FROM: Noah Cook, United States Ambassador to the Court of St. James
Secretary Green,
I am writing to you at the direction of President Gore. The developing situation between the Imperial State of The Congo and the Republic of The Congo is becoming increasingly concerning to the Federal Government. We want to ensure that our partners in Africa are safe and that our interests in the area are secure. The Federal Government also wants to gather intelligence to get a better idea of what exactly is occurring on the ground in both countries and that part of Africa.
The White House is requesting that the Air Force be permitted to temporarily use RAF Ascension. The plan would be to transport one or two refueling aircraft to RAF Ascension as well as three reconnaissance aircraft, and a limited number of ground crews and forces. It is unclear at this time if this operation will go forward, but the Pentagon is hoping to obtain permission from your government so that a green light for the operation can be issued on short notice.
I'm sure it goes without saying that it is critical that this conversation and the possibility of this operation be handled as classified information.
