In addition to seeking permission to begin the process of possibly opening official diplomatic staffs in our respective countries, we also wish to relay that there is a general agreement in the cabinet that there should also be a real push towards forging ties in more than just the usual formalities. To state that you hope that the Ottoman Ottoman Sultanate is worthy of attention from the German Reich is something that I hope can be cleared up in the future; after all, we did support your endeavors to bring down the corrupt President Erdogan and advocated for the reestablishment of the Ottoman monarchy. Regarding the reopening of diplomatic ties between our two countries, I feel that it shouldn't even need to be stated that we would be overjoyed to reopen our borders and reestablish our diplomatic missions with one–another. The Kaiser feels much the same way about Turkey as he stated at his Q&A back in November regarding Turkish relations.

The government of Germany would be more than happy to accommodate for travels to and from our countries for state officials, but you must also understand our wariness. While we did advocate for the peaceful reestablishment of the Ottoman Caliphate, the German People are not nearly as convinced as the Kaiser or I that your intentions mean well, and debate in the Reichstag has proven that to be the case. In short, We are currently willing to reopen our Embassy in Turkey, and allow yours in Berlin, but for now, further consulates are out of the question.

I am overjoyed to hear that you will permit us the ability to open an embassy in Berlin. My government, due to it wishing to distance itself as much as possible from the republican regime, wish to open the embassy in a location that isn't the previous one. After a brief look over the properties present in Berlin, we believe that the "Juwel-Palais" on Gertraudenstraße 10-12 is perfect. At the present time, the building is a historic landmark that is being used for offices and other commercial enterprises. We are willing, to pay for the costs of buying out the commercial businesses there, as well as the building. In addition, we are more than happy to keep your government in the loop regarding renovations to the site, since it's a historic landmark, if they are for the floors on, or above, ground. However, we do ask that we have free reign on how we utilise the basement levels, since they will not be easily viewed by the public.

I, along with the chosen individual for the head of this diplomatic mission, are more than happy to visit you, and any other relevant ministers, in Berlin for face-to-face discussions, if you have any concerns.

Herr Kanat Ozbek,

Looking at the costs it would take to relocate the businesses and after some discussion with the Federal Minister of Finance & Economic Cooperation, I feel that the relocation of the businesses that are established there could be done easily enough. The terms, however, are quite steep; after sending an email regarding such payments to the business owners currently established at the Juwel-Palais, Minister Hierl has agreed with me that an adequate payment for a quick relocation, which includes the purchasing of another building, renovations to prepare it for becoming an Embassy, and the costs of moving businesses to a new location would be in the range of around 12.5 million US dollars.

I hope the price isn't too terribly steep, but if it is, we can still negotiate on the cost of the location in order to properly assess what rooms would need renovation, how the businesses can go forwards with as little hassle as possible, and what we can do to lower the costs for all parties involved.

A quickly-sent, private and encrypted email had been sent as soon as the German Reich had completed its purchase of the Jewel Palace, stating that it was ready to engage in negotiations with the Turkish ambassador and the Vizier for Foreign Affairs at their discretion. It would be stated that upon arrival, the Turkish diplomats would be escorted to the Federal Foreign Office at Werderscher Markt 1, 10117 Berlin to meet with a representative of the Royal Household, the Reich Chancellor herself, and the Federal Minister of Foreign Affairs.

"Willkommen in Berlin! Der Flug 18 aus Istanbul ist im Terminal 2 angekommen."

Two Turkish males walked into the terminal, having disembarked from the flight being mentioned by tannoy. The first, Kanat Ozbek in a brown suit, accompanied by a burgundy tie, and topped off with a black overcoat, briefcase and homburg, was accompanied by another, who was wearing a frilly blue shirt, accompanied by a black bow tie, bottle green velvet suit and trousers, finished with a black Inverness cape.

"You fetch the bags, old chap," The caped male directed to The Vizier. "I'll quickly nip outside and fetch us a taxi."

With a nod, Kanat busied himself with waiting for their suitcases to appear on the conveyor belt loop. Once that task was completed, they loaded them into the boot of the taxi and got in.

"Werderscher Markt 1, bitte."

"Sehr gut!" The driver replied before speeding off into Berlin.

"Not exactly pretty, is it?"

The two males stared up at the glass building they had been dropped off outside of. The Federal Foreign Office, their destination, had drawn the disapproval of The Vizier's companion.

"Buildings aren't exactly there to stare at, Doctor." Kanat countered, but was met with a raised eyebrow.

