Secretary Adams,

The devolving situation in France has become exceptionally concerning, especially because there are over 150,000 Americans in the country. The Department of State has changed its travel recommendations for France to "Do Not Travel" and has encouraged all Americans in France to leave the country as soon as possible. However, if they are not able to get a direct flight back to the United States, Americans in France are being encouraged to travel to the United Kingdom or Sweden and then return home from there.

I regret that this action has taken place without advanced notice to your office or to Downing Street. The American Embassy in London is prepared to house and process as many Americans as possible, and American airliners are redirecting more flights to and from the United Kingdom in preparation for an influx of Americans. The Federal Government requests that Her Majesty's Government give refuge to any American citizen with a valid passport that is trying to cross into the United Kingdom from France.

I have also been directed to inform you that the President is considering deploying a carrier strike group to the Celtic Sea. The purpose of this operation would be to assist with the evacuation of Americans from France. If such an operation were to occur, the Federal Government is requesting that HMNB Devonport be made available to replenish the strike group's oilers. If such an operation were to occur, the Navy would be in regular contact and coordination with the Royal Navy.

Good Afternoon,

Our Ambassador in Paris is currently in discussions with the French Government to get an understanding of the larger picture and we are making requests that airliners begin repatriation flights from France. We will allow these to be utilized by British and American civilians but these are time sensitive due to the upcoming closures of airports.
To confirm: Refuge will be given to any American citizen. We will be working to triage the expected influx as no doubt this will cause some logistic headaches and sustaining these will cause huge delays.

We have offered our support to the French Republic in the form of the Royal Air Force to carry out repatriation flights which will be safer and should, depending on negotiation, be continuous despite any change in the situation on the ground.

I will need to discuss the potential usage of HMNB Devonport but this may need to wait until discussions with the French Republic is concluded.

Good Afternoon,

Discussions between our Ambassador and the French Republic have ceased and they have accepted that the Royal Air Force will support repatriation flights to deliver British and American nationals to the United Kingdom for safety. Our travel advisory will allow British nationals to remain in France at their discretion but with air travel reducing, RAF assets will ensure that anyone wishing to leave France, has that option.

The main concern currently is our diplomatic staff which the French are unable to provide sufficient transport, we are looking into options for a Special Forces Operation to locate and evacuate our staff but this is subject to how the situation develops in the next few hours. This is only a concept and hopefully will not be required.

Secretary Adams,

Thank you for the updates on these important matters. The State Department is currently requesting permission from France to conduct evacuations of Americans from both Charles de Gaulle airport in Paris and Nantes Atlantique Airport in Nantes. These evacuations would be conducted using U.S. Navy rotary aircraft and, importantly, would not require refueling at the airport. The two Navy formations that would be sending these aircraft would be positioned somewhere near the Channel Islands, and somewhere in the English Channel between Hastings, England and Le Treport, France. If the French government allows us to begin these operations, we will take on any British or Swedish citizens in Paris and Nantes.

The President has ordered the mobilization of U.S. Army special forces. They will be forward-deployed to RAF Mildenhall along with aircraft and weapons to support their mission. In the event that the American and/or British embassies require evacuation, it is our luck that our embassies in Paris are within about 300 feet of each other. This would present an opportunity for our special forces to coordinate a rescue mission that could increase the probability of success.

In accordance with spirit of the Treaty of Washington, the National Military Command Center at the Pentagon will send an Emergency Action Message once our special forces deployment has begun to the United Kingdom. Another EAS may also give notices of our Navy deployments so that we may better work together.

The President has mobilized U.S. Army Special Forces on the Eastern Seaboard of the United States. These assets include 97 operators and four aircraft: x2 MC-130H Combat Talon II and x2 C-5B. Their exact location and route are not disclosed, but their current route will come from the Atlantic, over Northern Ireland, over the Irish Sea, and into northern England. Their intended destination is RAF Mildenhall. These aircraft will identify themselves to RAF personnel and will be within range of UK airspace (Northern Ireland) sometime within the next four hours.

Confirm receipt as soon as possible.
