Greetings! I will be flying to Kiev's international airport as soon as I can secure a visa. I will bring the securities which your country has recently purchased in their physical form so that you, or a representative of your choosing, can obtain them. Please inform me where you would like to meet - please keep in mind that this should be a low-profile meeting place so that we do not draw too much attention. Or, if you prefer, I can choose a place for us to meet - possibly near the U.S. Embassy.

Mary would first securely request a visa from the Ukrainian government so that she could legally travel there. She took a private government-chartered aircraft to Ukraine, and was carrying the bonds in a briefcase which was handcuffed to her left wrist. Assuming that the Ukrainians did issue her a visa, the Ambassador's diplomatic car was waiting for her, along with two DSS agents from the embassy and a driver who would act as her escort. She awaited further response from the Kopiyka Group so that they could meet somewhere. This was all done, of course, in a low-profile kind of way.

Considering the Republic of Ukraine's tremendous respect for the United States government, Ms. Withrow would of course be granted a visa. Some eyebrows would raise at the briefcase handcuffed to her wrist as she went through customs, but assuming she had a valid passport and was complaint with customs officers and the paper work (including a written declaration of any and all monetary instruments over €10,000 or foreign currency equivalent) there would be no trouble.

Kopiyka Group is pleased to know you are on your way. To demonstrate the seriousness with which we view this deal, I myself will complete the transaction. The best location for this exchange would be the Hyatt Regency Hotel at Ally Tarasovoi St, 5. There is a restaurant on the 8th floor called Bar on 8--it has a stunning view and delicious food. That is where we may meet. I will set a reservation for us for 6:30pm, I eagerly await the opportunity to make your acquaintance.

Shortly after sending the email, Oleksij would place the call for reservations himself.

"How many in your party?" Asked the receptionist.

"Well, definitely two, maybe up to six though," he said, trying to guesstimate just how many security personnel the Treasurer would have in accompaniment. "We'll need the whole terrace though," he quickly added. "In fact, it's probably better if we just book the entire restaurant. It needs to be low-profile, so it's best if it's just us there."

The receptionist giggled at first, but heard no laughter from the other end. "I'm sorry, sir, we already have a number reservations scheduled for tonight. We're almost completely booked. If you had called in advance we might have been able to work out some kind of event deal, but really I think the best we can do is a table for four at 5:00."

"Huh? My Godfather was able to book the entire restaurant last spring," he said politely. "He gave about as much notice as I am now. I don't understand the issue?"

"Your...? Oh. Silly me. I must have been looking at tomorrow's reservations. I apologize for any concern this may have caused you, it's completely my fault. We'll have everything arranged for you tonight. Do you have any additional requests or instructions, sir?"

As promised, the terrace would be completely clear of any other diners by 6:30pm that evening. There would be one table set near the railing overlooking Sofiyivska Square and the bell tower. Oleksij would arrive early, dressed casually in a gray, double-breasted suit from Prada and no tie. He would order a glass of champaign for himself and for Withrow. Both drinks would arrive promptly. He had his own briefcase set beside his chair and looked over the menu as he patiently waited for the Americans to arrive.

Secretary Withrow sent a secure response indicating that she would meet Udovenko where he instructed, along with some security. She travelled there via the American ambassador's car and with two DSS agents. With her were the Treasury Backed Securities that were still inside a briefcase which was handcuffed to her hand. She would be there ten minutes early and wait to be seated with President Udovenko.

Withrow would not need to wait—given the utter emptiness of the restaurant there was no need. A server would lead her to a table on the terrace where Udovenko was seated. He’d rise to great her and motion towards one of the chairs, “Secretary Withrow, big Howdy!” He said in heavily accented but enthusiastic English. “I am pleased to make your acquaintance. Please, sit down.”

The waiter would hand them each a menu and serve the champaign Udovenko had earlier ordered. The server would give them a few minutes alone to look over the menu.

“I hope your journey was not too horrible,” said Udovenko as he perused the menu items.

"It was just fine," Secretary Withrow said as she sat down at the table with Udovenko. The DSS agents remained very close by, and kept a watchful eyes of their surroundings, as well as of the Secretary and Mr. Udovenko.