"If that was the case, then why do we have such pieces of architecture like The Hagia Sophia?" The doctor said in rebuttal. "Or the palaces of our newly restored royal family? If the aesthetics of the building didn't matter, why make such magnificent structures to live in?"

Defeat, Kanat rolled his eyes and ventured into the building, with the doctor following swiftly behind him.

"Excuse me," Kanat said, once he had reached the reception desk. "My name is Kanat Ozbek, I am here to speak to Karsten Jürke, if they have the time. If you were to mention my name to him, I am sure that he will be more than happy to meet me and my colleague here.

The receptionist turned her head and gave a warm smile in return to Kanat before confirming that there was already plans in place for the Turkish diplomats.
"Ah, so you are Vizier Kanat? Frau Kanzlerin und Herr Minister are waiting for you both upstairs. Take the elevator to the third floor, and search for the door marked with Herr Jürke's name." Before the receptionist could direct the pair of men further, she was interrupted by a phone call, which she answered quickly and without delay. If there was something that Germany could always be, it was top–of–the–line and efficient.

Prior to the two gentlemen landing at Berlin–Tegel, Karsten Jürke had already prepared for the arrival of the ambassador and Vizier of Foreign Affairs, and upon their arrival, their escort, courtesy of the Federal Police, had already made the necessary phone call to the Federal Foreign Office, which then proceeded to contact the representative of House Hohenzollern, Minister Celina Kästner, as well as the office of the Reich Chancellor. In minutes, the two had already come to the Federal Foreign Office to discuss on the matter of the new Turkish Embassy, and hopefully get some clarification of their own on where their new Embassy would be located.

"Thank you, my dear!" The doctor replied gratefully, before showing the receptionist both of his hands. After turning them around, so that she could both sides had nothing in them, he clapped his hands together, causing a rose to appear practically out of thin air. He then presented it to her.

"A present from me," He remarked before turning to The Vizier. "Come along, Kanat."

The pair then ventured upstairs to the third floor and knocked on door of Karsten Jürke's office.

The Federal Minister of Foreign Affairs, busying himself on paperwork while he waited for the Vizier to arrive, looked up almost immediately at the sound of the knock on his door. Knowing that it was likely his guests, and not any other members of the Federal Foreign Office coming to deliver him more stacks of paperwork to sift through, he stood up from the chair, his back creaking in protest as he sat up for what felt like the first time that day. Opening the door, he gave a warm smile to the Vizier of Foreign Affairs and his companion, extending his hand in a welcoming light.

"Guten tag Herr Vizier; I was wondering when you would arrive," the man greeted with enthusiastic energy, despite the bags under his eyes from an insomniac's prison of wakefulness being very apparent.

"The escort detail I had stationed at Berlin–Tegel told me that you both had left to already find a taxi after they had called us here. Please, won't you come in?" he asked kindly, gesturing to the interior of his office. The Minister's office was far different from the rather drab and professionally dull–looking exterior and interior of the rest of the building, as he seemed to be a man of class who preferred a more artistic style to his work-space. Marble lined the walls, with several paintings of famous German politicians such as Otto von Bismark, Adolf Hitler, and Angela Merkel were hung from them with care given to how they looked. In the background, classical music by Mozart was softly playing, whispering calming delights to any who would've entered the room without knowing that it was supposed to be a government office.

The ceiling had, instead of your typical florescent light fixtures, sets of square light fixtures that gave the room a much softer tone than the ones that you'd typically find in offices belonging to the government. A burgundy desk, with matching placard, penbox, paper trays, and a high back leather chair of the same color were all situated in front of a wall with a window looking out onto the busy Berlin streets below. Behind the chair was set up the Reichsflagge and the Bundesflagge, respectively flanking each other on the right and the left of the desk. The desk itself, at its front, had two basic office chairs, in which two of the most powerful women in Germany sat: the Reich Chancellor to the right, and the Minister of the Royal Household on the left. This seemed less of an office, and more of a home, which was ironically often the case for Minister Jürke, who prided his work for the Federal Government more than life itself at times.

"Forgive me for the rather messy display of my desk," Minister Jürke stammered in rapid apology, walking over to move some of the offending documentation into the burgundy paper tray to his right as he took his seat as the two women in front of him stood up to greet the Vizier and his companion.

"Good afternoon Herr Vizier. I am Kanzlerin Nahles, and this is Frau Kästner of the Royal Household," the Reich Chancellor greeted professionally, and rather coldly. While she was not making an attempt to be rude or quick, it could be interpreted as such in the wrong scenario. She was just a rather aloof person, far more–so than most of her Cabinet.

