Admiral,

I am contacting you through this back channel to inform you that a United States Navy carrier strike group has been deployed to Europe. I cannot disclose when the fleet will arrive, or when it departed the United States. Part of the mission of this deployment is to have a naval presence in Europe while President Sinclair is in France. Another part of the mission of this deployment is to have a powerful American military presence near France for the D-Day remembrance as a symbolic sign of support.

On behalf of the United States Navy, I am formally requesting permission from you to have this carrier strike group operate in the Bay of the Seine. In order to adequately operate, some of the fleet would be in French territorial waters, which is why I am reaching out to you directly.​

Your notification regarding the deployment of a United States Navy carrier strike group to European waters is duly noted. France fully recognises the importance of ensuring the security of President Sinclair during his visit for the forthcoming D-Day commemorations.

Regarding your request for the fleet to operate within the Bay of the Seine, including entry into French territorial waters, I have forwarded the matter through the appropriate channels at the Ministry for Europe and Foreign Affairs. In coordination with the Ministry of the Armed Forces, the necessary diplomatic clearances have been granted for the operation.

The French Navy stands ready to coordinate closely with the commanding officer of the carrier strike group to ensure that all planned activities are conducted safely and in the continued spirit of allied cooperation.
