Good Evening,

I hope you are well.

As per the Treaty of Washington, the Royal Air Force has the permit to deploy to Edwards Air Force Base and have a garrison stationed there in return for the same usage of RAF Mildenhall for a USAF operating base in Europe.

This is something we have, until now, not explored. Please find this as notice that as of December 2000, we shall be looking to implement the following deployment to Edwards Air Force Base:
  • The formation of a new command structure for British Forces, North America Command. This would see 200 personnel from the Royal Air Force as support staff permanently stationed in the United States of America as HQ Support.

Secretary Green,

Thank you for this advanced notice of your intentions. Once you inform my office of the names and ranks of the individuals that will be stationed at Edwards, the State Department will issues VISAs for those individuals assuming they have valid passports and are not wanted for any crimes in the United States. We will have the appropriate barracks and infrastructure dedicated for use by your forces. Please keep in mind that while your forces are stationed at Edwards, they will be required to follow the rules and policies set forth by base leadership and the laws of the United States.

Will your airmen be travelling via civilian flights to California, or will you be sending air assets to Edwards to transport them? If air assets are sent, my office will send an approved flight path across the continental United States to simplify the process. If they are travelling via civilian flights the Air Force will send representatives to meet them in New York and make sure that they have safe passage to Edwards.

I look forward to hearing back from you, and I am happy to hear that we will be taking this next step in military cooperation.

Please see the attached list containing the names and ranks of personnel that will be stationed at Edwards Air Force Base. This will likely rotate on a six-monthly or annual basis which we will include yourselves in automatic updates of rotational deployments.

Our staff will be taking flight through the Royal Air Force, specifically Lockheed Martin TriStar aircraft to Edwards Air Force Base and can receive any flight plans.

If possible, please could you confirm a full list of assets you currently have in the United Kingdom? I understand a present at RAF Mildenhall but a base figure of personnel and equipment would be useful as we are looking to register all foreign assets.

Secretary Jason Green's office would be given an exact flight path for the RAF to use to bring their personnel to Edwards (the portion of the base located north of Birk Flight Test Facility). The British were given their own barracks to use and also access to the mess facilities, exercise facilities, and the officers would be given access to the officers' club. The two highest ranking British officers would be introduced to base leadership and given a personal tour. If the British would be able to conduct flights out of Edwards provided that they were in accordance with the Treaty of Washington and were in accordance with the guidelines and regulations set forth by the Federal Aviation Administration and the United States Air Force. Certain parts of the base would be off-limits to British personnel, such as the test range and other sensitive areas. All of the personnel would be issued special ID cards that had their pictures and encrypted swipe-access that were specific to their designated parts of the base. Officers were free to come to and from the base when they pleased - the base would hold the British enlisted to the same standards as American enlisted, unless the British requested otherwise. Finally, each one of the British airmen would be given a Department of The Air Force-issued 20-page booklet on important American laws to remember as well as guidelines on how to fit-in in the United States.

At the end of the message would be a note saying that the Secretary of the Air Force would send a message to Secretary Green with all units presently inside the United Kingdom.

Secretary Green,

Secretary Glass directed me to inform you of all United States military assets currently in the United Kingdom. As you know, RAF Mildenhall was instrumental in recent United States military operations in the Mediterranean Sea as well as the war with Turkey. Our utilization of Her Majesty's airbase is, without doubt, part of the reason the United States armed forces were able to so quickly assemble in Europe. On behalf of the United States, we thank you for your trust in allowing the Air Force and the United States armed forces to operate at the base.

At this present time, the only military personnel stationed at RAF Mildenhall are a Headquarters Support Unit of 150 airmen, led by General Alvin Daniels who is the current commanding officer U.S. Air Forces in Europe. It is the intention of the Air Force to deploy hard assets to RAF Mildenhall. When we do, we will give your government notice as stipulated in the Treaty of Washington.
