OFFICE OF THE DIRECTOR OF NATIONAL INTELLIGENCE

ENCRYPTED MESSAGE

TO: Katarzyna Nowak, Director General of The Office of State Protection of The Kingdom of Poland ( ManBear )
FROM: Lucy Marsh, Director of Central Intelligence

Director General Nowak,

The White House and the Agency are seriously concerned about the rhetoric and increasingly erratic actions being taken by the Turkish government. Right now, the Agency is exploring ways for the United States to support democratic movements within Turkey. Poland is one of the two strongest democracies in mainland Europe, with the other being Sweden. President Sinclair now directly supports the United States using its influence to help push Turkey towards a change in government so that the Turkish people can choose their own destiny. The Agency would prefer that we support the democratic and secular elements who could restore a free republic with laissez faire market ideas. I wanted to reach out to you directly to ask: Is Poland is currently engaged in any covert or overt operations to support the democratic opposition in Turkey?

Best regards,

Lucy Marsh
Director of Central Intelligence

Director Marsh,

On behalf of His Royal Majesty’s Government, allow me to extend both our appreciation for your candid message and our continuing admiration for the enduring partnership between the Kingdom of Poland and the United States.

As you have said in your message, we have also observed the growing unease with Turkish governments retreat from liberal democratic normalcy and its increasingly unpredictable posture towards domestic dissent and secular governance. The present course of Ankara may have lasting consequences not only for Turkish society but for the region as a whole.

As a constitutional monarchy committed to democratic ideals of our forefathers who fought against a similar regime, the Kingdom of Poland quietly, and resolutely, supports the emergence of a more pluralistic and accountable Turkish governance. While it is our policy to not confirm nor deny operational matters, I may note that the Office of State Protection has placed particular emphasis on building a special rapport with Turkish civil society through more discreet avenues.

To that end, we have encouraged cultural, educational, and intellectual exchanges with the Turkish nationals studying abroad within our Kingdom and across partner institutions in Europe. These young individuals, many of whom are secular, reform-minded, and increasingly disillusioned with Ankara's autocratic drift, represent a critical cohort capable of shaping the future political landscape of their homeland. Our current engagement strategy prioritizes long-term influence through these future leaders rather than direct interference.

We remain open to continued dialogue with the agency and other aligned partners regarding the strategic future of Turkey. Should developments warrant deeper coordination, the Crown stands ready to consider broader collaboration consistent with our mutual interests and values.
Regards,

Katarzyna Nowak
Director General
Office of State Protection
