Subject: Dutch-Emirati Relations

Minister Albronda,

Greetings to you and the people of the Kingdom of the Netherlands from the United Arab Emirates! Let me start by saying that I hope the Kingdom of the Netherlands isn't to adversely affected by the unusually cold temperatures and harsh winter weather this year. Please know that Abu Dhabi National Oil Company (ADNOC) stands ready to rush emergency oil and gas supplies to the Netherlands, should the Dutch people require additional oil and gas for heating, power generation, transportation, etc, etc. So please don't hesitate to request our help when it comes to providing energy to power your nation through this dramatically cold winter, as I'll be more than happy to establish an emergency trade route to the Netherlands at once.

I've also contact you because the UAE wishes to establish much closer diplomatic, commercial, industrial, and military ties with the Netherlands. For decades the United Arab Emirates has been an ally of the West, in particular Western Europe, and both the UAE and Western Europe has benefited from this arrangement greatly. Now as we are decades on from when my father first allied the UAE with the West, radically transforming the UAE into the most modern nation within the Middle East, we now feel the time is right to move our partnership with Western Europe from a tactical partnership to a deeper strategic partnership. While the UAE's economy is rapidly diversifying from one heavily reliant on the extraction of fossil fuels, to a global leader in tourism and transportation, while also being the leading Middle Eastern nation in commercial banking, financial services, light and heavy industry, electronics, and cutting edge R&D, we feel that through greater partnership with nations like the Netherlands the UAE can be further transformed into one of the world's leading economies.

To discuss this opportunity for both of our nations and a range of other subjects further, I would like to begin a correspondence with you and once the terrible winter weather lifts over Northern Europe, I would like to invite you to meet with me here in Abu Dhabi in order to continue our conversation in person. Should you accept, I would also like to encourage you to invite Dutch business leaders with you to Abu Dhabi, as I will likewise invite a range of Emirati businessmen, ministers, and fellow Emirati Royals to the meeting, as I feel a roundtable discussion between eminent members of both of our nations would bare much fruit for both of our nations.

In the meantime while we are waiting for the weather to clear over Northern Europe, the UAE would like to enter into negotiations for Dutch desalinisation plants to be constructed within the UAE, potential Dutch civil and military sales to the UAE, while the UAE would also like to make several offers to the Netherlands across a broad range of topics.

Sincerely,

His Highness Sheikh Mohammed bin Zayed bin Sultan Al-Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Union Defense Forces,

@Dutchy

Your Royal Highness,

On behalf of the government of the Netherlands I congratulate you on your ascension to power. We truly believe that you will represent the interests of your people in a righteous and compassionate manner. I would also personally like to thank you for your offer of assistance in our time of need. I can assure you that if we require assistance we will call upon you.

We are pleased to hear of your wish to engage in close bilateral relationships on multiple fronts, I can say with complete certainty that we mirror this wish. We see the United Arab Emirates as an important regional partner to work together wish to ensure stability and prosperity in the Middle East and we are eager to see you join the international stage as a member of the Global Assembly.

As you're aware the weather at this time does not permit me to leave, but once it does I myself and a delegation of representatives from across Dutch society will make haste to meet you. Until that time I encourage you to begin your offers in regards to military sales, and other topics.

Yours Sincerely,
L.ALBRONDA

Subject: Dutch-Emirati Relations

Minister Albronda,

The United Arab Emirates thanks the Dutch Government and Dutch people for their warm welcoming of the UAE into the community of nations. It is our sincerest hope that the UAE will become an island of stability in one of the more troubled regions of the world, which can serve as an example to follow for the more troubled nations of the Middle East, as they look to modernize and stabilize their own countries. While I know I speak for my brother and all of the ruling Emir's of the United Arab Emirates, that all intend to continue to rule in a manner that places the utmost emphasis on the continued prosperity and welfare of the Emirati people, while not ignoring our Arab and regional brothers in need. So with that in mind, you need not thank me for offering ADNOC's assistance, as the UAE is simply offering the same help to a nation and people in need that we hope that we would receive were the roles reversed.

We are ecstatic that the Netherlands wishes to build a strong multi-faceted and mutually beneficial bilateral relationship with the United Arab Emirates. The UAE considers the Netherlands among one of the foremost nations on the global stage, whose positive influence is as needed as ever in this trouble world. The United Arab Emirates is extremely hopeful that the Netherlands, as well as other nations, can work together to promote peace and stability throughout the Middle East, while working together to combat the scourge of terrorism which has ravaged our region and the wider world for far to long. In that regard, what is your governments opinion on the current Anglo-Iranian counter-terrorism/counter-insurgency operations in Eastern Iran? Please keep this classified, but the United Arab Emirates is supportive of this operation and we are considering offering the British support in their efforts, from allowing RAF aircraft to operate from Emirati Air Force Bases, allowing Royal Navy Warships to dock and replenish in Emirati ports, and allow Royal Army soldiers to use Emirati bases as a pre-deployment staging area for their eventual insertion into Iran. While we are also debating the authorization of UAE Air Force strikes on Al-Mutahida in support of the Anglo-Iranian coalition and we are even considering the deployment of a small number of ground forces to Iran in order to support British and Iranian efforts against Al-Mutahida. With a particular emphasis being on the training of local tribal militias to protect their towns and villages from any incursions by Al-Mutahida into pro-regime districts of Eastern Iran.

