and indeed of those residing in Catalonia, has not been met with apathy from the Socialist Republic of Thailand. I deeply regret that the confluence of complex grievances and historical perceptions has led to the ongoing armed uprising in Catalonia. We witness an unfinished dialogue between the Spanish national government and the local population seeking legitimate self-determination expression through, perhaps, internationally questionable means. Thailand is well-accustomed to secessionist sentiment, especially considering our confederal structure of 75,086 sovereign grassroots entities. I heavily sympathize with the leader of my country’s strategic partner.

However, as a nation deeply committed to the principles of democracy, social justice, economic equity, and freedom through participation, I hold deep reservations about how your government has responded to the armed uprising in Catalonia. Thailand comprehends that certain circumstances justify desperate measures such as military forces. However, as we are unwavering in human rights promotion, we question whether such a drastic, violent decision will ever lead to a lasting and peaceful resolution. Thailand believes that all human beings have inherent dignity and worth that are inviolable, even though they might be radicals, extremists, terrorists, or even separatists. We firmly stand that systemic investigation followed by concrete actions is the best path toward rehabilitation and reconciliation.

I address you as a comrade in our shared journey toward human prosperity, not as merely a democratically elected leader of a distant, partnered nation. While the use of violence is undeniable and unacceptable, we cannot repeat such a mistake by becoming what we despise. Open dialogue, inclusive negotiation, and non-violent resolution are the pathways that we must walk toward lasting peace. Prime Minister, I plead to you to reconsider the authorization of military force against innocent civilians who are exercising their right to self-determination. We recognize that your territorial integrity is internationally recognized. However, must we resort to violence against our nationals to preserve such a state structure that they feel is not genuinely empowering?

The Socialist Republic of Thailand does not intend to force the Spanish government to change its action. Yet, as a fellow-traveler in human rights promotion under our strategic partnership treaty, we expect our shared values to remain strong. I wish for a swift, peaceful, and lasting resolution to the Catalan uprising, Prime Minister.​

Dear Thaksin Shinawatra,

Let me begin by affirming what is unquestionable: Spain is, and remains, a constitutional democracy governed by the rule of law. Our territorial integrity is not a matter of sentiment but of legal mandate, affirmed repeatedly by our judiciary, our electorate, and our commitment to the European Convention on Human Rights. The Constitution of 1978, ratified overwhelmingly by the Catalan population, enshrines both our unity and our freedoms. It cannot be selectively upheld.

I do not deny that the situation in Catalonia is complex. It is the consequence of generations of political tension, fueled recently by actors both domestic and foreign who, regrettably, have chosen action over words. What we face is not a peaceful civic movement, but an armed insurrection conducted by radical factions who have explicitly rejected democratic dialogue. These are not peaceful protesters. These are individuals who have attacked civilian infrastructure, intimidated elected officials, and endangered ordinary citizens, Catalan and Spanish alike.

That said, I must be absolutely clear, the deployment of military force is not a decision my government made lightly, nor is it the instrument of first resort. It came only after autonomous regional forces were overrun and civil police rendered incapable of restoring public order. Even in this, military conduct has been held to strict humanitarian standards, with government human rights monitors to be embedded and oversight mechanisms active. We do not target civilians. We protect them, from extremists who wear the mask of self-determination to justify political violence.

We hear your call for restraint. And I assure you, it is heeded. But there can be no meaningful peace without law, no democracy without security, and no dialogue under duress. Spain is prepared, as always, to speak with Catalonia’s legitimate civic leaders, those elected through democratic means and willing to renounce violence. But we will not confer legitimacy upon those who raise arms against their fellow citizens.

Thailand’s model, rich in local governance and grassroots participation, is admirable. But each nation must find its own equilibrium. Ours is built not on fragmentation, but on shared history, cooperative autonomy, and a commitment to pluralism within unity. The preservation of that model is not repression, it is democracy in defense of itself.

We remain open to continued dialogue with the Thai government under the framework of our strategic partnership. Let this moment challenge us to be not only advocates for peace, but realists in its pursuit.

To the Ministry of Foreign Affairs of Spain,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand extends its greetings to the Ministry of Foreign Affairs of the Kingdom of Spain. We are honored to continue the dialogue left by Rotating Coordinator Thaksin Shinawatra and Foreign Minister José Manuel Albares.

Thailand is appreciative and grateful for the Spanish Foreign Ministry’s effort to clarify the predicament of the armed Catalan uprising. We, however, are deeply concerned about the correspondence’s mentioning possible external actors involved in such a sedition. The Ministry of Foreign Affairs seeks more information regarding potential foreign interference, if possible, as a treaty strategic partner to Spain. Thailand remains deeply committed to democracy, human rights, and the rule of law as stipulated under our bilateral agreement, and we will support the Spanish government in any effort to apprehend the wrongdoers.​
