Dear Baatsi Bankole,

I respectfully reach out on the Republic Government of Thailand's behalf to inform you that we are looking to send a fleet of 8,500 personnel, 17 transport ships, and up to 8 warships to the Imperial State of the Congo. We have been observing the situation in both Congos simultaneously, and we believe it is necessary to send a humanitarian mission that is impartial and supports the well-being of civilians. We intend to deploy in both nations, and we are also requesting permission from the Republic of Congo. Without passing judgment on anyone's identity, we declare our desire to assist the Congolese people suffering due to the conflict or war currently inside the region.

We have always respected and had goodwill for your country as a partner of Congo. We sincerely hope you will accept our request to assist your citizens, civilians, and innocents. The international community is keenly following the conflict between the Congos, and if both of the Congos agree to our proposal for a humanitarian mission, it will demonstrate a considerable improvement in the peace effort. If you believe that this mission is necessary, kindly let me know.

Sincerely
Sopa Pimolkittikool

Your message could not have come at a better time. With the air campaign recently run on the former city known as Pointe-Noire, there are now over one million Republican refugees across the country, currently directed towards our borders for organization into refugee camps. However, we do have reason to believe that some Republican-aligned militia - who are not covered in our current unspoken ceasefire - are still operating in the area, and we cannot allow any foreign personnel into the Republican land for more than 24 hours, and we cannot allow any persons to cross into the Imperial Congo without a full search. Until these militias are dealt with, we do believe there is a significant barrier to humanitarian aid. If you would still like to begin an operation restricted to within the Imperial Congolese land, we welcome you and have already encouraged refugees to make their way to our borders. But as it stands, we will not permit a Thai, or any foreign, presence in Republican territory.

Best Regards,
Baatsi Bankole, Minister of Foreing Affairs

Dear Baatsi Bankole,

I appreciate your response. We now realize that a Republican-aligned militia still exists and could pose a threat to the Humanitarian Aid Force. In response to your request, we won't enter Republic territory because our neutral force continues to be in immediate danger. I want to find out how the refugee camp is doing and if there is anywhere that right now needs assistance from a humanitarian mission. As soon as we have more information about the situation, we will dispatch the Humanitarian Aid Force.

Sincerely

We are currently establishing a camp at Kinkenge, just across the border. Currently, an estimated 120,000 refugees have arrived, however as time goes on we expect at least 600,000, up to 1,000,000 refugees to arrive from Pointe-Noire alone. We also have plans in the works to establish a second camp closer to the capital for the estimated 50,000-200,000 refugees we might be expecting from there.

Your force will be welcomed in Banana whenever they arrive. We cannot wait for your support for these poor people who have been betrayed by their government.

Best Regards,
Baatsi Bankole, Minister of Foreing Affairs

Subject: Thai military presence in Congo

Security Type: Maximum Secure Encrypted Method - Protect by NIA Counter-Intelligence Service - The decryption method is sent separately via fax

Dear Hamisi Falana,

The Royal Thai Navy has deployed 2,401 personnel to the Congo as part of the Humanitarian mission. We have eight warships near the shore of the Banana port. We want to anchor there for some time as our duty remain to protect the Thai volunteer overseas. We would resupply and replenish at the Banana port. We will become one of the security operations in the Congolese waters to ensure nothing can hinder our effort for Humanity. We have 500 veterans of the Fourth Indochina War, including their equipment protecting the refugee camp in Kinkenge. We also have another 8,000 Army personnel who are also well-trained in Congo. While the deployment is extensive, we want to confirm we have no intention to harm the Congolese nation or its people. Our duty and objective remain to protect Thailand's oversea deployment of its volunteer and the Congolese innocent from any threat. We will continue to act as an international Humanitarian Force. Central Africa is a poor region, and we deem it can't sustain long aid. So, we are responsible for assisting and delivering any help the Congolese people need. Please acknowledge that we won't appreciate any attack or harm against our volunteers or personnel. We emphasize that our entire deployment of Army personnel is ready to engage in conflict if needed.

Sincerely
Chavalit Yongchaiyudh
Minister of Defence
Republic of Thailand