As for the Global Assembly, the UAE has joined the GA, while the government is currently debating the appointment of the Emirates first Ambassador to the General Assembly, and we expect that an Emirati Ambassador to the GA will be selected shortly.

I completely understand the situation regarding the terrible winter weather making any travel from the Netherlands impossible at this time and I look forward to when the weather improves and allows for a meeting between Dutch and Emirati delegations. I feel quite certain that this will be a historic meeting for both of our nations and present a host of mutually beneficial oppurtunities for both of our nations to prosper, while providing both of our people with a range of beneficial options for their future.

In the meantime I will mention a few of the ideas that various Emirati firms and ministries have presented regarding Dutch-Emirati commerce, partnerships, sales, etc, etc.

One such idea has been forwarded by two subsidiaries of Mubadala Investment Company PJSC, Mubadala Aerospace and Piaggio Aerospace, who wish to gauge Dutch interest in supporting Netherlands Aircraft Companies efforts to revive the iconic Dutch Fokker brand, through the proposed NAC Fokker 90NG Regional Airliner and NAC Fokker F-130NG Regional Airliner projects. Should the Netherlands have an interest in pursuing these projects, Mubadala Investment Company PJSC is willing to provide 50% of the R&D costs of the two aircraft, so long as Mubadala Aerospace is granted a 50% share in the projects, with both Mubadala Aerospace and Piaggio Aerospace being allowed to produce the aircraft for domestic and export markets. Does this proposal interest either the Dutch Government or Netherlands Aircraft Company?

Now when it comes to arms sales, the Union Defense Forces are very interested in acquiring a number of Dutch Defence Vehicle Systems LGS Fennek 4x4 Armoured Scout Cars, as we feel their ideally suited for the critical role of artillery observation and reconnisance, which the Union Defense Forces currently has a need for. Would the Netherlands have an interest in opening negotiations for the purchase of LGS Fennek 4x4 Armoured Scout Cars by the UAE?

The United Arab Emirates also wishes to open negotiations with Damen on the following naval vessels, the Damen FRISC Raiding Craft, the Damen Landing Craft Utility 3607, the HNLMS Pelikaan-class Logistics Support Vessel, and the Damen Crossover 131 Amphibious-class Multirole Vessel. The UAE would also like to partner with Damen at our Dubai Maritime City, where the Dubai Maritime City Campus Academy teaches up to 1,300 students from a syllabus encompassing marine engineering, marine transportation, and naval science, among other courses. The DMC would like to build a relationship with Damen, where Damen provides the DMC with several experts in marine engineering, marine transportation, and naval science, and the DMC allows Damen preferential access when it comes to the recruitment of DMC graduates for employment. It is the hope of the UAE that a program such as this will eventually lead to Damen and Emirati shipbuilding firms such as Abu Dhabi Ship Building engaging in joint research and perhaps even jointly developed projects.

ADNOC is also looking to add LNG Carriers to its fleet of tankers and would like to open negotiations with Damen on the Damen Liquefied Gas Carrier 7500 LNG and the Damen Liquefied Gas Carrier 6500 LNG.

After much discussion and debate, ADNOC is willing to offer Global Energy up to a 20% ownership stake in both the Upper Zakum Oil Field and the Lower Zakum Oil Field, which are the second and fourth largest offshore oilfields respectively. Should this interest Global Energy, ADNOC would be happy to begin negotiations at once.

Though the UAE has additional proposals and ideas, I believe I've left you enough to keep you occupied for some time and we should first discuss these proposals before I make any further ones. Though I would love to hear any from you, should you have any proposals or counter-proposals at this time.

Sincerely,

His Highness Sheikh Mohammed bin Zayed bin Sultan Al-Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Union Defense Forces,

Your Royal Highness,

Thank you for your kind and honest words, at this time we are monitoring the situation in Iran and support the British in their counter terrorism operations. After years of Iranian hostilities its finally time for action to be taken and we will continue to support the intervention and offer assistance to our ally. I am pleased to hear the United Arab Emirates takes a similar stance and is offering assistance. At this time I would advise that the UAE holds back on any physical deployment until intelligence has been acquired regarding the state and power of Al-Mutahida.

As a nation which worked closely together to ensure the foundation of the Global Assembly and the International Court of Justice we are pleased to see your participation in the organisation. I further thank you for you well wishes, we will be riding out this storm and hoping for the best.

That's quite a few proposals you have submitted, I will require time to study and discuss them further, however, I can certainly say there will be interest in such business deals. Reviving the Fokker brand would revitalise the Dutch aerospace industry, something we would love to see become a reality. However, allowing both Fokker and Mubadala Aerospace/Piaggio Aerospace to sell the designed aircraft would lead to competition and lower profits. Instead I would like to counter propose that Fokker become a company with dual ownership, the Dutch government owning 51% and Mubadala Investment Company PJSC owning the remaining 50%. I believe this would allow the company to work more efficiently and increase sales of the Fokker brand.

I see no problem with a sale of the Fennek 4x4 Armoured Scout Car to the UAE armed forces.

When it comes to products owned by Damen, I would suggest you contact the United Industries of the Netherlands in order to open negotiations in acquiring the equipment you seek. I also cannot speak on behalf of Global Energy but I will pass on your proposals to the company's executive.

Yours Sincerely,
L.ALBRONDA