"Guten tag, meine Damen und Herren," The doctor greeted warmly, as he removed his cape with a flourish and then shook the man's hand warmly. When he approached the women, he gently grasped their hands individually and kissed them tenderly like a gentleman from the 1800's.

"I'd like to introduce you three to Doctor Mason," Kanat said, as he watched the doctor greet each of the German officials. "He is most happy to be here, and will be your first port of call with Turkey, its government, and its sovereign."

The Vizier then presented his briefcase.

"Meanwhile, I have here in this briefcase the money you requested for the premises we desire for our embassy, $12,500,000 exactly. If the price has increased since then, I am authorised to request a transfer of the outstanding balance from The Treasury. If it's less than first predicted, then I have been asked to present the excess to The German Government as a gift."

While both women were certainly flattered by the gentlemanly nature of Doctor Noble, it was clear that the Reich Chancellor was keeping professionalism as the most important aspect of the meeting. This was Germany's first official meeting with the new Turkish government, and suspicion was still high after the ordeals with Erdgoan and his piss–poor performance as a democratic leader. Celina, on the other hand clearly took the compliment and added a "thank you" to the ambassador afterwards, not caring much for professionalism despite the Reich Chancellor's own aloofness.

"Ah, wunderbar mein Turkish friend. Wunderbar. I believe that the Federal Minister of Finance & Economic Cooperation has the property listed in the German Treasury as of the moment as property belonging to the Federal Government. The tenants have yet to completely move out, but for the most part, have cleared out the majority of their businesses," Minister Jürke informed, unclasping the briefcase and looking inside to take a look at the money present for the German Reich. He then directed both women over to look for themselves and give their opinions. While they spoke to each other in German for around 5 minutes, the gentlemen could take a little more time to appreciate the Foreign Minister's office, which would likely vanish in the next election if SPD did not receive the vote. Thankfully, there was still another 3 years until the next Federal Election, so the Government would still see some class in its work.

"From what we understand, the property will still come out to the designated price of 12,500,000 US dollars with the proper renovations and compensation for the property in mind. Any military police protection will, for the moment, be up to your sovereign's discretion due to the German military being in the process of reorganization and rearmament." Karsten gave a yawn as he spoke, but kept going on despite his tiredness.

"Now, you have chosen a fantastic time to come here. If there are any other matters to discuss, most of my afternoon is open; however, if you have other places to be, that is understandable, but if you would like to stay a little longer here in Berlin, I would suggest taking a trip down to the Deutsches Historiches Museum to look at the new gallery depicting the history of the Federal Republic and its tumultuous history."

"Unfortunately, I am unable to stay for long. I have my own duties back in Turkey, however I can stay long enough to finalise any details regarding the premises The German Reich has decided will be suitable for their reciprocal embassy in Istanbul." Kanat apologised. "As for the doctor, his arrival here counts as his 'deployment', so to speak, here as ambassador."

"Indeed," Doctor Mason concurred. "One could say Germany is now my home from home for the foreseeable future. Once Kanat here has finished his remaining tasks, I do believe it would be a truly wonderful opportunity for the four of us to have a late lunch together, if you are hungry that is. After all, it's likely we'll be seeing a lot of each other, may as well start with our stomachs full of the best Germany has to offer in culinary delights."

"Ah, very good. I think that a late lunch will grant me the energy to keep pushing through this paperwork." Karsten stated, clasping his hands together as he turned back to Kanat.

"You needn't stay for too terribly long. I only require you to stay to, of course, sign all the necessary paperwork in the selling of the Jewel Palace to Turkey as extraterritorial land, as well as a Diplomatic Mission Agreement...Oh, and to discuss placement of the German Embassy for Istanbul." From the stack of papers, the Minister of Foreign Affairs pulled several sheets: one, a basic contract for the purchase of the Jewel Palace, and the other a Diplomatic Mission agreement with several articles.

Article 1

— (1a) The Head of the Mission is the person charged by the Sending State with the duty of acting in that capacity.
— (1b) The Members of the Mission are the Head of the mission / Members of staff of the mission.
— (1c) A Diplomatic Agents is the Head of the mission or a Member of the Diplomatic staff of the mission.
— (1d) The Premises of the Missions are buildings (Parts / Land) owned by the counter-part government, used for the purpose of the mission. (Including Residence)


Article 2
FUNCTIONS OF A DIPLOMATIC MISSION CONSIST OF —

— (2a) Representing the Sending State in the Receiving State.
— (2b) Protecting in the Receiving State, the interests of the Sending State (and its Nationals) within the limits permitted by International Law.
— (2c) Negotiating with the Government of the Receiving State.
— (2b) Ascertaining by Lawful means, conditions and developments in the Receiving State, and reporting thereon to the Government of the Sending State.
— (2e) Promoting Friendly Relations between the Sending State and the Receiving State, and developing, but not limited to, their Economic, Cultural and Scientific Relations.


