Dear Mr. President,

I have been commissioned by The Grand Vizier of Turkey, Olağan Bilgelik, to relay a formal request regarding the opening of diplomatic relations between our two nations. In addition to seeking permission to begin the process of possibly opening official diplomatic staffs in our respective countries, I have also been asked to inform you that, if preliminary talks are favourable, there will be the possibility of US defence contractors being furnished with a sizeable contract to outfit the Turkish military with a variety of essentials.

To make things simpler, the Secretary of State - Hillary Clinton, would pick up the phone and call her counterpart in Turkey on an encrypted line.

Kanat answered the phone as soon as he heard that the Americans had decided to contact him directly.

"Madam Secretary!" He greeted. "How may I be of service to you today?"

 

[John]

"Hello, Mister Ozbek! I hope I'm pronouncing that correctly, if not, please excuse me. Anyway.. I'm calling about the message the President received from yourself. As he is busy at the moment, he has allowed me to take over the conversation. I'm given to understand you wish to open favourable diplomatic ties with the United States?"

 

[Retroliser]

"That is correct, Madam Secretary!" Ozbek replied. "My government is eager to, essentially, prove it, and Turkey, is worthy of the attention of others. After all, the previous regime has left a black mark on Turkey with their attempt to wipe out every Bosniak on Turkish soil. There will be a great deal on Turkey's part to demonstrate there's been a change for the better. I have been tasked with humbly asking you, The United States of America, for a chance to prove we are serious in our desire to show our collective remorse."

 

[John]

"The fact you wish to prove the world that Turkey is not what it was a few months ago is welcoming. How would you propose we do that? However, this situation with the PKK is another possible black mark, can you fill me in on the details? I'm not sure what is going on right now"

"It's a long story, but you need to know the details," Kanat said, while leaning back in his chair. "Kurdistan, literally meaning 'Home Of The Kurds' is a region of the world currently split amongst four nations. Turkey, Iraq, Iran and Syria are each the current controllers of what is termed Northern, Southern, Eastern and Western Kurdistan respectively. The region hasn't existed as a state in any unified form at any time in history, as far as I'm aware. Regardless, Turkey's section, Northern Kurdistan, spawned a political movement seeking Kurdish independence from Turkey in 1978. This movement, The PKK, styled itself as a communist, Kurdish nationalist movement that began attacking the former republican government's supporters.

Other activities included kidnapping foreign tourists, ambushes, assassinations, massacres and assorted other violent activities. There have also been numerous reports of them either being the recipient of money gained via the trafficking of narcotics, or actively being involved with narcotics trafficking or production, however they've not been definitively proven. Essentially, The Turkish Republic has been having its own Vietnam War since The PKK's birth. The Grand Vizier tried to end the conflict peacefully with the demands he made clear via worldwide media sources. By casting aside every trace of their criminal activities over the past 40 years, we would have welcomed them with open arms as equals in elections and the like, as well as revoking the status they have as a terrorist organisation in Turkish and global circles. Unfortunately, at this time, they've yet to agree. Sadly, we cannot back down, because we'd be turning a blind eye to criminals. No matter what their political motivation is, murder is murder."

"Well, with the recent election. Can I ask what will happen with the PKK now?"

"Right now, I intend to establish a grand coalition with The Party For Freedom, the liberals of Turkey that contested the campaign brilliantly," He replied. "As for The PKK, I made it absolutely clear to them that if they accepted my demands, they could contest the election as an equal. I even allowed their members to be on the ballot paper as a show of good faith. However, they continue to refuse to accept. As such, I have ordered that they be blocked from taking their seats. I am fully aware that such a course of action is bound to be criticised, however it is the equivalent of your country allowing sympathisers of Al-Qaeda to take seats in The House Of Representatives or The Senate in The States. It just can't be done in good conscience."

"So, it is possible that the insurgency may continue inside Turkey now that they have been blocked?"

 

[Retroliser]

"To be perfectly frank, Madam Secretary, I do believe it was inevitable that they would do so. They are insurrectionist-anarcho-communists and anti-capitalists, it stands to reason that no matter what we, The Turkish Government, do, they would seek conflict. As for our personal party position on the matter, The Restorationists are hoping to consider introducing home rule for them. A kind of... Devolution for a unique demographic within our country. What first needs to be done is to finalise terms with The Party For Freedom, and then craft a subsidiary constitution to be added to the main Ottoman one to formally establish this unique sub-unit of the nation.

Meanwhile, we are more than willing to bypass The PKK entirely. They do not represent the majority, and we will not negotiate with those who will not attempt to resolve their issues peacefully."

"It is nerve wracking knowing that the insurgency can pop up at any time. However, what you're proposing is essentially an autonomous area for the Kurdish population, I believe that's what you're saying? If so, do you really think it will work, the Kurdish have always wanted full independence"

"If it works for the Kurds living in the autonomous region given to them in Iraq, I fail to see why it can't work in Turkey," He remarked. "If anything, they would be treated much better by us, in comparison to the situation under Saddam Hussein in Iraq. Turkey is inherently more stable, secular, and under the new monarchist form of government, reasonable. Compared to the outright oppression performed by the deposed republicans, The Kurds would be living in paradise itself."

"Yes, but as history has proven, once independence groups get closer to their goals, they get more attracted to it"

 

[Retroliser]

"Well, that then raises the question of whether Turkey, Iraq, Iran and Syria should give up their sovereign territory for The Kurds. Would America cede territory to the Native American tribes so that they can live truly free from US rule, instead of under federal governance from Washington, D.C? If not, then you can understand why we too would not permit a rearrangement of our borders too."
