GOVERNMENT OF THE UNITED KINGDOM
Security Classification:
SECRET

Intending to establish a form of communication with the Japanese Government, Deputy Prime Minister, Thomas Stone, would raise his phone and attempt to call what would be the Japanese Prime Minister. It was highlighted prior in email that the British Government are seeking to open dialogue with their Japanese counterparts with the agendas to discuss current global affairs and how the two countries could work together more politically and economically.

Sat in his private office, he waited to see if he would be able to get through to any member of the Japanese Government.

Since the Prime Minister was in a meeting with the Russians. The call would be forwarded to Yōhei Kōno, the Minister for Foreign Affairs. The Public Security Intelligence Agency would make sure the call was encrypted on the Japanese side.

"This is Minister Yōhei Kōno, how can I help?"

Waiting for the call to be transferred through, Thomas took a moment to take a sip from his glass of water before hearing the Minister of Foreign Affairs speak.

"Good Evening Minister, How are you?" he asked, "I had put forward an email to discuss relations between Japan and the United Kingdom and I'm hoping this is something you may be interested in engaging in. At the moment the UK and Japan has retained an unintentional distance but we would be interested in discussing global affairs with you and working towards a plan for improving the relations between both of us, if this is reciprocated."

"I am very well Mister Stone. How about yourself?" The Minister replied, before continuing on. "Yes we received the E-mail, which is why we made sure the call can be re-directed to myself. We would absolutely welcome an approach to improving relations between our two nations. What did you have in mind to kick start this?"

"I'm doing very good, thank you for asking. Naturally there is only so much that can be discussed on a phone call so it would be more of a discussion about what we can do to work together, what we both seek from expanding our relationship and even to discuss global affairs. As you may know, the UK, along with allies, has been in a conflict with Turkey which has recently come to a close and we are actively scaling down operations. Fortunately, this now gives more availability for us to expand our horizon. Perhaps starting on global affairs might be a good way for us to gain some traction and understand our governments.

Outside of Turkey, we're just aiming to work with more partners internationally and as recently announced, the Summer Olympics in Australia will see us all competing. I am aware of some issues in Thailand but with distractions in Turkey, it's not something I'm aware of, I'm not sure if you may be able to shred some light on it. Other than that, I would love to hear about what your governments stance and plans are?"

"Yes of course. As far as we're aware, the situation with Thailand is a volatile one. Their invasion of Laos has opened the door for the possibilty of a larger scale conflict in the South East Asian peninsula. Which of course, is on our door step. We are concerned about the possible inclusion of Vietnamese and Chinese forces in the conflict. We are not aware of any at the moment, but we believe it is only a matter of time until one or both nations decides to get involved and bring major conflict down on the region - on our door step. So, as of now, we are keeping an eye on the conflict and, if you would like me to, I will keep you informed of what is going on to the best of my knowledge.

As for the plans for the State of Japan, we are in contact with multiple nations around the globe to try and establish friendly and stable relationships. We are also in the midst of the modernization of our armed forces. Which, so I've been made aware by the JDA, is going to plan and we are up to a strength capable enough of defending our homeland"

"Do you know the motivation for Thailands invasion of Laos? Is there any justification for their actions?" inquired the Deputy Prime Minister.
"It's good to hear about focusing on stable relations and modernization. I've noticed that Japan are not attending, or at least have not yet confirmed attendance for the Summer Olympics, is it an event you're looking to attend or...?"

"At the moment we have no clear knowledge on the motivation behind the invasion. We have been discussing amongst ourselves to bring the conflict before the GA so that the world can deploy peacekeepers and investigators.

At the moment, we have no Olympic Committee set up and therefore have no plans to attend the event"

"Understandable, I would be interested to hear what the Global Assembly s response would be as a whole - especially as a forum for all facts to be distributed. Right now, everyone seems to be saying something different about the conflict."

"Even so, people could stick to those stories in the Global Assembly and we may never find the truth behind the conflict. Unless we can get GA and involved countries to allow investigators in. That being said, we are not aware of any war crimes so getting the approval of investigators may prove difficult"

"That is true, although I'm sure the Global Assembly would have an itchy trigger finger to getting investigators on the scene.
When would you be planning to bring the situation to the GA?"

"The issue we have is, the GA could take months to decide on a course of action. And we may have been made aware of possible Chinese involvement in the conflict. So at the moment, we are weighing up our options on what to do. Much like the Turkish conflict, the GA took no stance. We have a feeling that it may be the same case this time."

"That is true, equally I suppose it's not so much an issue with the Global Assembly itself, but the lack of urgency from its members. Hopefully that will change in the future, naturally, as new leaders enter the arena.
Is there anything else you'd like to discuss presently?"

"At this present time, we have nothing else to discuss. Thank you very much for your call Mister Prime Minister. I hope this is a major stepping stone in furthering our two nations relationship"

"Certainly, thank you for your time, I look forward to seeing opportunities to develop our relationship further in time to come."
With that said, the call would presumably end. Marking a first call between the two governments.
