Admiral,
I am contacting you through this back channel to inform you that a United States Navy carrier strike group has been deployed to Europe. I cannot disclose when the fleet will arrive, or when it departed the United States. Part of the mission of this deployment is to have a naval presence in Europe while President Sinclair is in France. Another part of the mission of this deployment is to have a powerful American military presence near France for the D-Day remembrance as a symbolic sign of support.
On behalf of the United States Navy, I am formally requesting permission from you to have this carrier strike group operate in the Bay of the Seine. In order to adequately operate, some of the fleet would be in French territorial waters, which is why I am reaching out to you directly.
