Subject: Permission request to resupply for the Congo Humanitarian mission in South Africa

Security Type: High Secure Encrypted Method - Protect by NIA Counter-Intelligence Service - The decryption method is sent separately via fax

Dear Peter Hultqvist,

The Republic of Thailand is currently in discussions regarding the humanitarian mission with the Republic of Congo and the imperial State of the Congo. We're eager to dispatch a second Humanitarian Aid Force to Africa, and we will prioritize the Congolese region this time. We request Sweden to locate a suitable resupply dock for our fleet off the coast of South Africa in the Indian Ocean on behalf of the Royal Thai Armed Forces. With 17 Endurance-class landing platform docks, five tankers, and perhaps 4 to 10 warships as escorting vessels, we intend to send about 8,500 personnel. We want to be clear that we recognize this is a large mission and that we might put some burden on your end. However, since we are carrying out this mission for our Congolese human friends, we can logistically divide our fleet among several ports.

I will be keenly waiting for your reply.

Sincerely
Chavalit Yongchaiyudh

Dear Chavalit Yongchaiyudh,

Firstly allow me to express our appreciation for humanitarian efforts in the now-war-torn Central Africa - political opinions aside the devastation caused to the civilian populations in both the Republic and Imperial State of the Congo is undeniably horrific. There is a clear desire for humanitarian aid and whilst matters of national security prevent us freom deploying ourselves, we would be happy to support the efforts of friends, allies and partners in any way we can. Thailand has, throughout our Administration's time in government, been an extremely trustworthy global partner; it would be a privilege to assist you.

Following your request I have designated Saldanha Naval Base as a suitable location for your flotilla to replenish. For your attention, this base has been designated for international use by military forces of the aforementioned friends, allies and partners, thus you may experience some heavy traffic locally. I must stress that priority to facilities will be given to vessels with an identified and credible risk to life or limb (for example hospital vessels or those carrying casualties). In the event that we experience significant delays we will visit the use of alternative ports in order to facilitate our offer in the most efficient manner possible.

I request you make the Swedish Armed Forces Headquarters aware of your arrival approximately 5 hours before you intend to arrive.

Godspeed,
Peter Hultqvist

Dear Peter Hultqvist,

I truly appreciate your assistance in supporting us with our humanitarian effort in Central Africa. As I believe it will be more convenient for you during the resupply period to learn the specifics of our deployment force for this operation, I have decided to let you know. We are sending 8,000 Humanitarian volunteers and 500 most well-recorded veterans during the Fourth Indochina War to Congo with the support of our Auxiliary Fleet consisting of 17 Endurance Class LPD and 4 Tanker 23000, which will support eight escorting vessels from the 3rd Fritgate Squadron(FS3). The FS3 consists of 6 Naresuan-class frigates and 2 Gepard-class frigates; they recently participated in a naval exercise. The Royal Thai Navy has deployed personnel of 2,401 sailors; we are deploying approximately 11,000 personnel overseas. In addition to detail, our Endurance-class LPD has 646 vehicles and significant humanitarian aid volumes.

The Humanitarian mission is risky, especially since both the Imperial and the Republic of Congo are confrontational nations that will stand up for themselves no matter what. We have forged strong ties with the Congolese Armed Forces, so we have extra protection from their army. We have an expeditionary force close to Kinshasa to prevent airstrikes on civilians. Additionally, we already have an intelligence operation running in the Imperial Congo. The NIA is sending additional units to the Congo as part of the humanitarian mission, though I am unable to disclose the details of their operation.

I will inform my Armed Forces counterpart they must notify the Swedish Armed Forces in advance regarding their arrival.

Sincerely
Chavalit Yongchaiyudh
