It is nice to hear from you. My government has been attempting to speak with a representative from the United States for some time now. I feel we have much to discuss and would be honored to have you meet with me in Mexico City. The deployment of the Texas National Guard does come as a surprise to the Mexican Government, but it is a welcomed surprise. I just wish we had more communication before that occurred. I have a great many things I wish to discuss with you, and I can go more into detail upon your arrival. I am free Monday through Friday, from 9:00 A.M. to 5:00 P.M. I look forward to finally meeting with you.

Ambassador Lopez would travel to the designated building in Mexico City to meet with Secretary Green. He would ride in his motorcade, along with five armed Diplomatic Security Service Agents. Once at the appropriate building he would get down with the DSS agents and a few key members of his staff, go into the building, produce his diplomatic credentials, and inform the nearest authority figure that he was the United States Ambassador to Mexico and that he was there to meet Secretary Green.

There would be no issues with the American Representatives arriving. Upon entry they would be registered and handed visitor badges. From there they would be escorted to Secretary Rosario Greens office. Inside she would be sitting behind a desk, while her soon to be replacement Marcelo Ebrand Casaubón would be arranging his items. Secretary Rosario Green would standup and greet her American Counterparts.

"Good day, I'm Secretary Rosairo Green, this is Secretary Casaubón, he will be stepping in as the new Secretary of Foreign Relations." Rosario Green would state.

"Don't mind me, just getting the office in order. I'm sure I will be briefed up on this matter at a later time. I look forward to working with our American neighbors." Casaubón would say. He would shake the hands of the Americans and leave the office.

"So, I feel as if you should start this meeting. Can I offer anything?" Rosario Green would say.

"It's nice to meet both of you," Estaban said. He waited to take his seat until he was offered to, or until the two Secretaries took their seats.

"This meeting is long overdue. A healthy relationship between the United States and Mexico is a critical objective of the Gore Administration and the rest of the United States Federal Government. I was instructed to ask if there's anything we can do to help your government with conflicts regarding the cartels or the illegal drug trade and smuggling of people into the United States? It would go a long way to furthering our relations, I think for both sides, if we can make some kind of progress on those matters," he said.

"I agree, I wish we could have met sooner. The situation is tense to say the least. The Cartels have remained quiet as of late, but while some think the patrols have sent them into hiding, I disagree and believe that they are reorganizing and building up their strength. The Mexican government would benefit from the help of the DEA and FBI once more. Many of the Armed Forces and Police here in Mexico are on cartel payrolls and tend to look the other way. President Fox however has a plan to reduce military equipment spending and raise the wages of the Armed Forces and Police to try and sway them back to our side. I don't know if this will work but having American assistance will go a long way in stopping these criminals." Secretary Rosario Green would say.

"The Gore Administration considers the illegal drug trade an important matter for both of our countries to handle. The FBI and DEA can provide assistance; I've been told that the Texas Rangers and the State Police of several border states would be willing to assist. Can you tell me, from your country's perspective, cities or specific locations on the border that are especially troublesome right now? While we need to work on finding permanent solutions to these large problems, but we have to start somewhere, and we think that focusing on low-hanging fruit will help. I'm happy to hear that your government is making these internal reforms," he said.

"Well we do have an informant in the Gulf Cartel that has been assisting us with up-to-date information. I could reach out to the Federal Police who would have more information. Mexico would welcome any and all American assistance. Currently key target cities are Juárez and Tijuana. However the cartel's reach spans across all of Northern Mexico. The previous administration attempted to hide the extent of the tunnel networks. President Fox wishes to hide nothing and accepts American assistance with open arms. I can arrange a meeting with the Federal Police so that you may obtain more information, unfortunately I do not have access to their records. Truth be told, the government is not prepared for a full on war against the Cartels. While we do have the personnel and equipment, the Cartels have the people. President Fox wishes to convert the people away from the cartels and back to independence and freedom. Shall I get in contact with the Federal Police for you?"

"We don't want to force your government into a position that it's not ready for," the Ambassador said. "What we would like to do is assist you in whatever you think the best course of action is on your side. We don't want to weaken your position in your own country. However, I don't think there would be any issue if we used the 'stick' on the American side of the border. Is there anything we can do to help boost the popularity of President Fox?" he asked.

"Make no mistake the Mexican Government is more than ready to take on the cartels. However there will be much bloodshed. I propose that Mexico will allow the assistance of the DEA and FBI within our borders, and in return we will assign our best Federal Police to assist in a key targets we have in America. Again the target cities that we know about are Tijuana with the Cali Cartel, they stretch into California and Arizona, and Juárez which stretches into Texas and New Mexico. History has shown that the two cartels were at war with each other. However recently they began working together. This pseudo alliance has seen more blood being spilled from competitors and anyone not willing to play ball with them. They have their informants in the local police, and from our intel that includes American police, they also have their pockets lined with the military as well as politicians. Taking them down will not be easy, but it is doable. Clearly how the Mexican government has handled things is not working, I think it's time to take American advice and let your government lead this operation. I am sure President Fox would agree to this method."