Article 3
PREMISES AND DOCUMENTS OF THE MISSION —


— (3a) The Premises of the Missions shall be inviolable. Agents of the Receiving State may not enter them, except with the explicit consent of the Head of the mission.
— (3b) The Receiving State is under a Special Duty to take all appropriate steps to protect the Premises of the Mission against any intrusion /damage of the mission.
— (3c) The Premises of the Mission, Furnishings, Property and Transport of the mission shall be immune from Search, Requisition, Attachment or Execution.
— (3d) The Archives and Documents of the mission shall be inviolable, at any time and wherever they may be.
— (3e) The Receiving State shall permit / protect Free Communication of the mission for all Official Purposes. Communicating with the Government (And other Consulates of the Sending State) wherever situated, the mission may employ all appropriate means, including Diplomatic Couriers and Messages in CODE or CIPHER.


Article 4
IMMUNITY OF THE MEMBERS OF THE MISSION —

— (4a) The person of a Diplomatic Agent shall be inviolable. He shall not be liable to any form of Arrest or Detention. The Receiving State shall treat him respect and take all appropriate steps to prevent any attack on his Person, Freedom or Dignity.
— (4b) The Private Residence of a Diplomatic Agent shall enjoy the same inviolability and protection as the Premises of the Mission.
— (4c) His Papers, Correspondence and shall likewise enjoy inviolability.
— (4d) A Diplomatic Agent shall enjoy immunity from the Criminal Jurisdiction of the Receiving State. He shall also enjoy immunity from its Civil and Administrative Jurisdiction.
— (4e) A Diplomatic Agent is not obliged to give evidence as a witness.
— (4f) .The immunity of a Diplomatic Agent from the jurisdiction of the Receiving State does not exempt him from the Jurisdiction of the Sending State.
— (4g) The Members of the Family of a Diplomatic Agent forming part of his HOUSEHOLD shall, if they are not nationals of the Receiving State, enjoy the privileges mentioned in this article.
— (4h) Without prejudice to their Privileges and Immunities, it is the duty of all persons to respect the Laws and Regulations of the Receiving State. They also have a duty not to interfere in the Internal Affairs of that State.


Article 5
FUNCTIONS OF A DIPLOMATIC AGENT COMES TO AN END —

— (5a) Upon Notification by the Sending State to the Receiving State, that the function of the Diplomatic Agent has come to an end.

— (5b) Upon Notification by the Receiving State to the Sending State, that it refuses to recognize the Diplomatic Agent as a member of the mission.
— (5c) If Diplomatic Relations are broken off between two States and/or a mission is permanently or temporarily recalled, the Premises of the Mission is automatically returned to the receiving state.

"That's perfectly fine with me," Kanat replied as he scribbled his signature onto the agreement and other papers provided. "As for the address mentioned, that was a former German consulate, so it would still be abandoned from when the previous regime cut ties with ours. Still, can I have a copy of any documentation that proves Turkey is now the rightful owner of The Jewel Palace to take back to Turkey?"

"Of course. I'll send you a copy by email and fax as well," the Minister cheerfully said, taking the signed copy of the agreement and placing it on a photocopier. After a few seconds, he handed back the physical copy to the Vizier.

"As for the property requested, I am quite happy that it is still available. Thank you for taking the time to come out here."

"Well, I am certain that your country's endeavors in that regard could certainly be supported by any memorabilia from the Third Reich that we can scrounge up that doesn't already belong to a museum," Chancellor Nahles interjected to the doctor, before turning to the Federal Foreign Minister.

"Herr Minister, are we quite done here? After all, the paperwork is signed and I can send this over the briefcase to the Minister of Finance within the hour." At the question, Karsten nodded before clearing his throat.

"Yes Frau Nahles. You and Frau Kästner are free to go. Same goes with you gentlemen; I'll send an ambassador to Turkey within the month to reclaim the property of the former consulate," he added, before putting up a finger in thought for a moment. "Oh, and doctor...what time shall we meet for our lunch? That'll give me a little bit of planning time."
