The RCD argued that the government's heavy-handed response to the protests, which included the use of lethal force, was aimed at suppressing the Berber culture and identity. The protests were sparked by the deaths of two Berber youths who were killed by police during a demonstration against the government's failure to address the region's economic and social problems. The RCD's withdrawal from the government was seen as a sign of the deep divisions within Algeria between the Arab and Berber populations.
