MOI Issues first edict since taking power, focused on cutting corruption, better funding for police.


The Moi Government today announced the their first edict since taking power in Kenyan some weeks ago, this edict, long expected, comes laongside the arrest of several local officials and organized crime bosses in a massive round up of those suspected of corruption and running criminal enterprises within the country. The Edict comes alongside a planned 1.6 billion dollar investment into the local security infrastructures of Kenya.

From the Office of the President of Kenya, and Chairman of the Kenya African National Union, Daniel Moi, an Edict, to fight corruption and strengthen law and order within Kenya, to encourage business development by fighting crime, and to eliminate organized cartels that pray on the people of Kenya.





Section 1: Anti-Corruption Statutes





Act 1: Establishment of the Better Government Bureau


  1. Creates the infrastructure and bureaucracy of the Better Government Bureau, an agency focused on hearing concerns directly from citizens, especially concerns related to local corruption
  2. Orders all government agencies national and local to cooperate with the Better Government Bureau to publish a complete audit of the use of tax payer funds, and where specifically such funds are allocated
  3. Creates an amnesty and whistleblower protection mechanism, by which those who report corruption and effectively inform on corrupt organizations within the government will be shielded from criminal prosecution and compensated

Act 2: Establishment of the Federal Internal Police Affairs Division


  1. Creates the infrastructure and bureaucracy of the Federal Internal Police Affairs Division, an agency focused on rooting out corruption and excessive actions taken by all law enforcement agencies within the Kenyan United State
  2. Orders all Law Enforcement Agencies within the Kenyan United State to cooperate fully with the Federal Internal Police Affairs Divisions to create an audit and review all cases, to ensure that evidence has been properly stored, prisoners properly treated, and justice properly carried out
  3. Creates an amnesty and whisteblower protection mechanism, specifically for members of Law Enforcement who inform upon corruption and excessive force within the law enforcement community, shielding them from criminal prosecution and effectively compensating them

Act 3: National Security Infrastructure


  1. Allocates special funding for the modernization and updating of the Kenyan Police Force; the purchase of new firearms, vehicles, radios, and other support equipment. The modernization of police stations and fire stations
  2. The modernization of the Kenyan Emergency Reporting System to allow Emergencies to be called in with a central number as well as reported via text and email. Funds allocated to increase the network strength as well as add servers to handle the additional load
