I hope this email finds you well. I am writing this in hopes of arranging a meeting between our two new governments in order to establish a more open and cooperative relationship. In the past our two nations have had little in the way of foreign relations, but I have hopes that we together can remedy that. I would like to get to better know what are the hopes and ambitions of the Celestial Empire's current government, and how we together can make them a reality.

Ukraine is currently undergoing a massive change in the way our government functions. For years we have attempted to shake off the old bureaucracy left in the wake of the dissolution of the Soviet Union. Your nation is experiencing something similar no doubt. I’m sure we will have much to learn from one another.

If you would agree to such a meeting, I will make myself available at your earliest convenience. I do hope to hear from you soon.

In a smokey conference room, on the top floor of the Ukrainian Embassy in Beijing, Serhiy Danylenko sat at the end of a long wooden conference table. The large and some would say imposing man had just snuffed out the end of a cigarette into an old soviet style ash tray. An air purifier hummed along in the far corner of the room trying in vain to mask the smell of tobacco smoke. A slight tinge of yellow covered every surface in the room. After ten years of service and surviving through multiple administrations, the stains were all that had been accomplished here.

The ambassador was trying to absorb what the other two men at the table were trying to explain.
“You have to understand Serhiy these are not just Chinese communists under a new name.” the man on right pleaded as rifled through a folder of notes in front of him. “They are a continuation of the The Ming Dynasty.”

“Nearly 700 hundred years old.” the other man interjected as he sat with his hand propped up against his chin. “They invented paper.”

“Yes I understand that.” exclaimed Ambassador Danylenko, clearly annoyed. “But before this most recent administration, an eighty year old juggernaut of communism ran this place. Did they just up and leave?”

The man on the right adjusted his glasses and sheepishly explained. “We aren’t entirely sure what happened.”

“No one does Serhiy.” the man on the left in a monotone voice replied while looking almost bored. “It's been a peaceful transition of power as far as we can tell.”

“You are both useless, you know that right.” the large ambassador said with a smile.”I have an appointment tomorrow with Xiao Jia, they are the Minister of the Outer Realms.” He placed heavy emphasis on the Outer Realms and used his hands to make air quotes. “I will just have to ask them myself.”

The next morning after a short ride from the Ukrainian embassy to the Ministry of the Outer Realms, Ambassador Danylenko exited from the back of the standard Ukrainian Foreign Ministry black BMW 335i with a large leather brief case. He tapped on the driver's window and the embassy security that was behind the wheel began to roll down the window.

If you see anything out of the ordinary while I’m inside, call me immediately,” the ambassador whispered while leaning in close to the man's ear. “I don’t want the communists having a change of heart while I'm in there.”

“Understood sir.’ the driver nodded back to the ambassador while the ambassador gave him a reassuring pat on the shoulder.

“You can never be too careful.” smiled Ambassador Danylenko as he made his way into the lobby of the Ministry of the Outer Realms.

As the Ambassador had to identify himself to make it onto the Ministry's complex the lobby was well aware of his presence and identity once he walked inside. A senior official within the Ministry of the Outer Realms would welcome him before escorting him to the Office of the Minister.

Inside the office Jia had just concluded a meeting with the Empress to discuss amongst others the meeting with the Ukrainian ambassador, so she was well prepared on what her Empress' thoughts were. "Your Excellency, His Excellency the Ambassador of Ukraine is here to meet with you" Her assistant spoke over the intercom almost immediately after Jia had mentally prepared herself for the next meeting. She pressed the button on her office to respond. "Please let him inside" Jia said as she rose from her chair. Once inside she would walk away from her desk and towards two yellow couches in the middle of her office with a brown-red coffee table in between. "Your Excellency, welcome to the Celestial Empire" She said while extending a hand to the Ukrainian.

After the initial introductions she would offer him to sit in one of the couches and ask for any drinks he might desire. For herself she would request a cup of black tea and then sit down in the couch opposite the Ambassador. Once all their drinks had arrived she would wait for the Ambassador to begin talking as he was the person to initially request the meeting.
