If I recall correctly, isn't Sumit barred from transferring territories peacefully to other nations?

As per the agreement you read, it specifies that the land will be returned the moment the war is over.
This means it has no everlasting impact on the MNVerse, thus is valid. This is the same for all territories, per my discussion with Dutchy.
